WHY DO WE NEED IT

• improves understanding the effects of government decisions (analysis)• It increases efficiency and effectiveness of public administration

(rationality)• It supports aggregation of multiple policy goals (coordination)• It improves transparency of government and willingness to respond

(consultation) • It increases government accountability through the provision of more

extensive informing the society as a whole and its individual components (responsibility) Improving quality of new legislation

• Analysis of existing conditions• Transparency of procedure of development and implementation of

legislation• Identification of alternatives

CONSIDERING OPTIONS (POSITIVE IMPACT???!!!)

• Possible effects to the economic, environmental and social fields• Sustainability• Feasibility/ implementation• Efficiency• Effectiveness/ Achieving the purpose• RIA mechanism can help in perceiving the

political, economic, social and environmental impacts of adoption of particular EU policies and individual regulations.

PROPOSED/ POSSIBLE SOLUTIONS

• Suggest to relevant Authorities/Persons to finalize procedures to adopt relevant legislation on RIA• Introduce /organize trainings on RIA for the public

administration (civil servants)• Increase Public Awareness regarding RIA• Establish divisions in ministries only for

monitoring and implementation on RIA
