Preamble to this Proposal

The Unique Identification Authority of India (UIDAI) is working with the Indian Banks' Association to create a

network of 14 lakh micro ATMs across the country. While the banks will authorize the transaction, the

authentication will be done by UIDAI by biometric association with its database.

"The plan is to have at least two micro-ATMs in every village, which means that there will have to be at least 14

lakh of them," said A P Singh, deputy director-general, UIDAI.

There are 23,000 villages in Andhra Pradesh, We need 46,000 Business

Correspondents.

The micro-ATMs, which are to be deployed by banks, will be manned by Business Correspondents

appointed by banks either directly or through agencies. These business correspondents will act as mini bank

branches by accepting deposits, enabling withdrawals, fund transfer from Aadhaar-to-Aadhaar accounts and

providing statement of transactions. The connectivity will be provided by the Aadhaar-enabled payment system

(AEPS) – a new electronic payment network jointly promoted by the National Payment Corporation of India with

the UIDAI. Over 60 banks have registered to be part of this network.

Preamble to this Proposal Contd..

• MG-NREGA workers with Aadhaar will now be able to withdraw moneythrough micro ATM device launched by the Unique IdentificationAuthority of India (UIDAI).

• UIDAI Director General R S Sharma said. “The beneficiary has to put hisfinger and Aadhaar number into the micro ATM wireless device and getthe money within 8 to 9 seconds from a business correspondent afterverification about the beneficiary having that much amount depositedin the bank account shown through a receipt by the device.”

• Unlike the regular bank ATMs, the device does not store any money, sothe beneficiary will get the withdrawn amount from the businesscorrespondent on the spot. “The (about a foot-long) device functionsthrough any SIM and wherever there is a mobile tower. The device willbe with a bank-appointed business correspondent,” R S Sharma said.

• The system will root out the role played by middlemen, as thebeneficiaries will be able to approach the business correspondent oftheir choice. Besides the MG-NREGA workers, other beneficiaries underold-age pension, scholarship or any other welfare schemes could alsobenefit from the device. Copyright © Shar Technologies Group 2012

Foundation. She manages the operations of this foundation which works for the underprivileged children and their

upliftment.

How it will work

• Banking correspondents will get micro-ATMs to pay beneficiaries

• To work on lease model, wherein banks charge Rs 300 monthly from users for operating push terminals

• Rs 3,000-5,000 income to be ensured for banking correspondents to make the business viable

• 3.14% has been suggested as transaction fee

• Of the 3.14% or a maximum of Rs 15, banking correspondents will get 75%

• Banking correspondents will get micro-ATMs to pay beneficiaries

• To work on self employment model, wherein banks charge EMI’s from Business Correspondents

• Rs 3,000-5,000 income to be ensured for banking correspondents to make the business viable

• 3.14% has been suggested as transaction fee

• Of the 3.14% or a maximum of Rs 15, banking correspondents will get 75%

Day 33: Test & Certificate

On successful completion of the course, a 2 Hours written test will be conducted to assess the students

The test will cover all the topics taught in the classes and demonstrations.

Students getting less than 50% marks will be deemed to be not eligible for certication

Training and Placements of Business Correspondents with the Banks participating in this Aadhar Based Money Transfer System

Identification and selection of Business Correspondents

Connecting with the respective State Governments and Central Government Livelihoods Programs and using the funds for training and placements

Connecting the training people with the Banks and their manpower agencies for employment of these training people as Business Correspondents

Continuous training and placement for min 10 years and there after.

Self Employment

The MicroATM’s will be given to the identified and qualified persons (2 per Village) as Loan for Self Employment Basis

The agreement will be between Self Employed, Bank and the Manufacturer of MicroATM

STG shall make the process document and monitor this self employment scheme and will be paid for services offered including training and documentation
