2. SECTION-ALANGUAGE COMPREHENSION 3. PASSAGE-IIn a convention hall filled with auto executives who wish they could wake up to find that 2009 was just abad dream, David Zuchowski and his colleagues at Hundyai were doing low-key victory laps. But whilethey plan in 2010 to pick up where they left off, they also tempered expectations that the U.S. sales gainsachieved by the Korean automaker can be repeated. "We will not have the same margin of differencethat we did last year", David Zuchowski said at the Detroit auto show. "Our sales were up 8 percent in amarket that was down 21 percent. There are a lot of things that happened with our competition, withour marketing, that really put in a different area. We think for sure that were going to grow our volumethis year and were going to grow our market share", he added. "If nothing else changes, and we held our4.2 percent market share into 2010, we think that in itself accounts for 45,000 units of additionalvolume. And we think were going to grow our share on top of that because we have some really terrificnew products".John Krafcik, CEO of Hyundais American sales operations, said the first goal is to hold onto the marketshare gains of 2009. Last year, Hyundais U.S. sales rose 8.3 percent to 435, 064 units. Its share of themarket jumped to 4.2 percent from 3 percent in 2008. Hyndai expects U.S. sales this year to hit ll.4million, may be even 11.5 million units. U.S. sales fell 21.2 percent last year to 10.4 million units. As U.S.automakers in early 2009 were concerned about their own survival, "Hyundai Assurance" was introducedas a safety net for consumers afraid of losing their jobs. Just shy of 100 customers returned cars under a 4. program allowing buyers to walk from the loans without a negative mark on credit reports if they losttheir jobs. The program has been extended through 2010."It elevated our brand," Zuchowski said of the Hyundai Assurance program. "People who never used toconsider us now are". PASSAGE IIIf there is one sector in which Indian policymakers can pride themselves on for having pioneeredreforms^ that catalyzed the overall economy, it is in telecommunications. Not only has the averageIndian become more wired to the world than was possible just a few years ago, this has also beenaccompanied by the healthy growth of private sector Indian companies catering to an ever-increasingmarket and a happy adoption of the latest technologies - the problems with the current 3G spectrumallocation notwithstanding. Even so, if there is one sector in which the government may be losing out, itis the telecom industry. For evidence, one need look no further than the publicly-owned Bharat SancharNigam Limited.Last BSNL recorded a massive drop of 80 per cent in its 2008-09 profits in a year that saw privatecompanies romp home on the back of record new subscriptions. That fall in profits, according to the firm, was on account of a huge rise in employee costs following the Pay Commission awards but it was thethird year of declining profits; not surprisingly its market share, particularly in the mobile segment, hasfallen. What went wrong with the public sector undertaking that came close to occupying the top slot inthe mobile segment? Last year, when the firm decided to disinvest to raise cash, its unions protested;currently it is facing a Central Government inquiry on equipment procuring; the present Chairman, whoworked some magic at MTNL earlier, will have a tough time with a huge employee overload the thedisadvantages of having to function within the framework of a public sector entity in a fiercely 10. competitive market. But help may be at hand from unexpected quarters; a section of employees hasurged the government to bring in a professional management team from outside the public sector. Thisis an unprecedented sentiment, considering that the petition indicates dissatisfaction with the presentmanagement and calls for a merit-based approach to promotions - in itself a radical departure from thegeneral opinion of most public sector employees and executives. Just how deep the malaise runs in BSNLcan be gauged by the discontent with a "redundant performance mechanism" and the need to reploaceit with a merit-based approach. The Prime Ministers Office, currently saddled with the mess, shouldconsider the idea very seriously indeed if it wants BSNL to make up for lost ground in the current market.Doing that could set a healthy precedent for other PSUs. 11. 05 Problem According to the passage, I. PASSAGE- IVWe commend the recommendations of the Thirteenth finance Commission (TFC) on the fiscal front, asreported. The commission has dumped numerical targets in favor of qualitative ones for the fiscal andrevenue deficits. The deficits are to go up in the downswing of a business cycle and come down on theupswing all the way to a surplus in the case of the revenue deficit with a council of wise menmoderating any inclination on the part of the government of the day to declare a downswing when thereis only an election on the horizon. The commission has focused on the governments liabilities as aproportion of GDP. All this makes sense. Public finance experts have pointed out a tendency for the fiscaldeficit to go up in an election year, whatever the state of the business cycle. In the recent showdown, anelection-oriented wise deficit was already in place when the economic squeeze came, and the economycame through handsomely. We cant count on such lucky coincidences all the time. So, the sort ofinstitutional mechanism suggested by the commission would be quite appropriate.A cyclically-adjusted policy would call for more discipline, both by the Centre and the States. They wouldhave to build a surplus during an upswing that would provide a cushion to spend more during adownturn. This would mean reducing their indebtedness in a boom. Both the Centre and the Statescannot go on a spending binge during a boom as they need to save for a rainy day, that would inevitablyturn up, sooner or later, the TFCs suggestion to disclose liabilities as a proportion of GDP would give amore accurate picture of the governments balance sheet. The commission also stresses the need for the 20. government to make its accounting more transparent. At present, subsidies paid to oi or fertilizercompanies through bonds are accounted as below-the-line items to camouflage a high fiscal deficit. Thismust end. But the ultimate goal should be comprehensive reforms to rein in subsidies. A fiscal coursecorrection is, very much in order. 21. 13 Problem According to the passage, I. TFC recommended that discipline should be maintained while tackling fiscal deficit. II. TFC commented that only a lucky coincidence saved the country from economic crisis. III. TFCs criticized the Central and State Governments for spending binge during boom period a. I and II are correct. b. I and III are correct. c. I,II and III are correct. d. II and III are correct. 22. 14 Problem It can be inferred from the passage that a. the Central and State governments are unable to contain the fiscal deficit. b. the Central and State governments should take adequate steps to reduce thefiscal deficit. c. the Central and State governments are responsible for the economy notdoing well. d. the Central and State governments should stop all subsidies which arecreating fiscal deficit. 23. 15 Problem According to the passage, subjects that are discussed include a. what items should be given subsidy. b. GDP growth. c. why the economy has fared well despite economic squeeze. d. Misdirected planning of earlier finance commissions. 24. 16 Problem According to the passage, which one of the following inferences is true? a. He was still, as ever, deep attracted by the study of crime, and occupied his immense faculties and extraordinary powers observation in following out those clues, and clearing up those mysteries which had been abandoned; hapless by the official police. From time to time I heard some vague account of his doings: of his summons to Odessa in the case of theRip-off murder, of his clearing up of the singular tragedy of the Atkinson brothers in Trincomalee, andfinally of the mission which he had accomplished so delicately and successfully for the regaining family ofHolland.
