OFFICIAL STATISTICS Official statistics are the data collected by govt. departments in

the course of their work (i.e. routine statistics) or collected specifically for statistical purposes. 'Unofficial' statistics are from independent organisations.

Official statistics are often used as a data source for secondary statistical analysis, employing a quantitative approach. They are also used in health needs assessments, health status or profiles and health impact assessments. Statisticians who work in Official Statistics not only compile statistics but they also work at how to measure concepts and conditions.

An example is how the ethnicity question in the census was refined between 1991 and 2001. They also look at how to improve the data collection of statistics and provide an information service to assist policy makers in decision-making and running government services efficiently.

POPULATION COMPARISON: The population of India has increased by

more than 181 million during the decade 2001-2011.This addition is slightly lower than the population of Brazil, the fifth most populous country in the world !!

CENTRAL STATISTICAL OFFICE

Overview:-The Central Statistical Office(CSO) belongs to the Ministry of Statistics and Programme Implementation(MOSPI). It is responsible for coordination of statistical activities in India, and evolving and maintaining statistical standards. It has a well equipped graphical unit. The CSO is located in Delhi. Some portion of industrial statistics work pertaining to annual survey of industries is carried out in Calcutta. The CSO was set up in the cabinet secretariat on 2nd May,1951. It had the name Central Statistical Organization for some years.It is headed by the Director-General who is assisted by five additional Director-Generals and four Deputy Director-Generals, six Joint Directors, seven special task officers, thirty deputy directors, 48 assistant directors and other supporting staff.

MAIN FUNCTIONS:-The primary objective of CSO is providing technical

leadership in building up the statistical system in the country.

It coordinates statistical activities of the states and union territories and ensures timely compilation of requisite data.             

It is responsible for compilation and release of national accounts statistics every year based on data received from government and non government sources.

It organizes conferences of the central and state organizations.

It conducts and compiles and brings out publications of reports on Annual survey of industries (ASI).

It organizes training programs for the central government and state government statistical personnel.

It keeps liaison with international statistical bodies.

It decides items of information in the surveys to be taken up by the NSSO.

It conducts periodic economic census. The first census was conducted in 1977.

It takes up some regular publications such as         a)    Annual statistical abstract.        b)    Annual survey of industries.        c)    Monthly abstract of statistics.        d)    Estimates of national income etc

NATIONAL SAMPLE SURVEY ORGANISATIONOVERVIEW:- The National Sample Survey Organization (NSSO) under the

Ministry Of Statistics & Programme Implementation was established in 1950, with the objective of obtaining comprehensive and continuing information relating to social, economic, demographic, industrial and agricultural statistics through sample surveys on countrywide basis. It has been, therefore, instrumental in developing a strong database that has helped the Central as well as State Governments in development planning and policy formulations.

Employees of NSSO belong to Indian Statistical service(appointment through Union Public Service commission) and Subordinate statistical service(appointment through staff selection commission).

NSSO has four divisions:_

Survey Design and Research Division (SDRD)Field Operations Division (FOD)Data Processing Division (DPD)Co-ordination and Publication Division (CPD)

The National Sample Survey Office (NSSO) functions under the overall direction of National Statistical Commission (NSC).The National Statistical Commission has the requisite independence

and autonomy of decision making in the collection;processing and the publication of NSS data.

Every year NSSO conducts not only large-scale sample surveys in the form of NSS Rounds covering a variety of socio-economic topics, but also other important surveys in the field of Industrial Statistics (Annual Survey of Industries), Agricultural Statistics and Retail Prices.

OFFICE OF REGISTRAR GENERALOVERVIEW:-The Indian Census is the largest single source of a variety of

statistical information on different characteristics of the people of India.

The first census of India was conducted in the 1870s and attempted to collect data across as much of the country as was feasible. The first of the decennial censuses took place in 1881. Until 1961, responsibility for arranging, conducting and analysing the results of the census was exercised by a temporary administrative structure that was put in place for each census and then dismantled. From that time on, the office of the Registrar General and Census Commissioner of India has existed as a permanent department of central government; each state and union territory has a supervisory Directorate of Census Operations.

MAIN FUNCTIONS:-Housing & Population Census: The Census

Commissioner, India is the statutory authority vested with the responsibility of conducting the Housing and Population Census in India under the Census Act, 1948 and Rules framed thereunder. Planning, coordination, supervision of the field activities; data processing; tabulation, compilation and dissemination of Census results is the responsibility of this office.

National Register of Indian Citizens (NRIC) and issue of National Identity Cards (NIC): The RGI discharges the statutory function of Registrar General of Citizens Registration (RGCR) under the Citizenship (Amendment) Act, 2003. The National Population Register (NPR), which is the first step towards the creation of the National Register of Indian Citizens, is being created under the provisions of the aforementioned statute.

Annual Health Survey (AHS): This scheme has been conceived at the behest of the National Commission on Population, the Ministry of Health and Family Welfare, the Prime Minister’s Office and the Planning Commission. It is designed to yield benchmarks of core vital and health indicators at the district level.

Sample Registration System (SRS):Conducting Sample Registration System, a large scale sample survey of vital events, every half year is also the responsibility of this office. The SRS is the only source of vital rates like Birth Rate, Death Rate, Infant Mortality Rate and Maternal Mortality Rate at the State level in the country.
