Environmental Workforce Development & Job Training (EWDJT) Program

Brownfields Job Training or EWDJT Grants are funded through the US Environmental Protection Agency (EPA) to provide:• Environmental training for residents of brownfields

communities• Opportunities for employment • Skilled, certified technicians for employers working in

environmental cleanup

Carlisle Works: The Need• Between 2008 and 2010, three major industrial sites in

Carlisle, the IAC (Masland) factory, Carlisle Tire & Wheel, and Tyco, shut down

• 63 acres of vacant and contaminated properties • Need to redevelop and revitalize northwest quadrant of

Carlisle

Environmental Technician Training Program Participant Qualifications• Resident of Cumberland County• 18 years or older• High school diploma or equivalency • Valid driver’s license• Access to reliable transportation• Must take basic skills reading and math assessments

Environmental Technician Training Program Application Process

• Visit Employment Skills Center, 29 S. Hanover St., Carlisle • Complete application, scholarship response, and review program code of conduct• Complete reading and math assessments (takes approximately 3

hrs.)• Complete interview with program coordinator (by appointment)• Upon acceptance into program, complete all intake paperwork

Where: Employment Skills Center, 29 South Hanover St. Carlisle Select dates held at HACC’s Harrisburg campus Field trips to local work sites

When: Work-readiness skills Monday, February 27–Thursday, March 2, 9:00 am–12:00 pmEnvironmental Technician Training March 6–April 28, Monday–Friday 8:00 am–4:30 pm

Second session to begin July 2017, Third session to begin March 2018

• Introduction to Environmental Science• Introduction to the Brownfields Project• Soils & Groundwater• Chemical Safety• GIS (geographic information system) for Environmental

Technicians

• HAZWOPER (Hazardous Waste Operations and Emergency Response)

40 hour OSHA training conducted for one week at HACC’s John J. Shumaker Public Safety Center

• OSHA 30 for Construction• Site Assessment• Sample Planning• Drilling/Soil Sampling Demonstration• Field Sampling

• Confined Space Entrant/Attendant & Supervisor Certification• Lead Based Paint Inspector Certification• Asbestos Inspector Certification• Forklift Certification• OSHA 30 for Construction• HACC Certificate of Non-Credit Course Completion

Program Graduates Are Prepared for Employment or Higher Education

Potential Jobs Include:• Environmental Technician• HAZWOPER Technician• Lead Paint & Asbestos Inspector• Brownfields Remediation Technician• Land Use Planning/Redevelopment TechnicianIn a similar program held in Dauphin County in 2010-2012: 46 out of 60 participants found employment. 2 went on to study environmental science.

Next Steps• Stop by Employment Skills Center, Monday through Thursday,

8:30 am to 4:30 pm to fill out an application and complete math and reading assessments. The assessments take up to 3 hours—you may complete them over more than one visit if needed.
