Introduction
Health is the level of functional and metabolic efficiency of a living being. Inhumans,it is the
general condition of a person in mind, body and spirit, usually meaning to be free from illness,

intelligent lifestyle choices of the individual and society. According to the World Health
Organization, the main determinants of health include the social and economic environment, the
physical environment, and the person's individual characteristics and behaviors. As a primary
concern of every family and an important role in the society, the need of the community in health
services takes place to serve the people and to live an abundant healthy life.

Further more, this proposal emphasizes that WCMC can support the Zamboanga
City Medical Center in terms of medical facilities and services for the community.
Commonly, this WCMC has a level 2 type of hospital with Administrative service, Clinical
Services, Out Patient Departments, Surgical and Obstetrical Service, Nursing Unit, Central
Sterilizing and Supply Room, a Mental Health Center that would support the Psychiatric
Department of Zamboanga City Medical Center (ZCMC) that is merely inconvenient to serve
patient with mental illness cause of congested wards and insufficient facilities, and a
medical mall with a medical and commercial complex, a complex of facilities under one roof
offering diagnostics, primary and outpatient care, a pharmacy, and therapy along with
banks, dry cleaners, and restaurants for patients and their families.

STATEMENT OF THE PROBLEM
One of the major problems here in Zamboanga City is the annual increase of
population; in this sense case growth of diseases rampantly increases due to lack of
medical assistance and facilities that will accommodate the West coast area of Zamboanga
City.
Moreover, as stated in the census survey, counts for the city from the year 2000 to
2007 it translated to an average annual population growth rate of 3.54 percent wherein it
is bigger from past seven years.
There are also factors that effects the population growth in Zamboanga City like the
neighboring municipalities, residents for example Sulu, Basilan, Tawi-Tawi, Sibugay,
Zamboanga del Sur and Zamboanga del Norte which congests the city hospitals due to lack
of medical facilities coming from their respective municipalities.
In terms of this statement, theoretically it is supported by the following question:
1. Who would benefit, serve and realize the importance of the proposal?
2. What are the possibilities that would make West Coast Medical Center be Prioritize
in Zamboanga City?

GENERAL OBJECTIVES
Medical medication has become increasingly important in recent years. Delivery,
transportation and distribution services are examples of critical points. The complexity of
the problem derives from its multi-objective character since there have been contrasting
factors that must be taken in consideration.The problem has common characteristics with
transportation, assistance and services.
The Analytic Hierarchy Process was used to build a decision problem that synthesized
economic and technical performance as well as social, human and environmental factors . By
this mean, this problem proposal targets to have a Medical center with Medical Mall, first of
its kind in Zamboanga City.
To justify this, these are list of specific objectives to invoke the medicine knowledge
of the city.

This proposal can help constituents from West Coast area of Zamboanga in terms of:

HISTORY OF THE PLACE
The area around Zamboanga Peninsula was occupied by indigenous people as early
as 30,000 years ago. The first inhabitants were the Subanons and Lutaos and later, the
Islamized ethnic groups of Samlas, Bajaus, Tausugs, and Yakans.
Oral history accounts note that the early Austronesian settlers the highlander
Subanons or the people who live by the suba or river and the Lutaos of the plains called theplace Jambangan which meant a place abundant with flowers. Eventually, the
lowlanders (the descendants of the early Austronesian settlers), the boat dwellers and the
sea gypsy tribes- the Bajaus and Samls collectively called the place of Samboangan.
Apparently, Samboangan came from the word jambangan. In one of the earliest Spanish
maps, the place was already called Samboangan, which meant as docking point.Samboangan, though to have come frome the word sabuan the wooden pole used by the
Samals and Bajaus in pushing their boats on shallow waters. To this day, a Chavacano
would still call a boat oar saguan. The early Spaniards called the plece El Pueblo de
Lutao or the Place of the Lutaos.
Fort pilar, now an outdoor principal Marian shrine, was founded in 1635 by the
Spanish colonial government. The fort was the focus of a number of battles between Moro

Mindanao was divided into the Provinces of Zamboanga, Lanao, Misamis, Agusan, Surigao,
Davao, Bukidnon, and Cotabato.
Prior to World War II, Zamboanga City was the center of commerce, trade, and
government of Mindanao Island, being capital of the Moro Province. Pre-World War II, Petit
barracks was where part of the US Armys 43 rdInfantry Regiment was stationed. When the
Japanese invaded the Philippines, the Japanese occupying forces landed at Zamboanga on
March 2, 1942. They established a defense head quarters, which was eventually overtaken
by U.S. and Filipino forces in 1945.
For much of the 1950s, the mayor of Zamboanga City was Cesar Climaco, a
flamboyant personality who pursued policies of good governance and cleanliness. Later a
prominent critic of Ferdinand Marcos, Climaco again became a mayor in 1980, at a time of
growing violence in the city. He was assassinated in 1984.
Zamboanga City has had a diverse heritage. It has been, over time, a major Spanish
fort, a U.S. governed capital of the Moro Province of Mindanao Island, one of the first
chartered city in the Philippine Commonwealth, and a war-torn town after a World War II
during and after the Japanese occupation. Zamboanga became a strife-torn city undermartial law and recurrent terrorist attacks have tarnished an otherwise spectacular, if
exotic, image of Southern Elegance and refinement seen in but a few other Philippine cities.

SITE INVESTIGATION
A. Project descriptionThe thesis proposal is originally a Medical Complex. The concept is to establish a
Medical complex with complete facilities, laboratory examination, and Medical professional
can be located in one site as a one stop shop, and also to support the ZCMC with present
congestion on the patient and lack of medical facilities in Zamboanga City Medical Center
(ZCMC), where patient coming from neighboring towns and municipality goes to the ZCMC,
and the problem with patient where they are going far distant for laboratory checkups.
House Bill no. 425 of Congressman Erbie A. Fabian the Need to immediately upgrade
the Facilities and personnel of the Zamboanga City Medical Center to meet with its current
standard as a 250-bed capacity hospital. The congressman explained that the bed capacity
of ZCMC has to be increased to cater the volume of patients in Zamboanga City.
The Group proposes the project title Zamboanga City West Coast Medical Complex.
The proposed solution provides a development plan for a Medical Complex specifically for
the Zamboanga City West Coast. Aside from the Hospital, a Mental health Center, and a
Medical Mall are also considered and included in the development to serve the far West
Barangays.

SITE CRITERIA
The Group engages in a site selection procedure to determine the best site for the
development. The group researches on the three candidate sites at three Zamboanga City
West Coast barangays: Sinunuc, Recodo, and Ayala.
Preferably, the concerned lots must be a government owned, as much as possible, if
not the government can still acquire the area thru resorting to the Expropriation Law (the
Law of Eminent Domain). The group prepared the necessary criteria for selecting the best
of three sites. The criterion such as the population of the recipient barangay and
accessibility and strategic location are the priority bases of the appropriateness of the site.
The proponents selected the following criterion as bases, of determining the
suitable 3 candidates site and consequently qualifying the most appropriate site for the
proposed Zamboanga West Medical Complex. The criteria are as follows:
A. Accessibility and strategic LocationThe accessibility of the site via decent and furnished road, preferably via the citys
highway road is a favorable factor to be considered. Proximity to such a route will facilitate
the convenience of transport and access of the public to the vicinity and vice versa. The site

also greatly determine the appropriateness of the site for a government complex
development. The recipient barangay categorized as a secondary development zone will
better accommodate the development.

SITE JUSTIFICATION
A. Accesibility and Strategic LocationThe three sites are all accessible by any means of land transportations but
comparatively, Barangay Sinunuc is rated as excellent as it has an efficient access by
any vehicles.
In terms of strategic location and with reference to distance Sinunuc isrelatively closest to the city proper of the three and desirably at the midpoint
location of the proposed Zamboanga West Coast Medical Complex. On the contrary,
Recodo and Ayala were considered as an industrial zone and it suffers from the
industrial traffic.

near in thousand. But number of housing development and subdivision were greatly

SITE ANALYSIS
A. Macro Site Analysis
1. Geographical LocationThe City of Zamboanga is located at the southernmost tip of the Zamboanga
Peninsula. It is approximately 460 nautical miles south of Manila, 365 nautical miles
northeast of Kota Kinabalu (Malaysia), 345 nautical miles northeast of Menado (Indonesia),
bounded to the west by Sulu Sea, on the east by the Moro Gulf, and on the south by the
Basilan Strait and Celebes Sea. Its distance from Cebu City is about 372.57 nautical miles,
and is 340.17 nautical miles from Davao City.
2. Political SubdivisionThere are 98 Barangays, six of which are newly created. To date, there are 28 urban
barangays and 70 rural barangays within the 12 educational districts. By virtue of Republic
Act No. 9269, dated March 19, 2004, the City of Zamboanga was hereby divided into two
districts, the east (district 1) and the west coast (district 2) with the Veterans Avenue as
the Boundary line.

The city Falls under the third and fourth type of climate. The seasons are not very
well pronounced, relatively dry from the months of December to April and Minimal rain
May to August and wet in September. The city being outside the typhoon belt, it is rarelyveisited by typhoons. The city has an average temperature of 38 0C. the hottest
temperature was recorded at 29.3 degrees Celsius in July and the lowest temperature at
27.3 degrees Celsius in January. Tropical cyclones or typhoons rarely affect the city because
it is particularly outside the typhoon belt.
5. TopographyThe terrain is generally sloping from the shorelines, gradually becoming hilly and
mountainous towards the center of the peninsula. There are some flat lands, most of which
are narrow strips along the east coast. The urban center is generally flat with a gentle slope
to the interior, having a recorded elevation of 2,419 MLL at the coastline.
The Mountains towards the center reach elevations as high as 1,028 meters but not
less that 500 meters above sea level and area classified under mountain Landform. These
mountain ranges effectively protect the city from typhoons common in the tropics. The city
is also outside of the typhoon path, cyclone hazards, and earthquake belt.
6. HydrologyZamboanga City has a very stable supply of water. Of the total production in 1995
and 1996, only 58% and 60% respectively was consumed as the graph on the rightindicates. Meanwhile, expansion projects by the Zamboanga City Water District (ZCWD),
which owns and operates the water system servicing the City. Created in November 1973,

Electric power in the City is supplied by the national Power Corporation (Mindanao
Grid, sourced from the Maria Cristina Falls System), purchased and distributed by the Local
Zamboanga City Electrical Cooperative (ZAMCELCO). The City has more than enoughpower to supply the present and future needs of its residential, commercial and industrial
users. Power production increased by 8% from 1995 to 1996. Of these total available
power supply, an average of only 75% per year is consumed.
To the left is the Sangali Sub-Station of the National Power Corporation, located at
Barangay Sangali in the east coast, 27.1 kilometers from the City. Some 4.1 kms. From the
City in the east coast is the Zamboanga City Electric Cooperative (ZAMCELCO) Putik FeederSub-Station, located in Barangay Putik. Aside from this, there are the San Jose Gusu Sub-
Station, and the Recodo Sub-Station.
Serving as the stand-by power source in case of power outages in the City is the
National Power Corporation power barge docked at the west coastal Barangay of Recodo.
In anticipating the increase in the demand for power with the operationalization of the
Zamboanga Economic Zone and Free Port and the Regional Agri-Industrial Center, the
construction of a 100 Megawatt diesel-fired power plant is on-going in barangay Sangali.
The project is undertaken by two Filipino entrepreneurs, Alesons and the Aboitiz Ventures,
with two foreign partners: Tomen of Japan and the Singapore Power Corporation.
8. Languages/Dialects SpokenThe major languages spoken in the City are Chavacano, Tausug, Samal, Cebuano, and
Illongo. The imprint of the Castilian heritage is found in Chavacano, the native dialect whichis 70 percent Spanish and the remaining 30 percent an amalgam of other native dialects.

Livestock and poultry production has accelerated through the years. So have commercial,
municipal and inland fishing. Major sea products in tuna and like species, herring, sardines,
anchovies and mackerel, as well as shrimps, prawns, squid, crabs, lobsters, and cuttlefish.Minor products include bangus and sugpo fry, seaweeds, sea cucumbers and ornamental
shells.
B. Micro Site Analysis
1. Geographical LocationSite A (Sinunuc) is about 9.3 kilometers distance from the City Hall of
Zamboanga lies Barangay Sinunuc. Its one the north-west Barangay of Zamboanga City.
A total land area of 852.8397 hectares of rich fertile land suitable for farming and a
coastal area rich of marine resources. The terrain type of this barangay to the total landarea is about 25% coastal, and 25% plain and 50% mountainous.
2. ClimateThe city falls under the third and fourth type of climate. The reasons are not very

for the proposed West Coast Medical Complex.
to have a well facilitated medical center;

to cater the neighboring barangays of Sibucco municipality where in great need

visited by typhoons.
Tropical cyclones of typhoons rarely affect the city because it is particularly outside the
typhoon belt.
The hottest temperature was recorded at 29.3o Celsius in July and the lowest
temperature at 27.3o Celsius in January.
Terrain
The site is relatively flat to partly 50% terrain. From the highway the site opens to a
plain-like area and rises to 10 to 15 meters mountainous like on the rare part terrain.
Hydrology
The existing watershed at Barangay La Paz supplies water to Barangay Sinunuc.
Vegetation
The site is partly land use by nature and as such, it contains various trees like
coconuts, Mango trees, and Banana herbs.
Wildlife
Some typical native birds dwell in the various trees of the site. There arent any
other wildlife species in particular. Cows and goats are shepherds into the central plain of

CONCLUSION
If this medical complex will be realize someday, patients from West Coast Barangays of Zamboanga City would take the
opportunity to have their patients be treated in the said medical complex project particularly on emergency cases. For the
people of West Coast Barangays of Zamboanga it is now less travel time and economical in their part, they can avail immediate
medical treatment for the patients, there is a greater chances of survival due to immediate attention with present of the
project, and medical needs of the constituent in the community would be given necessary attention that would corresponds
with particularly level of medical treatment.
If this proposal hopefully implements by the local Government this would be the first one stop shop amenities for
health care services, with its three main structure the Hospital, Medical Mall, and Mental Health Center.
Site A: Sinunuc
Site A is at Barangay Sinunuc about 9.3 kilometers distance from the City Hall of Zamboanga. Its one of the North -WestBarangay of Zamboanga City. The site has a total area of approximately 8.1 hectares. It generally flat to 15% sloping terrain
and is composed mainly of clay loam. The site is partly dense with trees and shrubs mainly of coconut trees and a few banana
herbs and some fruit trees. The site is own by Katherine Ledesma.
Site B: Ayala

Site B is at Barangay Ayala which is 16 kilometers distance from the City hall of Zamboanga. The site has an area of
approximately 1 hectares. And its land is composed mush of clay loamy soil and most of which are coconut trees and shrubs.
The site is located on the Ayala and on its boundary of Recodo. The site is directly accessible to the main highway. The
property is own by Catabato Timberland Corporation, INC.
Site C: Recodo
Site C is at Barangay Recodo which is 15 Kilometers distance from the City hall of Zamboanga. The site has an area of
approxiatmetly of 4.8 hectares. And its land is composed of sandy loam and most of which is coconut trees and shrubs. The site
is located near the Baradero de Recodo and accessible to the main highway. The property is own by DMC Urban Property
Developers, INC.
