1.A long-term vision is essential.2. Based on the vision, an overall strategic framework should
be developed, with representation from all partners.3.Decisions should be made based on appropriate, empirical
information.4.With limited funding, prioritization is required. This needs to
reflect the most important needs.5. Funding levels should be multi-year and consistent over time
-continuity.

6.Data collection should focus on the data needed to understand the problem.
7. Joint capacity building initiatives should be relevant and cutting edge.
8.Monitoring should have a baseline and consistent, standardized indicators.

10.Efforts should be made to share interventions (e.g. a prevention toolkit that includes interventions that are pooled).

Counter trafficking programs are only as good as the strategic
planning that goes into them.
To succeed, we must be able to out-innovate and out-collaborate
our adversaries.
