WANNEROO – OCEAN REEF ROAD VENUE: PEARSALL COMMUNITY CENTRE
DATE: 6PM, WEDNESDAY 27 FEBRUARY 2019
WORKSHOP #3 SUMMARY
1. WELCOME Note: Linton Pike (workshop facilitator) was a last minute apology. Brian Turner (WBHO SRG JV – the Contractor) welcomed participants to the workshop and
explained that the workshop will provide a project update for the Wanneroo Road Ocean
Reef Road Construction Reference Group (CRG). The workshop agenda is provided at
Attachment One. A list of workshop participants is provided at Attachment Two. Each CRG
member provided a brief personal introduction.
2. PREVIOUS MINUTES INCLUDNG ACTIONS ARISING
A number of actions arising were reported on as follows:
Item Action/comments Action Reported Status
Villanova
Street – U-
turn facility
The exact location will be
determined in detailed
design. The separation will
allow sufficient distance to
get across to the centre
lane and make a u-turn.
The u-turn facility will suit
rigid vehicles up to 8.8m
long. This will be suitable
to allow a hearse to make
the turning movement. We will bring swept path images to a future CRG meeting
Examples of swept
path curves included

Effect of the
ramps and
bridges
getting
Wanneroo
Rd over
Ocean Reef
Road. Would
noise
attenuation
be required
as a result?
Main Roads advised that
we expect Ocean Reef
Road level would drop a
little bit and we would take
Wanneroo Road over
Ocean Reef Road. A
vertical clearance of
around 6m would normally
be required and provision
is made for noise
attenuation inclusions in
the contract with noise
walls shown schematically.
The ramp commences at
about Woodvale Drive–
existing noise walls will be
assessed and modified if
necessary.

done with
little change
evident?
Main Roads advised that
no change is proposed at
Archer St but flow patterns
change with some
additional opportunities to
enter Ocean Reef Road.
Queue length changes
minimally from 100m to
95m with other
intersections improved.
Randall will provide the associated Road Safety Audit to Karl.
Randall Field (Main
Roads) advised that
all road features are
compliant and meet
standards. Extent of
70km/hr speed
posting is being
considered beyond
Archer Street also as
an additional
measure.

Night works Include as a future discussion
Keith McLean
(Contractor’s Project
Manager) advised
that some night
works will be
inevitable for
essential disruptive
works on the road at
times of limited
traffic. Main Roads
and City of
Wanneroo approvals
are required for such
works and
notifications will be
sent in advance.

Provision for
cycle paths
This will be a future discussion topic with no
shared path on the north of
Ocean Reef Road
available to tie into. We will
connect to all nearby
existing paths.
Shared path
arrangements are
included in the 15%
Design presentation.

3. PROJECT INFORMATION AND STATUS
3.1. Project Update Randall Field (Main Roads Project Director) explained the project status and timeline.
• Formal project contract award to WBHO SRG Joint Venture: 30 January 2019
• Detailed Design currently underway
• Site commencement: Late March 2019
• Project completion: Late 2020
3.2. Design Update
Keith McLean (Contractor’s Project Manager) explained they are now in the Detailed Design
Stage and will be presenting the 15% design, which confirms:
• Wanneroo Road going over Ocean Reef Road
• Wanneroo Road will be free flowing
• Shared Path connectivity
• Typical sections of road will have two lanes in each direction plus merge/turning
lanes, with provision made for future (ultimate) layout
• Underpass will have precast trapezoid sections, with skylight and internal lighting
included
• Bridge will have two spans, shallow footings, mechanically stabilised earth (MSE)
abutments and precast concrete beams with insitu deck slab
See map below.

Construction Reference Group 27 February 2019 Page 4
Questions resulted as follows:
Q Is shared path a footpath too?
A Yes – 3m wide shared path accommodates pedestrians and cyclists. Some 2m paths
are footpath only.
Q Will the shared path be free flowing for cyclists?
A East-west shared path along Ocean Reef Road will be free flowing for cyclists. North-
east shared path along Wanneroo Road will have some stoppages. The roads also
incorporate 1.5m wide shoulders for cyclist use.
Q Is the BP Service Station being demolished?
A Yes – intended as early works. Area will be rehabilitated at completion.
Q Will there for a third lane for merging?
A Yes, two lanes going straight and a third for merging at a couple of locations on
Wanneroo Road.

3.3. U-Turn Facility Keith McLean (Contractor’s Project Manager) explained a U-Turn facility is included north of Villanova Street on Wanneroo Road, to allow vehicles
coming out of Villanova Street to go southbound on to Wanneroo Road. Right turns out of Villanova Street on to Wanneroo Road are being
removed to improve safety and the risk of right-angle crashes.
• U-Turn facility will cater for service vehicles up to 8.8 metres. • Image below shows provision for different types of vehicles, including trucks from local businesses, stretched limousines (hearses) and
local resident’s trailers.
Wanneroo Road and Ocean Reef Road Interchange
Construction Reference Group 27 February 2019 Page 6
An example of a similar U-Turn facility is at Gnangara Road east of Alexander Drive intersection, as shown below:
Questions resulted as follows:
Q Will trailers and caravans be able to get around U-Turn?
A Yes provision has been made.
Q There are currently lots of vehicles that make right-turns out of Villanova; sometimes up to five minutes waiting time. Vehicles have to wait for a break created by traffic lights. This may create a long queue leading up to U-Turn. How long will the lead up road to the U-Turn be? Can the U-Turn facility be pushed further north to allow for a longer lead road?
A Keith and Brian will look into further. ACTION: Review U-Turn length (currently approx. 70m), location and traffic movements. Provide update at next CRG.
Q Will Regent Waters residents have trouble getting out?
A They can also use Backshall Place if they don’t want to use Villanova Street.
Q U-Turn near Kingsway Shopping Centre is very congested. Will this one be the same?
A The U-Turn design for this project is very different. The area also isn’t as congested as Kingsway.

3.4. Noise and screen walls • Full noise model is being undertaken based on final geometry and 15% design for
the noise walls will be presented at the next CRG meeting • Detailing to be finalised, including any artwork and colours • Consultation will be undertaken with individual property owners
Likely minimum extents of noise walls
Questions resulted as follows:
Q Will a check be done after noise walls are built to review noise levels?
A Yes, plus noise wall design is based on future traffic levels so should be more than sufficient for the current state
Q Will Wanneroo Road be raised near Woodvale Drive?
A
Only very slightly – Wanneroo Road ties back into grade at the south side of Woodvale Drive. If any noise mitigation is required it would be because of the new left turn pocket being closer to properties than the current traffic lane. Local residents will be engaged with one-on-one.
Q Will noise walls back on to people’s properties?
A Yes some will.
Q What will the noise walls be made of?
A Generally concrete panels between steel posts, but in some areas possibly limestone for consistency purposes, as that’s what already exists nearby. Both are effective materials for absorbing noise.
Q When will consultations be undertaken with residents?
A 2-3 weeks following finalisation of the noise model and wall extents
Q Will residents that currently have colorbond fences get noise walls?
Wanneroo Road and Ocean Reef Road Interchange
Construction Reference Group 27 February 2019 Page 8
A If a noise wall is required where there is currently a colorbond fence then yes, this will be improved as colorbond does not effectively reduce noise.
Q Will there be property condition surveys done prior to works?
A Yes – all residents within 100m of the works will have the opportunity to have a condition survey before work starts and they are encouraged to have it done. Letters will be arriving in letterboxes soon.

Construction Reference Group 27 February 2019 Page 9
3.5. Construction Program • Demolition and clearing starting soon, followed by construction of the new access road to Cockman House and U-Turn facility on
Wanneroo Road north of Villanova Street. • Services will be moved including Western Power services, which will take around six months.
Questions resulted as follows:
Q Will construction trucks go on main roads or local roads?
A They will be required to use the main roads.
Wanneroo Road and Ocean Reef Road Interchange
Construction Reference Group 27 February 2019 Page 10
3.6. Traffic management • Requirement to maintain all current movements and flows • Work in progress – final plans depend on land availability, two options under
consideration • First major switch scheduled for late 2019
4. OPTION INVESTIGATION FOR EAST ROAD / CALABRESE AVENUE / WANNEROO
ROAD INTERSECTION Microsimulation traffic modelling has being undertaken to investigate the feasibility of the following options:
• 3-way roundabout (WR and ER), • 4-way roundabout (WR, CA and ER), and • 4-way intersection with traffic signals
Questions resulted as follows:
Q Is the “do nothing” now or with the new interchange?
A With the new interchange
Q Who benefits from the options investigated?

A The investigation was undertaken following the last CRG meeting, as another option other than the U-Turn facility on Wanneroo Road north of Villanova Street.
Q Is the key message not to build a roundabout or traffic signals?
A Yes
5. COMMUNITY AND STAKEHOLDER ENGAGEMENT Kathryn Paddick (Main Roads) explained the key themes raised by the community from November 2018 to February 2019 included:
• Traffic management during construction • Access at Villanova Street and Backshall Place • Property surveys • Interchange configuration • Bridge location and ramp heights/locations • Pedestrian and cycling facilities and crossing locations
Community Engagement Role has transitioned following contract award:
• Louise Richardson (WBHO SRG JV) is now undertaking CRG coordination, responses to community queries and concerns, and planning and communicating roadwork information. Miranda Nikolich is no longer involved in the project.
• Kathryn Paddick (Main Roads) continuing ministerial correspondence, media responses and major channel updates (website, Facebook, email).
Contact details for Louise Richardson:
