What should be done to combat terrorism ?

> Bring back POTA or even stronger law

[POTA -- death/life imprisonment; interception; confiscation; confession statement as admissible evidence; detention up to 180 days; confidentiality for witnesses;

we want to include: court martial type procedure; decision within 3 months; only death]

All India one anti-terrorist police force with full powers for SEARCHES, gathering intelligence,arrests and trial. Full autonomy.

> Mandatory security measures for all public places

> Exposing terrorists’ perverse ideologies

PREVENTION OF CRIMEWhy our police is not effective?

1. No. of police per lakh too low: UN norms – 222; advanced countries – 250 - 500; India - 143

2. Even vacancies are not filled up: As on 1.1.2007, sanctioned strength – 15.7 L; actually available – 14.1 L >>> shortage of 1.6 L

3. No attempt to insulate police from illegal political interference despite recommendations of various committees [National Police Commission (1979-81), Ribeiro (1998-99), Padmanabhaih (2000), Sorabji (2006), SC directives (2007)].

5. Lack of empowerment, training, equipment & infrastructure for the police

4. No mechanism for making police accountable

6. Weak & cumbersome laws favor criminals more than police

So how to speed up justice?> Improve judge-population ratio [ India: 12, UK - 51, Australia – 58, Canada – 75, US – 107]

Ratio needs to be raised to at least 50 > more judges, more courts, courts to work in more shifts, cancel 2 months vacation time + fill up all vacancies

> Make adjournments rare & expensive

> Make video recordings of statements admissible evidence

> Develop specialized courts

> Allow only one appeal

3. All voters will get Rs 600 p.m. in lieu of subsidies

Out of one rupee spent by the Government, only 15 Paise reach the poor – Late Shri Rajiv Gandhi, the then PM of India.

Govt efforts to provide help to the poor through subsidieshave failed because of corruption & inefficiency.

Only 42% of subsidized grains reaches the target group – A Planning Commission study report informed Parliament on 11-3-08.

From where will the amount of subsidy come?

Amount required: Rs 4 lakh crore

No. of employees in Central & State Governments = 2 Crore

Total expenditure on their pay, pension & perks p.a. @ Rs 20,000 p.m. (average) = Rs 4.80 lakh crore

Savings if 80% employees are retrenched = Rs 3.84 lakh crore

The balance amount = Rs 16,000 crore can be easily met by taxes;Total revenue receipt only in the Union Budget (2007-08) = 5.29 lakh crore

More revenue by privatization of loss-making PSUs & reduction in tax rates

TREND TOWARDS PRIVATIZATION WORLDWIDE

Since 1990, $ 1 Trillion assets shifted from Public to Private ownership

Share of State Owned Enterprises in global GDP declined from 12% in 1979 to 6% in 2004.

90% surveys confirmed that businesses worked better after privatization.

Evidence given by OECD / World Bank > private enterprises are more efficient than State Owned Enterprises.

Some international success stories of privatizationRailways in Japan: Privatization of Japanese National Railways (JNR) done in 1987 because of loss making. In 1985, it had $ 214 billion debt & incurred annual loss of $ 10 billion.

Drastic improvements after privatization:

• Started earning Profit >> $ 3.5 billion in 1991

• Introduced Bullet trains > 300 KM/hr [fastest Indian trains > 130 KM/hr]

• Punctual to seconds [compare it with our normally late trains]

• Very Comfortable – fully AC, Internet, electronic display of next station, hotel/taxi booking aboard [compare it with crowded, dirty Indian trains]

Hence Maximum privatization is needed

• Privatize government & municipal services: railways, roads, hospitals, schools, universities, water supply, garbage disposal, etc

• Privatize all Public Sector Undertakings

• Promote private satellite townships

• Promote corporate & contract farming

• Privatize peripheral areas of Govtactivities even in police, courts, research, etc

5. Reduction in number & rates of taxes. No income tax up to Rs 4 Lakh

> More than 50 types of taxes in India > we will reduce them to less than 10.

This would reduce corruption AND increase economic growth + revenue collection
