be developed, with representation from all partners.3.Decisions should be made based on appropriate, empirical
information.4.With limited funding, prioritization is required. This needs to
reflect the most important needs.5. Funding levels should be multi-year and consistent over time
-continuity.

Counter trafficking programs are only as good as the strategic
planning that goes into them.
To succeed, we must be able to out-innovate and out-collaborate
our adversaries.
