EffXchange: A tool for collaborative improvement in efficiencyDr Gordon Murray9 November 2009
Your challenges
1. Use two yellow post-its2. Write the name of your council on each post-it3. Then on write your personal view of your
council’s two challenges in addressing efficiency (one per post-it)
4. Place post-its on flipchart pages5. Scan the range of challenges identified by
others 6. Play ‘snap’ and cluster post-its in related
themes/groups
Sharing your success
1. Using two green post-its2. Write the name of your council on each post-it3. Then on write two successes/strengths which
you have on addressing efficiency (one per post-it)
4. Place post-its on flipcharts against the earlier themes where you think your success/strength is relevant
5. Collectively, if at all possible, try to aim for one success married to a challenge theme.
If I was in your shoes …
1. Scan the themes and challenges 2. Using two orange post-its3. In response to the challenges, give
your view of “If I was in your shoes ….”
4. Place in the area of the relevant theme
Imagine a tool for …• collaborative knowledge sharing
what works and doesn’t work, but will in certain circumstances
• collaborative problem solving helping find the one person who’s thinking about the same
challenge or has a suggestion which could help or enabling suggestions which could help someone else
• drawing on local government expertise in Drafting a policy, specification, contract ...
• mass on-line conferences, debates and ability to question experts
• comparative benchmarking on efficiency• …
Blueprint for March 20111. A culture of collaborative knowledge generation,
learning, sharing and problem-solving in respect of efficiency & VfM
2. A resilient user orientated, easy-to-use, technological platform which rapidly captures content in a diverse range of forms ‘pulling’ collaborative knowledge generation, learning, sharing and problem solving
3. A reliable, robust and transparent web-based benchmarking tool which enables councils, and their partners, to easily identify and transfer appropriate good practice
4. A passion amongst LGA Group frontline staff to capture and share good practice, and contribute to problem solving; and encourage others to do so too.
