Introduction

Digital world ease and speed of access to

information increased by orders of magnitude

new communication culture new ways of publishing vision of Open Access

The internet and its contents reestablish the vision of the Ancient Library of Alexandria – but no papyrus, no stone

International Standards Create Trust

International Standards adhere to strict rules of procedure and maintenance

Decision making based on consensus principle

All stakeholders can raise their voice – no changes that are just in the interest of single parties

A document coded in compliance with an International Standard will be accessible also far beyond shutdown of the last PC

The PDF Case

International Standards as basis for sustained use of a wide-spread technology

1993 Adobe Systems develops PDF as a platform independent description format for digital documents

The format is proprietary, but documentation is made available by Adobe

Increasing use of PDF in many areas

Starting 2001 ISO Standards on PDF/X: Application of PDF in pre-press – more efficient exchange of setting copies

2005 ISO Standard on PDF/A: Application of PDF for long-time archiving – ensuring completeness and integrity of documentation presentation for the future

2007 Abobe Systems proposes PDF to become an ISO Standard

2008 ISO Standard on PDF/E: Application of PDF for technical documentation

2008 PDF 1.7 released as International Standard ISO 32000

ISO/IEC 26300 and ISO/IEC DIS 29500 – History in brief

Governments, companies, institutions: Long-term accessibility of electronic documents requires fully documented, standardardized document formats

Emphatic requirement to software manufacturers to provide such formats

End 2006: Open Document Format (ODF) released as ISO/IEC 26300 (after JTC 1 PAS procedure, submitter: OASIS)Focus: XML*) based, lean formatProponents: Sun, IBM, Novell et al.

End 2006: ECMA-376 Office Open XML (OOXML) submitted to ISO/IEC JTC 1 as Fast Track Proposal – processed as ISO/IEC DIS**) 29500 Focus: XML based, full backward compatibility to Microsoft Office formatsProponent: Microsoft

Nov. 2008: ISO/IEC 29500 to be released after controversial discussions

*) eXtensible Markup Language **) Draft International Standard

And Now?

Two International Standards for office documents

Overlapping, but not identical scope

Maintenance of ISO/IEC 26300 (ODF) currently with OASIS – under discussion

New WG*) created within ISO to handle maintenance of ISO/IEC 29500 (OOXML)

Additional WG**) created to handle document interoperability

Based on initiative from Germany

Current project: translation between ODF and OOXML – Technical Report under way

*) ISO/IEC JTC 1/SC 34/WG 4 **) ISO/IEC JTC 1/SC 34/WG 5

Outlook

The good message

The dominant office document formats are codified as International Standards

The drop of bitterness

There are two, not one

The opportunity

Widely used formats under public control

Clearly defined interoperability frame or full convergence

The users to decide on take-up of the best format
