- February: high level seminar with Office of Registrar General, initiated by LELICO;- action plan to review copyright law.

• Kenya- EIFL-KLISC comments on ISP liability (2015); - 2016 public consultations.

2016: National law reform

Poland - published analysis of amendments; - June, ECJ Advocate-General preliminary ruling on e-lending case referenced article written under EIFL-funded project.

Malawi- 2010: EIFL/MALICO commented on draft law; - July 2016, new copyright law adopted; - EIFL will evaluate new law when it is published.

2. Support countries not in a legislative process AND where there is local support to help

Kyrgyzstan- February, 'Copyright in the Digital Age: Access to Information and Knowledge’ ;- kick-off event for KLIC-Soros project ‘Right to read-right to knowledge’ that started the groundwork;- includes Marrakesh work.China- May, 1st China Fair Use Week;- hope to internationalize in 2017.

Nepal- building on contacts made at conference in Sept 2015; - reviewed copyright law.

Botswana- October, 24th country to ratify Marrakesh; - July, EIFL Copyright Coordinator attended WIPO regional seminar.

Moldova:- in the process of ratifying; - April, Mariana presentation on Marrakesh at AGEPI; - November, EIFL/REM meeting with AGEPI.

Lithuania - October, supported first library conference in Europe on Marrakesh;- libraries responded to public consultation on EU ratification; - EIFL Marrakesh Guide published in Lithuanian.

Senegal- library community and allies working hard for ratification.

Ghana: following up with WBU on implementation plans.

Lesotho: in 2017, EIFL-LELICO seminar in cooperation with COBESS.

Advocating for an international library treaty at WIPO

“People expect libraries and archives to provide information to them irrespective of location; yet when exceptions stop at the border and libraries cannot legally provide the material, people are denied access to information.” Statement by IFLA and EIFL, WIPO General Assemblies 2014

Advocating for an international library treaty at WIPO

To set basic international standards- 17% of countries (33) have no library provisions;- nearly half do not explicitly allow libraries to make copies for research or

study;- in countries that have amended their copyright laws in the last five years,

digital copying is expressly barred in over one third, even for preservation.

To speed up national copyright reform- mandates countries to fix their law.

To support the information needs of scientists and scholars working across borders, and using new technologies- inadequate and incompatible national exceptions get in the way;- only international action can solve the problem.

Some political and legislative developments

- September, European Commission copyright reform proposals;- September, new WIPO DDG Copyright & Creative Industries Sector;- November, new proposal at WIPO from Argentina on libraries and

archives.

Three webinars- WIPO library study (Crews)- European Court of Justice library case (dedicated terminals)- Polish copyright reforms

Twelve copyright resources including:- ‘Rate my copyright law’: checklist and scorecard to evaluate copyright law for library services- case study: ex-British Library document supply service

Advice and assistance- Myanmar presentation at IFLA Columbus;- Other presentations e.g. in Kyrgyzstan, Moldova, Lithuania, Senegal.
