RECOMMENDATIONS

• Policy Vision is 0-8 years

• Target age group is 3-5 years for

implementation

• Focus on ECE and ECC only

• Will progress to ECD next

• Develop action plan to address gender segregation

• Target notable/influential member of the community

• Develop criteria for recruiting LRC Coordinator

• 1000 Consolidated schools selected for 2015

• Ensure maximum representation of Talukas

• Establish and Synchronize LRC in 121 Talukas

• Develop criteria for PPP support for target schools

• Budget and Monitor implementation

• By 2018, 8000 Katchi

classrooms are transformed

into ECE classrooms

RECOMMENDATIONS• Enrollment age criteria (3-5) – Maintain Flexibility

• Parents to provide evidence of age

• ECE schools linked to NADRA

• Raise Awareness on ECE

- Community Mobilization: Utilize health

centers/hospitals to conduct ECE awareness sessions

- Community Gathering

- Organize events on ECE in Schools

- Activate SMC’s

• When enrollment >30 - prioritize age group 4-5

enrolled in the following academic year.

• Develop capacity of schools on involving community in

the program activities.

• Collaborate with Special Education department records

to ensure inclusion

• Develop implementation strategy with budgetary

allocations.

in field

• ECE LRC fund should be allocated separately in

the select consolidated school

• Census must incorporate capacity of consolidated

school to house LRC

• ECE Coordinator for LRC may include:

• Existing or new ECE govt. teacher

• Existing or new govt. PST

• Teacher via PPP

• When transitioning PST to ECE, preference given

to teachers having 2 years of experience in lower

primary grades

• SNE criteria needs to be developed and

rationalized according to Census for provision of

ECE Teachers

• Third party testing & recruitment guidelines

must be established

• Ensure/develop capacity of implementing agency

RECOMMENDATIONS• Conduct Awareness Campaign on SESP - ECE

• Explore via PPPs - ECE Teacher training

institutions

• Focus on CPD for 2015 till new teachers are

recruited and trained (1000 consolidated schools)

• When employing TTI – must pass evidence based

procurement process

. Budget needs to be significantly expanded by a

minimum of 4 times current SESP Indicative Cost

• Presently – Adopt existing ECE Curriculum as Is –

Interim (2015-16 academic year)

• Begin process of expanding ECE Curriculum to

accommodate 2 years in 2015

• Utilize Sindh Curriculum Implementation

Framework 2014 for Awareness, Orientation,

Dissemination, Capacity building, Teacher

Training, Monitoring/Reviewing.
