What is the All-Island Research Observatory (AIRO)

• AIRO is a spatial data portal and consultancy service focused on improving evidence informed planning in Ireland – Collects, analyses and provides evidence and

tools to support better planning and decision making

• Maps, data, policy advice, research and training

– Maximise the usage and benefit of publically funded and readily available datasets

– Highlight the benefit of proper collection, management and dissemination of datasets

• Who do we work with? – Government Departments – Semi-State bodies – Regional Authorities, Local Authorities, Local

Partnerships, Charities etc – Academics, Researchers, Public, Private sector – Funding Bodies (ESPON, SEUPB,INTERREG)

• Individual Local Authority (31), Regional Authority (8) and new Regional Assemblies (3) Census mapping tools available on the AIRO site • InstantAtlas (GeoWise) software • Full set of variables for 2006 and 2011 at ED and SA level • 15 themes

– Population, Nationality, Religion, Economic Status, Industry, Housing, Transport, Internet Access etc

– Additional AIRO research output now included: » accessibility scores to public facilities/retail, » Deprivation Indices, » Local Property Tax » Coming soon – POWCAR inputs (Commuting flows in/out of

• Invitation to LA and RA to embed these tools within corporate website • Planning sections, Community and Enterprise etc • No requirement for dependence on GIS/IS staff • Quick job for IT technician to create i-frame and embed link

– It’s a toolkit for planners, policy makers and researchers

• Socio-Demographic Analysis – Local Economic and Community Plans (LECPs) – Putting People First – a “5 year City/County Local Economic and Community Plan (LECP)

encompassing all State funded local and community development interventions” should be developed for each (local authority) area.

– AIRO has been working with Meath, Kildare and Wexford local authorities in recent months to get this process started

added content such as percentages rates, ratios etc

• CSO, NISRA, All-Island Census, Crime, Economy, Live Register etc

– All or data is available as .csv, .shp and also .xml and .kml

– Contributing to the other key data portals already in place in Ireland • StatCentral • ISDE • Geoportal • DubLinked • Fingal OpenData • Data.Gov.ie

• New AIRO & CSO Transition Year (TY) Programme under development • Overall aims of TY Programme

1. Education for maturity with the emphasis on personal development including social awareness and increased social competence

2. The promotion of general, technical and academic skills with an emphasis on interdisciplinary and self-directed learning

• Creation of socio-economic profile of students Town/County – Population Change – Age Profile – Nationality – Deprivation

• Students to work with AIRO/CSO datasets and create the following – Series of maps of Town or County – Statistical report to accompany maps – Presentation of findings to school and Local Authority – Numeracy, Literacy, Interpretation and Presenting skills

• Potential to develop annual award (similar to John Hooper Medal for Statistics) through CSO and Maynooth University

• Constructed along similar lines to Pobal HP Index

– Demographic Profile – Social Class – Labour Market

• The All-island Deprivation Index results are normally distributed, with most scores clustered around the mean and fewer at the extremes

• Eight labels – Extremely Affluent, Very Affluent,

Affluent, Marginally Below Average, Marginally Above Average, Disadvantaged, Very Disadvantaged and Extremely Disadvantaged

• The initial findings of the Index suggest that there are more extremes in levels of both disadvantage and affluence present within and across the Republic of Ireland

New projects for 2014/15 – Environmental Sensitivity Mapping (ESM)

• ESM project is funded by the EPA, under the STRIVE Programme (Dr Ainhoa Gonzalez)

• The web-tool will provide spatial evidence to support Strategic Environmental Assessment (SEA) across a number of sectors

– Map national environmental sensitivities on the basis of existing and available environmental data

– Public perceptions
