Our Mission: Providing guidance and education to the youth and adults of St. Joseph County and administering programs to preserve, improve, and protect soil, water, air, plant, and animal resources for future generations.

ballot for the first time ever!

Qualifications for SWCD Supervisors:•Must be an occupier of a tract of land that is located within the district (St. Joseph County);•Must maintain his or her permanent residence within the district (St. Joseph County); and•Must be qualified by training or experience to perform the duties that is imposed on supervisors.

Rule 5: Plans & InspectionsRule 5 refers to the Indiana Code 327 IAC 15-5-5 which mandates that construction sites more than 1 acre in size need to develop plans to keep sediment from leaving the site as much as possible!

Each year the USDA provides financial assistance to agricultural producers and other landowners interested in installing
conservation practices to protect the natural resources on their land. The St. Joseph County Partnership provides technical
assistance to those interested in these programs through field visits, engineering, and design work.
Watch the next few slides for examples of conservation practices installed in 2011!

Animal Waste Storage Facility
Temporarily stores runoff and manure from livestock operations
Keeps it from contaminating groundwater and surface water
Can then be used to fertilize fields in combination with a nutrient
management plan

Wetland Restoration
Reverts areas that were historically wetland from cropland back to wetland
Creates shallow water 2-3 feet deep
Agriculture is now the largest contributor to wetland
restoration through programs like this one

Cover Crops
Planted between cash crops to help improve
the soil
Can reduce erosion, scavenge nutrients,
suppress weeds, and improve soil quality
SWCD offered cost share this year as well through
the Cover It Green Program

John DoomsJohn, who lives in Liberty Township with his wife, Celeste,
joined the SWCD in 1981. John is currently serving as the Chairman of the Board of Supervisors. Throughout his 30
years of service on the Board, John has served in many ways and is currently serving on the following SWCD Standing
Committees: Annual Meeting, Awards, Conservation Planning, Legislative, and Rule 5/Rule 13. John is a grain and
diary producer and is a firefighter with the North Liberty Volunteer Fire Department.

Joe LongJoe, who resides in Lincoln Township, has been an SWCD Board Member since 1986. Joe and his wife, Kathleen, have three children. Joe is the owner of J&K Tree Farm in North
Liberty. Joe has previously served as a Supervisor on the SWCD Board, and currently serves on the following SWCD Standing Committees: Education, Conservation Planning,
and Forestry.

Conservation Planning Committees. Stacey has lived in St. Joseph Co. for the past 35 years, working as a Machinist and Quality
Control Technician in the Aircraft/Automotive parts manufacturing area. Started volunteering as a birth coach for unwed mothers then into rehabilitating wildlife, and currently enjoy rehabilitating hawks and owls with friend/mentor Carole Riewe. Stacey enjoys spending
time with her 3 grandchildren and her 2 dogs, as well as fishing, bird watching, camping, mushroom hunting, and travel.

Jeremy, who lives in Penn Township, joined the SWCD in 2010. He is currently serving on the Marketing & Special Initiatives
Committee. Jeremy is a life-long resident of St. Joseph County, along with his wife Kimberly and 2 children. He is employed at
Red Hen Turf Farms as Turf Operations Manager. Jeremy attended IUSB/Purdue from 1990-1993, and has previously
served as the Treasurer of Michiana Bass Masters, which works to promote kids’ enjoyment of fishing and the outdoors.

Arlene, who lives in Clay Township, joined the SWCD in 2010. In her capacity as an Associate Supervisor Arlene currently serves on the
Marketing & Special Initiatives, Education and Annual Meeting Committees. Arlene moved to Granger with her family in 1991 from
Dallas. She has a business degree from Southern Methodist University. Arlene works at the Mishawaka-Penn-Harris Public
Library. In the past, Arlene has served as a church deacon, has sat on the Board of Vesper Chorale, and has been a school volunteer. Any free time Arlene has, she likes to spend with her lovely mare, Lucy.

2009 to 2012 Serving as both an Associate Supervisor & Supervisor since 1998, Mr. Kulwicki has served on the Annual Meeting, Legislative, and Election Committees among other.

Tonight’s Speaker
Brett, who grew up in North Liberty, Indiana, was born with a condition he calls Quadmembral Limbs Deficiency, which means he has no arms and no legs. Brett began speaking professionally in 1990. He has done over 3,000 presentations worldwide to over 1 million people. Brett and his
wife, Chrisa, have owned and operated their company, called No Boundaries Inc., since the year 2000. Brett is also a standup comedian and has appeared on the Bob and Tom show. He is currently working
full-time as a motivational and inspirational speaker. He is also a substitute teacher in his hometown area. Recently, on December 5,
2011, Brett’s first book, I’m Not Missing Anything, was released. Brett has no arms and no legs, but more importantly, he has No Handicaps!!
