Thailand’s National Education Policy
“promotes education to develop the full potential of the Thai people through imparting awareness and knowledge in areas such as politics, democratic governance, human rights, local wisdom, environmental preservation, self-reliance, creativity, and self-learning on a continual basis.
The Act is guided by the principles of lifelong education for all, the participation of all segments of society in the provision of education, and the continuous development of the bodies of knowledge and learning processes.”
Subsequently, Thailand will move to the direction of preparing its citizens, its human capital resources for a knowledge-based society.
Thailand’s e-Learning Initiatives & other Strategies
• Computerization of the Buddhist Scriptures -Thru the ideas and wishes of King Bhumibol Adulyadej, the Mahidol University Computing Center created an electronic version of the scriptures on CD
King Bhumibol Adulyadej is the monarch king of Thailand.
• Dr. Srisakdi Charmonman to increase the number of internet users from 3,000 to 100,000 back in 1994
• Dr. Srisakdi Charmonman led a project in 2002 to have at least 100,000 students engage in e-learning in AU by offering e-learning degree courses and offering online courses as well as having these online courses credited to a degree.

e-Learning is part of the national education agenda and there is a big vision of preparing quality workforce in the 21st century.
Preparation for a knowledge-based economy/society (KBE/KBS) is a primary mover of the goals and priorities in the development of human capital and the use of ICT weaved in all fabrics of the society.
Teacher training on ICT skills and teaching improvement is always a regular on-going project of the government.
*Both SK & Thailand fund their teachers to have graduate studies and/or training outside the country.
Attention to develop not only the students but the teachers as well was initiated by the government through the scholarships given by the King of Thailand, His Majesty King Bhumibol Adulyadej. Most of the scholarships send the teachers to enroll graduate school in the US.
The use of the vernacular is the preferred language of the students. It allows them to compose ideas freely and express them without reservations or any form of translation handicap.
Such use also allowed both nations to develop their own electronic instructional materials and preserve their cultural identities.
*For both countries, English is just one possible second language.
South Korea Thailand
South Korea’s strategies in e-learning ranges from high level usage of ICT tools and the web for teaching and learning; use of learning management systems to facilitate online learning; Blended learning approach as a preferred teaching methodology.
Thailand’s emphasis on the other hand, is the offering of online courses, offering of various support and usage of learning management systems as needed by most of the tertiary universities. This was pioneered by the Assumption University.
SK has an average of 17 cyber universities (this figure excludes the cyber schools supporting primary and secondary levels). Learning management systems used in the leading universities are locally developed and are Scorm-compliant.
The Thailand Cyber University has a government mandate to operate and support e-learning activities in Thailand and presently, has over 30 consortium member universities.
The MOE has strong linkages with the private sector & this linkage has helped the gov’t so much. The local gov’t tie-up of Busan with Samsung and LG for instance gave way to the design and creation of the model ubiquitous school, the Dae-shin Elem. School.
Thailand through Surindra Rajaphat University has established tie-ups with other European Union organizations to do research in IT.

SK is taking an active role in supporting other APEC nations through its e-learning training program. At present, 12 batches of representatives from developing countries have become beneficiaries of its e-learning training program since 2006.
Numerous research conferences (other than e-learning) are held in Thailand each year, about forty to fifty on the average. Most of them are tied up with the tourism services of the gov’t.
The MOE is supported by the Ministry of ICT and the Ministry of Tourism.
With our Korean mentor (in the middle), China delegates on the right, Vietnamese delegates on the left, and the Filipina delegate.
