Members of the Armed Services are automatically eligible to receive the Post-9/11 GI Bill (Title 38, U.S.C., Chapter 33). However, members who fall under more than one education program will have to choose which education program they want to use.

Individuals eligible for more than one education benefit program (MGIB, MGIB-SR, REAP) who wish to utilize the Post-9/11 GI Bill may submit their election on VA Form 22-1990 located on the DVA website www.gibill.va.gov) through VONAPP. Once a member makes this election it is irrevocable.

•Determine your Benefit Comparison:For many eligible participants, the Post-9/11 GI Bill is a better solution than other education benefit programs, such as the Montgomery GI Bill - Active Duty, Montgomery GI Bill - Selected Reserve and the Reserve Education Assistance Program (REAP). However, this decision depends on several factors, including the type of education or training you plan to take and the amount of benefits received under each program.

1. Benefits may be used for an approved program offered by an Institute of Higher Learning (IHL) (graduate, undergraduate and some votech training).

2. IHL is defined as: a college, university, or similar intuition which offers postsecondary level academic instruction that leads to an associate or higher degree (per Title 38 section 3452).

3. SVMs who are not eligible for full benefits will receive their benefits pro-rated monthly.

4. The “Yellow Ribbon” program can be used to off set costs of out of state tuition, or an expensive private institution.

5. SELRES benefits for qualified Service members includes both the monthly and book stipend.

Example (BAD):-

You have 3 children (Alpha, Bravo, & Charlie) and a dependent spouse (Omega).-

Using the Transfer of Education Benefits (TEB) website, you designate Alpha to receive all 36 months of your benefits.-

Using TEB, you designate Bravo, Charlie, and Omega to receive zero benefits.-

You retire.-

After your retirement, Alpha (for whatever reason) either doesn't use the benefits, or doesn't use all of them....RESULT: Your remaining benefits CANNOT be transferred to Bravo, Charlie, or Omega! (Ouch! ... Omega will NOT be

amused!) Only the member will be able to use their Post-9/11 GI Bill education benefits.

Example (GOOD):-

While on active duty, using TEB, you transfer benefits as follows:-

33 months to Alpha-

1 month each to Bravo, Charlie, and Omega.-

You retire.-

After your retirement, Alpha decides to attend the Naval Academy, and therefore won't need to use the benefits....RESULT: You MAY transfer Alpha's unused benefits to any of your other family members, because they WERE

designated beneficiaries before you left active duty! (Omega will be pleased!)

Any extension for the purpose of obtaining OBLISERV for this program requires NPC-81 approval. Long term extensions (over 23 months) are not allowed for this program. Extensions are not allowed when a Reenlistment can satisfy OBLISERV requirement.

After an extension is executed for this program, an additional short term extension for this program will not be approved. Requests are to be submitted to NPC-81 no earlier than 60 days of anticipated enrollment date.

Required OBLISERV is calculated from enrollment month. A Sailor

shall not OBLISERV under or over the required amount which is 4 years unless limited by Navy policy. In cases where a Sailor is within 24 months of EAOS, and a short term extension will need to be executed in addition to the

reenlist to obtain necessary OBLISERV, the Sailor can opt to perform just the short term extension and meet OBLISERV without reenlisting. NOTE: This is only in effect through December 31, 2009. As of January 1, 2010 members will have to reenlist for 4 years of obligated service per standard procedures.

Sailors who will be retirement eligible, but cannot complete the

full 4 year transferability obligation due to HYT are only required to serve until their HYT date to achieve transferability. The will be able to transfer their benefits to their dependents if they choose without completing the full obligation

since Navy policy precludes them from remaining on active duty beyond HYT. Members who leave active duty service prior to their HYT date or fail to complete the 4 years of obligated service are subject to recoupment by the VA.

How to Apply When You are Ready to go to School

You can use the Veterans Online Applications

website to fill out and submit your application online. (Note: this is for when AD Sailors (only) who are ready to apply to use their Post-9/11 GI Bill).

The IHL will receive payment directly from the VA.•

You may be asked to provide additional forms when applying. If you have access to a scanner, you can scan these forms and submit them online. If you have trouble with the application process, you can call a VA Education Case Manager (1-888-GIBill1) to ask for help.

Once you have finished and sent in your application, three things will happen:–

The Regional Processing Office will process the application and send you a Certificate of Eligibility. Once you receive this, you should take it to the

school’s VA Certifying Official (campus veterans office), and then enroll in classes.

Your school will send its request to VA for tuition and fees, which will be paid directly to the school.

Other benefits that you receive, like a monthly housing allowance, books & supplies stipend or rural benefit payment, will be paid directly to you through direct deposit to your bank account.

The amount of time it takes to process your application will depend on whether the VA needs more information to figure out what benefits you qualify for.

Many schools have VA Counselors/Representatives who can assist in preparing and submitting your benefit application who will help you prepare and submit your application for education benefits (which is also sometimes

called Form 22-1990 Form 22-1990). To make the process easier, you should bring along these documents:

Your Certificate of Release or Discharge from Active Duty (DD form 214) for all periods of active duty service if applicable.

DD Form 2384, also known as the Notice of Basic Eligibility, if applying for the Montgomery GI Bill for Selected Reserves (chapter 1606)

Copies of orders if activated from the guard/reserves ►

Supporting documents (e.g., vouchers, statements) for buy-up or buy-in contributions, which may allow you to make a small initial payment so that you can receive a higher monthly payment.

The maximum in-state tuition for a public school in the state where you plan to go to college and your benefit level sets the maximum payment that the VA can give you through the Post-9/11 GI Bill. In order to figure out how much you could be paid, you will need to know the maximum in-state tuition and fees for each state where you might attend school and the benefit level you are eligible for.

NOTE: Does not apply to active duty personnel. The Department of Defense pays the full cost of tuition and fees for service members in approved education programs.

Do your tuition and fees exceed the maximum benefit VA will pay?

There are a few cases in which your school might charge you more than the maximum benefit you can get using the Post-9/11 GI Bill. The most common cases would be if you go to a public school as an out-of-state student, attend graduate school, or a private or professional school. If your tuition will be higher than the tuition payment you get from the Post-9/11 GI Bill, you should find out if your school participates in the Yellow Ribbon Program. If your school is part of this program, you may be able to reduce the amount that you have to pay. To find out more, check the list of Yellow Ribbon participants , or ask your school VA Counselor/Rep. If your school is part of the program, find out how much of the difference your school will cover. Each Yellow Ribbon Program school sets limits on the additional amount they will pay, and VA will match this amount. So, if your school is part of the program, and sets a $500 limit on what they will pay, then you will get your Post- 9/11 payment based on the state maximum tuition, $500 from your school, and an additional $500 from VA. Determine if you are eligible for other funding – scholarships, loans, grants – that will cover the additional cost of attending a program where costs exceed the state maximum.

5. TRANSFERABILITY ENTITLEMENT TO FAMILY MEMBERS:A. SAILORS MAY ELECT TO TRANSFER ALL OR A PORTION OF THEIR

ENTITLEMENT TO THEIR DEPENDENTS LISTED IN THE DEFENSE ENROLLMENTELIGIBILITY REPORTING SYSTEM (DEERS) AT THE TIME OF TRANSFER. C. AN INDIVIDUAL TRANSFERRING POST 9-11 ENTITLEMENT MUST DESIGNATE THE ELIGIBLE DEPENDENTS(S), THE NUMBER OF MONTHS OF ENTITLEMENT TO BE TRANSFERRED AND SPECIFY THE PERIOD OF USE. THE NUMBER OF MONTHS TRANSFERRED MAY NOT EXCEED THE LESSER OF THE MONTHS OF UNUSED ENTITLEMENT AVAILABLE UNDER THE POST 9-11 GI BILL, 36 MONTHS OR THE NUMBER OF MONTHS SPECIFIED BY DOD.

D. THE MEMBER CAN ONLY MODIFY THEIR REQUEST ONCE IT HAS BEEN APPROVED BY BUPERS-26/COMNAVRESFORCOM (N1C21).4. MEMBERS MAY CHECK TEB PERIODICALLY FOR STATUS OF THEIR APPLICATION.

A. IF REQUEST IS DISAPPROVED, MEMBER MUST TAKE CORRECTIVE ACTION AND REAPPLY. APPROVED APPLICATIONS WILL BE SENT ELECTRONICALLY TO DVA VIA THE DEFENSE MANPOWER DATA CENTER.

B. REQUESTS THAT HAVE BEEN APPROVED WILL REFLECT A PROJECTED OBLIGATION END DATE (POED), NORMALLY FOUR YEARS. REQUESTS FOR THOSE INDIVIDUALS APPROACHING HIGH YEAR TENURE (HYT) WILL REFLECT A FOUR-YEAR POED; HOWEVER, IF UNABLE TO COMPLETE THIS OBLIGATION DUE TO HYT DISCHARGE, MEMBERS WILL BE CONSIDERED TO HAVE COMPLETED THEIR TRANSFERABILITY OBLIGATION. 5. Post 9-11 GI Bill Transferability Self-Assessment Checklist

Read NAVADMIN 203/09 and NAVADMIN 187/09 carefully, and discuss your situation with your Career Counselor.

Are you eligible to transfer your benefits?

a. You must have six years in the Armed Forces (active duty or SELRES), AND b. Agree to an additional service obligation (up to four years) in the Armed

Forces from the date of election. Note: The transferability option must be elected while the member is serving in

the Armed Forces. Active members, who separate, retire, transfer to the fleet reserve or who are discharged prior to 1 August 2009 are not eligible to elect transferability. SELRES members who transfer to the retired reserve (with or without pay), transfer to the individual ready reserve or who are discharged prior to 1 August 2009, are not eligible to elect transferability.

What is my service obligation?

a. Service obligation has been met in the following instances: (1) You have at least 20 years in the Armed Forces on 1 August 2009 , or (2) You have approved retirement date after 1 August 2009 and before 1 July

2010, or (3) You already have a service obligation to take you through four years b. Service obligation required: (1) For those eligible for retirement after 1 AUG 09 and before 1 AUG 10, 1

additional year from the date of transfer election is required. (2 For those eligible for retirement on or after 1 AUG 10 and before 1 AUG

11, 2 additional years from the date of transfer election are required (3) For those eligible for retirement on or after 1 AUG 11 and before 1 AUG

12, 3 additional years from the date of transfer election are required.

How does high year tenure affect my required service obligation?

a. If you have 10 years in the Armed Forces, and a policy or statute exists that prevents you from committing to the required service obligation, you may elect transferability but you must serve the maximum allowed under the policy

NOTE Service obligation begins on the date you complete your request for transferability.

When should the request for transferability be submitted?

a. If your service obligation has been met, you should complete your application on line at https://www.dmdc.osd.mil/TEB/ after you have verified the data is reflecting in the Electronic Service Record (ESR)(EAOS/EOS reflects the required service, or the page 13 is documented and verified in ESR).

b. This obligated service must be reflected in the electronic service record (ESR). Members can verify their obligated service by logging into “Self-service ESR” at https://nsips.nmci.navy.mil (CAC required).

c. If policy precludes an additional service obligation and you plan to leave the service or retire after 1 Aug 09, you MUST sign up for transferability while you’re still in the Armed Forces. Otherwise, you lose your transferability opportunity.

What action should I take if a service obligation is required?

a. Enlisted members shall first meet with a career counselor to discuss options b. Officers must complete a page 13 agreeing to the additional service obligation c. Officers and enlisted must complete appropriate documentation AND ensure

obligation is reflected in the electronic service record (ESR). Members can verify their obligated service by logging into “Self-service ESR” at https://nsips.nmci.navy.mil (CAC required).

NOTE Applications that do not have appropriate service obligation documented in the ESR will be disapproved and returned for resubmission. If disapproved, a new service obligation date must be calculated.

What happens after I apply for transferability?

a. Applications are forwarded to BUPERS or COMNAVRESFOR for processing. Members can check the status of their application at https://www.dmdc.osd.mil/TEB/

b. Approved applications will be forwarded to VA c. After transfer is approved, and and the family member is ready to use the

entitlement, go to VA's website to the "Veterans Online Application (VONAPP).” Follow the instructions to create user name and password. After account is created, select "Create New Form" from drop-down and choose VA Form 22-1990e. This form should only be completed and submitted to VA by the family member after DoD has approved the request for TEB. http://vabenefits.vba.va.gov/vonapp/

d. VA will verify eligibility and provide a certificate of eligibility to the family member designated to receive the benefits

e. Family members will take the certificate of eligibility to the institution and complete appropriate documentation to receive Post 9-11 benefits.

a. Questions on service obligation requirements (reenlistment, page 13, short term extensions, etc.) should be discussed with your career counselor

X Determine obligation required for transferring entitlement to family members.

X Acquire sufficient obligated service to provide 4 full years from the date of your request to transfer entitlement.

Example: YN1 Sailor has an EAOS of 15 December 2009. He desires to transfer his entitlement to his spouse, Sally, on 1 October 2009. He must have 4 full years of obligated service on 1 October 2009. He must obligate to 30 September 2013 if he submits his request for transfer on 1 October 2009. He must consult with his NCC/CCC to determine how to meet his obligation in accordance with current policies.* Members retirement-eligible on 1 AUG 2009 do not require any additional obligated service.**See note for exceptions to the 4-yr requirement for other members nearing retirement eligibility.***Review interim provisions through 1 Jan 2010 for SRB/ESRP-eligible members.

x Enlisted service members with less than 12 months to their EAOS/Eos will reenlist per standard procedures.

X Non-SRB/ESRP eligible service members with greater than 12 months and less than 24 months to their EAOS/EOS are granted an exception to the reenlistment policy. Reenlistments will be routed through the standard process for pay-grade and zone. This exception to policy expires 1 January 2010.

X SRB/ESRP-eligible service members with greater than 12 months and less than 24 months to their EAOS/EOS and who have already reenlisted once for a bonus in their current zone, are eligible to apply for a short term extension to meet the transferability service requirement to be approved by NAVPERSCOM (PERS-811 for active/PERS-812 for SELRES, Full-Time Support (FTS), and Canvasser Recruiter (CANREC)). Service members who require greater than 23 months additional service must sign a page 13 stating the service member agrees to reenlist to complete their full commitment for transferability. An additional short term extension will not be approved for the purpose of meeting the transferability service requirement. All short term extension requests must be received before 1 January 2010.

X Service members in Zones A, B and C that will require Perform To Serve (PTS) approval prior to applying for reenlistment will be allowed to submit early application requests by utilizing the early apply (“STAR”) question on the PTS application. This exception to policy expires 1 January 2010.

X Service members with greater than 24 months and less than 48 months to their EAOS/EOS can apply for a short term extension to be approved by NAVPERSCOM (PERS-811 for Active/PERS-812 for SELRES, FTS, and CANREC). Sailors are not required to have PTS approval as long as the extension does not cause them to cross into a new zone. All short term extension requests must be received before 1 January 2010.

X All officers, other than those in categories listed in paras 3C of NAVADMIN 203/09 and SELRES enlisted members: the administrative officer will complete a page 13 in the Navy Standard Integrated Personnel System (NSIPS) ESR agreeing to serve the required additional years of service. See NAVADMIN 203/09 for page 13 requirements.

X Verify the obligation data (new Expiration of Active Obligated Service (EAOS)) or the page 13 is reflecting in member's ESR prior to submission of request. Request will be disapproved if EAOS/Page 13 is not viewable in ESR at the time of processing, requiring member to resubmit.

X Submit request through the Transferability of Education Benefits (TEB) program at www.dmdc.osd.mil/TEB. Check on status periodically through website.

Note: Date of approval of a transferability request will be the date of submission. Example: YN1 Sailor requests transferability on 1 October 2009 and his wife, Sally, enrolled in school in October. His transferability request is approved on 15 November. Sally Sailor is eligible for benefits from the transferability approval date (1 Oct 09). O=Officers E=Enlisted** For those eligible for retirement after 1 AUG 09 and before 1 AUG 10, 1 additional year from the date of transfer election is required. For those eligible for retirement on or after 1 AUG 10 and before 1 AUG 11, 2 additional years from the date of transfer election are required For those eligible for retirement on or after 1 AUG 11 and before 1 AUG 12, 3 additional years from the date of transfer election are required.

REVIEW QUESTIONSQ1. What do I have to do to enroll in Post 9/11 GI Bill?

A1. You are not required to enroll. Service members who have served at least 90 days aggregate, and up to 36 months of qualifying active duty time since Sept 11, 2001, are eligible for Post 9/11 benefits (40%- 100%).

Q2. What is qualifying active duty time?

A2. QAD: 90+ aggregate days of active duty service on or after September 11, 2001.SELRES qualifying time: both voluntary and non-voluntary periods of mobilization, ADSW, ADOS, & ADT. It does not include AT. Boot camp and A School training are excluded for service less than 24 months (36 months for SELRES). After the completion of 24 months of AD, these will apply. NOTE: The VA determines the eligibility based on Qualifying AD Service. The following active duty time is not included in qualifying active duty:

a. Statutory USNA and NROTC service obligationsb. Service obligations incurred with the Student Loan Repayment Programc. AT and drilling time is not considered qualifying active duty for SELRESd. IADT is not considered qualifying active duty until after the SELRES has completed 24 months of

active duty timee. Qualifying active duty begins to accrue after completion of Boot Camp and "A" school.

Q3. What will I receive if I use the benefit while on active duty?

A3. Active duty members will receive full tuition and fees for courses taken. If the member is using tuition assistance, they will receive the difference between what TA will fund and actual costs. Active duty members do not receive the monthly or book stipend.

Q4. What will I receive if I use the benefit while a drilling Reservist?

A4. Drilling Reservists will receive benefits based on percentage of qualifying active duty time and will receive: tuition and fees, (restricted to the most expensive, undergraduate, in-state tuition for the state where the college is located), up to $1,000 annual book stipend and monthly stipend, as applicable.

Q5. When do my benefits expire?

A5. Veterans have 15 years from the last discharge or release from active duty of at least 90 continuous days (other than for training). Discharge must be an honorable discharge.

Q6. Will I be able to use this benefit to for a graduate degree?

A6. Yes. If the tuition and fees are greater than amount allowed, the member would be responsible for the additional costs if the institution is not part of the Yellow Ribbon program.

Q7. What is the Yellow Ribbon program?

A7. A program where the institution elects to share costs when fees exceed the allowable amount with the VA. A participating institution may provide up to 50% and the VA will match these funds. Only those eligible for the maximum benefit (100 %) will be considered for the Yellow Ribbon program. Not all institutions of higher learning have elected to participate.

Q8. Who should I contact if I have questions about my eligibility?

A8. The Department of Veteran’s Affairs is the final authority of eligibility. You should consult the VA's website at www.gibill.va.gov if you have questions about eligibility.

Submitting a Request to Transfer Benefits/Application Process

TRANSFERABILITY PROCESS

1. Using your CAC card or DFAS pin, log on to the DoD

Transferability of Education Benefits (TEB) Web page located at https://www.dmdc.osd.mil/TEB/

2. The family members eligible for benefits under DEERS will be

shown. (If a dependent’s name is grayed out or the edit button does not work, it means that the member is not eligible for DEERS benefits and thus is not eligible to receive transferred benefits.)

3. Click the edit button for each family member you want to transfer benefits to. Choose the start date and end date, and number of months of benefit to transfer. (Spouses can use for up to 15 years after the member separates/retires; children can use until their 26th birthday.)

NOTE: For service members who wish to transfer their benefits to dependents who are not old enough now to attend an College/University: When a dependent is not college age, and the member is applying for TEB, the application will still require the member to assign them a “time”

(# of months of benefits) when applying. The member should assign all their dependents some time (total not to exceed amount member is eligible to transfer or the application will be automatically disapproved)....these amounts can be changed at a later date. The application also asks for start

and end dates for each dependent that they will be using the transferred benefit. Input the date the dependent child turns 18 as the starting date and when they turn

26 as the ending date. The VA will not turn the application down if the dates are not met as many high school dependents are graduating at the age of 17. (Highly

recommend that you take a "screen shot" of the finished application and approval page for your records at a later date.)

4. Once you’ve added your family members, check all the boxes to indicate you’ve read and understand each statement on the transfer request page. This includes checking the boxes that reference the MGIB even if you did not have it previously.

5. After you have submitted your request to transfer benefits, in the upper left corner of the TEB site, you will see your name, status as submitted, and the date of status (blank).

6. To track the status of your request, you will have to return

to the TEB page and monitor the status.

7. After a request is approved, the status of your request will

change to ‘approved’

and the date of status (approval) will be the date you submitted your request. The TEB site will automatically transfer the data to the VA, so that they can

process a family member’s request for a certificate of eligibility.

APPLICATION PROCESS

8. Once your request is approved, and your dependent is ready to utilize the benefit (going to attend College/University), you and/or dependent need to log onto VONAP through the DVA website (www.gibill.va.gov/GI_Bill_Info/CH33/Post-911.htm) and complete the 22-

1990E form (after logging into VONAP, go to the options drop down menu and choose “create new form”) to submit a request for a Certificate of Eligibility from the VA. 9. The DVA will send the dependent a letter in approx 8-10 weeks (Certificate of Eligibility) stating they are approved for the education benefit at their specific College/University. After receiving the Certificate of

Eligibility (COE) from the VA, family members will provide the certificate to the school VA counselor/representative so they can verify their enrollment to the DVA. Recommend speaking with the University VA Representative/Counselor and make them aware of your usage of the Post-9/11 GI Bill.

10. If the family member (student/dependent) has not received the COE from VA when they enroll in school, they should ask the school veterans certifying official at the school to submit an enrollment certification for the academic term to the VA. By submitting the enrollment certification early both the school and the student will received payment in a more timely manner than waiting for the COE then certifying the students enrollment.

11. Tuition funds will be sent direct from the VA to the school. Children using transferred benefits will receive the monthly living stipend and

the books and supplies stipend. Spouses using transferred benefits will only receive the monthly living stipend and the books and supplies stipend if they use the benefits after you separate from active duty. (The monthly stipend and book/supply stipend will be separate deposits.)

The Post-9/11 G I B ill i s the mo st comp re hens ive education benefit pa ckag e since the Serv ice membe rs ' Re adjus tment Act, com monly know n as the GI B ill o f Rights , w hi ch w as s igned i nt o l aw in 1944.

Benefits for active duty members • The Po st-9/11 GI B ill wi ll cover p aym ent o f t ui tion and fees fo r a ctive d uty service mem bers att ending a publ ic insti tut ion of higher l earning , either on camp us or online. • I f a service member is taking co urses usi ng Tuit ion As sis tance ( TA), the Po st-9/11 G I B ill wi ll pay for t he a mount o f tui tion and fees that are not covered by TA.

Benefits for quali fied veterans or qualified dependents • For veterans a nd t heir dep end ents, the Po st-9/11 GI Bill wi ll cover t uition and fees , not t o e xceed the highest esta blished charge s for in-st ate und ergrad uate tuition rat e a t a public instit ut ion of hi gher learning in the sta te where the vete ra n or de pendent is attendi ng school.

• The p rog ram will a lso p ay a monthly hous ing al lowa nc e b ased on the Bas ic Allow ance for Housing fo r a n E -5 w ith d epe nd ent s dete rmi ned by t he ZIP co de of the i nstit ut ion of higher learning if the beneficiary i s enrolled more than half time wi th at least one course in a trad itional classroom setting. Transferabili ty • Sa ilors are now abl e to t ra nsfer be nefi ts to thei r de pendents . Trans ferabi lity ha s been one of the most req uested benefits from t he fl eet and fami ly ad voca cy group s. • To qual ify for trans ferabil ity , the se rvice memb er m ust have serve d at least si x y ears o n ac tive d ut y or in t he Selected Re serve, must c ommit to another four yea rs and must b e o n a ctive duty on Aug ust 1, 2009.

• I f a se rv ice memb er ret ires prior t o August 1, 2009, but has active duty servi ce after Sept ember 11 , 2001, they a re el igible for benefit s, but no t t ransfe ra bili ty.
