The research carried out by IAC JSC of system of pre-school education of Kazakhstan demonstrated than the percentage of higher education
among those who attended kindergadern is higher by 23% and the level of unemployment is lower by 7%.

Maternal mortality (for 100

Since independence, maternal and infant mortality of
Kazakhstan have decreased by 3 times.
But in comparison with the developed countries, these indices
are still low.

Expanding the range of services to prenatal and perinatal period (MHSD)
Mandatory medical examinations and timely immunization of children (MHSD, MOS)
Provision of special services for commissioning in the diet of children extra nutrients
Education of parents on psychological and emotional stimulation for children at-risk groups (MHSD, MOS)
Organization of children's habilitation to minimize remedial
support in later periods ECD (MHSD, MES)

•Develop a new model of training “Preschool and primary school
teacher”
•Amend the classifier of secondary and higher vocational education
- the "Teacher of the development of children from 0 to 4 years" and
"teacher to work with children from 4 to 10 years", "nurse-educator
•Fix the basic professional standards of competence in the training of
specialists
•Ensure continuity of curriculum of teacher training Universities,
Colleges and IPK
•Educate teachers of children with special requirements
•Educate assistants of kindergarteners and nurses
•Implementation of level courses on PC with an increase in salary for
successfully certified workers

•The ratio of teacher / child 6 - 12 months - 1/4; 6-12 - 1/8; 12-24 - 1/10, 25-36 months - 1/15

Improvement of the system of the Early children
development (ECD) in Kazakhstan will increase the
efficiency of not only the educational system, but social and economic fields in general.
Demographic increase and nation health improvement
Readiness of majority of children to acquire skills and
competencies of high level at school
Saving of public money assigned for elimination of
consequences of problems connected with the ECD
Increase of women employment
