If, we consider the available figures of
Indian graduates in the financial year
2003-04, we find that 45% students
did B.A., 20% did B.Sc., 18% did
B.Com. and only 17% did professional
courses.
OVERVIEW

The lower output in science and technology
is due to lower availability of seats. This is
also evident from the fact that coaching
business is getting bigger than the
education business (6,00,000 applicants for
only 6000 seats available for IIT, IIM and
other management schools, expend about
Rs.12000 crores on getting coaching for the
entrance exam.

We should plan to provide atleast 10%
seats or 60,000 seats in place of 6000
for 6 Lacs aspirants preparing
enthusiastically through heavy
coaching fees) for IITs & IIMs.

Thus, in order to convert 45%
unemployable graduates through
simple B.A. and to improve
employability among the entire 100%
graduate degree holders, it is very
important to add some additional
empowering skills and practical hands
on experience by adding one addition
year of learning.

The non-existent department of
‘Measurement & Evaluation’ in the
universities has caused very dearly
resulting in extremely invalid
accreditation systems mainly based
on nominal scales in place of
scientifically valid interval and ratio
scales.

UGC is the biggest regulatory and
statutory body, unfortunately without
having any academic departments of
its own (unlike NCERT).

Accreditation through NAAC is neither
scientific nor valid without including any
variables on pedagogy, teaching resources
being used and produced by the
institutions being evaluated.
Even UNESCO Commission recommend-
ations have been ignored in NAAC criteria.

Neither UGC has any ‘standardized’
course contents with prescribed single
text book for each undergraduate
course nor NAAC has taken into its
consideration this point into its
accreditation tool.

Only wholisitc education with
empowered youth with basic
knowledge of evaluation needed to
learn problem solving art is the only
solution.

Wholistic personality development as
well as management & measurement
skills must be included by converting
3 year existing programme to 4 year
undergraduate programme.

Now for facilitating above paradigm
changes of introducing vocational skill

we must introduce the concept of
meta college & meta university.

Where the students from one college
may visit by rotation of semester
learning in more than one college or
university, the college is known as a
meta-college or meta university
respectively.

With the rapid growth in knowledge on
personal development skills nations like
India having young population may
encash the opportunity of providing
trained man power and outsourcing
services to more developed countries
having lower ratio of younger generation
to elderly population.

Education subjects must be classified
through a trinomial system based on
three educational domains like the
binomial scientific and standardized
classification of plants and animals.

The existing three year unproductive
undergraduate university system
(more so if in annual mode) may be
converted to empowering, enabling
and productive four year under-
graduate courses like engineering
courses.

The existing talents available in
specialized institutions and advanced
centres of learning may serve much
wider students population than their
own students by introducing meta-
college, meta-university and meta
faculty (one teacher teaches students
of more than one college) system.

The logical courses based on primary,
secondary and tertiary human needs
may enable and empower our youth
through 4 year semester courses.

for the management of implement-
ation of resolutions of UNESCO’s
Delors Commission Report on four
pillars of education. Higher Education
institution must introduce the
Department of Measurement &
Evaluation as a component of CAKE.

Non-existent arrangements for regular
updating of core courses containing
representation to all domains of
education is possible by creating a
scientific CAKE (Centre of Application
of Knowledge Evaluated).

management of interdepartmental
subjects inter-disciplinary domains of
education e.g. Psychology, Education,
Anthropology, Physical Education,
Biochemistry and multidisciplinary
environmental studies etc. remain
underdeveloped.

Unconsciously, incomplete education
about daily utilitarian facts e.g. each
human being is an aggregate of 60-
100 trillion individual cells of 10 µm
sizes arranged in 11 body systems of
which neutrons lined up make 3000
miles while blood vessels if lined up
make 10000 miles.

There are 2-3 billion genes in each
cell, each gene is made up of millions
of nucleotides (deoxyribose nucleic
acids. Each cells has complete set of
DNA (genes) except RBCs in human
body.
