• 76th Legislature in 1999, established the Texas Newborn Hearing Screening Program (NBHS) by adding Texas Health and Safety Code, Chapter 47.– Texas Early Hearing Detection and Intervention

(TEHDI) Program.

• Certain birth facilities must offer newborn hearing screening (NBHS) to all families of newborns during the birth admission.

Facilities that must offer NBHS

• Hospitals licensed under Chapter 241 of the Texas Health and Safety Code – Offer obstetrical services– Are located in counties with populations greater than

50,000.

• Birthing Centers licensed under Chapter 244 of the Texas Health and Safety Code– Are located in counties with populations greater than

50,000 and that have 100 or more births per year.

Mandate

• Texas law mandates that parents must be offered a hearing screening.

• Parents must give written permission before the hearing screening is performed and reported to TEHDI.

Over 400,000 babies are born in Texas each year.

The incidence of hearing loss is 2 - 3 per 1,000 births.

TEHDI Outpatient ReportingReporting

Required reporting of outpatient hearing results into the TEHDI system or via fax by the following providers: (rule change in 2007)

• Those who perform outpatient screenings and diagnostic testing

-Examples: - Qualified hearing screening providers

- Intervention specialists

- Educators

• TEHDI providers can input hearing results directly into the online TEHDI system.

Diagnostic Evaluation

• Infants who do not pass the outpatient screen are referred for diagnostic assessment, either to confirm or rule out permanent hearing loss.
