What I’ve learned about earthquakes and earthquake prediction is that you almost never know when an earthquake will occur, but in certain areas that get a lot of earthquakes, you could probably predict when one is about to happen.

A strainmeter can tell an earthquake's vibrations or shock waves and are detected by its seismometer component and recorded by its seismograph, is what seismologists use to predict earthquakes.
A fossil seismograph, to help geophysicists and other researchers understand patterns of seismic activity.
