DIUC: VISION

• By definition, the DIUC is the organism that regulates, plans, controls and administers the Development of Science and Technology in the UC.

• Currently research at the University of Cuenca (UC) takes place around three main areas: (i) Social & Humanistic; (ii) Biological & Health; and (iii) Exact & Technological.


DIUC: MISSION

• Apply scientific knowledge to the social development of the region and country aiming at establishing a fair society characterised by equity and solidarity.

• Promote the creation, preservation, development and transmission of science, technology, arts and culture through research.

• Promote scientific research through own resources to finance projects/programs and form research groups that carry out national and international research activities research lines that reflect society and institutional needs


• Support the formation of postgraduated human resources for the University.

• Contribute to satisfy specific requirements of ongoing projects through specialised courses.

• Promote the participation of researchers in national/international external calls.

• Promote the formation/participation of/in national/international thematic networks.

COORDINATION / ADMINISTRATIVE

• Coordination section: in charge of administrative/academic activities, such as, assistance to project formulation, evaluation and management of projects currently 1 person.

• Administrative/Financial section: in charge of (i) administrative tasks and coordination of auxiliary personnel that collaborates with the DIUC currently 1 person; and (ii) financial management of projects/programs financed by the DIUC and/or financed by external sources but directly executed by the DIUC currently 1 person.

RESEARCH QUALITY AT THE UC

• UC, it is classified among the top 10 (fourth) public universities of the country (CONEA, 2009).


• SIR Ibero-american ranking 2010

DIUC: PROBLEMS ACTUATIONS

• Lack of a suitable structure of the DIUC.

• Lack of a suitable number of administrative and financial personnel.


For every single purchase or payment process, I have to sign up about 5 copies

• Excessive administrative load for the Director of the DIU and Research Council, which does not enable to the DIUC to focus on more fundamental research tasks/activities

For every time that a principal researcher does not register his/her physical presence at the university, I have to sign up a justification for HR office.


Regularising > 150 contractual situations with researchers since June 2010


• EVALUATION !!! Quality management

(has been duplicated) Categorisation of researchers (juniors or seniors) Support projects related to enhancement of

Faculties and other University entities .....


• Lack of scientific knowledge: PhD?; journals?; impact factor?; proposal formulation; scientific writing; .......


Basic courses are to be taught to researchers/lecturers with very limited knowledge of basic scientific concepts.

Specialised courses are to be designed on the basis of particular requirements from ongoing projects and active research Groups the VLIR project has already adopted this view of the DIUC and is organising a course at the moment.

PRESENT & FUTURE CHALLENGES

• Contribute effectively to the sustained development of the research in the University

• Contribute effectively to the internationalisation of the University of Cuenca

• Contribute effectively to education of human resources not only for fulfilling the LOES but particularly for the sustained development of UC

• Contribute effectively to the definition of research areas and lines that are in harmony with the advancement of science and with social requirements

• The UC has worked systematically on the transformation from a lecture-based university to towards a research-based one

CONCLUSIONS

• However, there is still much to be done, particularly to fulfil the LOES

• In this respect, the DIUC has achieved important advancements but still lacks a significant improvement dealing particularly with re-structuring it and achieving connection with “Postgrados” and with the faculties

• Thus, we are very much interested in what this project could help us with (in this regard)
