FOREWORD
This IRC Guidebook aimed to provide necessary information for all UTP students pertaining to IRC services, facilities, rules and regulations. The information will guide students to understand the overall IRC management and thus hopefully will assist students when using IRC services. In addition to the information in this IRC Guidebook, students can also obtain further information from the IRC Counter. All details given in the IRC guidebook are subject to change at the University’s discretion.
INFORMATION RESOURCE CENTRE (IRC)
1.0 INTRODUCTION
Universiti Teknologi PETRONAS (UTP) Information Resource Center (IRC) was established in July 1997 and to date has acquired more than 240,000 collections of books, CD-ROMs, audiovisual tapes, audio cassettes, journals, newspapers, etc. It is aimed to provide up-to-date and adequate information resources to cater UTP population’s study and teaching needs. The IRC is fully geared to increase its collection in meeting the increasing demand for information as student population grows. IRC is also equipped with an integrated library system call Millennium to promote efficient information storage and retrieval for users’ convenience.

3.0 SERVICES
IRC is equipped with online public access catalogue (OPAC). It contains a brief description and location information of books, journals or non-book items that are available at UTP, PETRONAS HQ Library and other PETRONAS Subsidiaries’ Libraries all over Malaysia. By accessing the system you can find:-
- An item written by a specific author
- An item with a specific title
- Items on a particular subject, etc.
- Item location
3.1 Loan Services
Loan services are available during IRC opening hours. Circulation transaction at Circulation Counter will be closed 30 minutes before IRC closing time. However users may check out books through the self-check machine located at Level G.
3.2Inter Library Loan
IRC provide Internal Library Loan (ILL) among PETRONAS Group-wide resource center and other member library of Skim Pembekalan Penerbitan Perpustakaan Negara Malaysia. This service enables users to borrow resources from participating libraries throughout the country
3.3 Information Counter
Information Counter is located near the entrance of IRC. Users are welcome to visit the counter for any queries or reference.
3.4 Printing
Printing services are available at Level G next to User Advisory using the self-operated photocopy/printing machine prepaid card system. The prepaid cards are sold at Circulation Counter for RM20.00 per piece (150 copies plus RM5.00 deposit). Each card can be topped up for RM15.00 after it is fully utilized.
3.5 User Education Program
User Education Program is to introduce information literacy skills to users. Apart from library and information skills, users are exposed to various reference resources and effective ways of retrieving required information.
3.6 User Advisory
In order to provide effective customer oriented services, IRC stations professional staff at every level. Users may seek assistance on matters related to information searching and reference services.
4.0 RESOURCES
4.1 Reference Collection
These collections comprise encyclopedias, dictionaries, atlases, directories and handbooks. These items are to be used in the IRC only.
4.2 Red-spot Collection
Red-spot Collection comprises of books, examination papers, handbooks, specific articles, etc are highly recommended by academic staff for students’ reference. Items can be requested at the circulation counter from 8.30 a.m. to 9.30 p.m. for a 3 hours loan. An over-night loan can be requested after 5.00 p.m. But the item must be returned before 11.00 p.m. the next working day.
4.3 Periodical Collection (Scholarly Journal & Popular Magazine)
The periodical collection consists of current and back/issues of journals related to courses offered by UTP. These collections are for reference only.
4.4 Newspapers
Local newspapers, i.e. Berita Harian, Utusan Malaysia, The Star and The News Straits Times, are available for reading. Users are advised to read these newspapers at designated area in the IRC. IRC subscribes to New Straits Time Press (NSTP) On-line which includes archive from 1991 to date for New Straits Time press publications.
4.5Audio-visual Collection
This collection which comprises audio-visual tapes, audiocassettes, CD-ROMs, diskettes, etc. can be viewed in the IRC. Borrowing of these items is limited to academic staff only.
4.6 Open Collection
UTP students are allowed to borrow items from this collection which are mainly books, manuals, handbooks etc. A fine of RM0.20 a day per item will be imposed on users who fail to return the borrowed items on time. Borrowing privileges for the various categories of items are as follows:

4.8 Malaysiana Reference
Comprise books of Malaysian reference collection.
4.9 Platinum Collection
The Platinum Collection pays tribute to prominent individuals who have contributed extensively towards the development of PETRONAS, UTP and the nation. This special collection aims to illustrate the live of the individuals from their humble beginnings to the heights of their achievements. Materials, either on or by the individuals are acquired from various sources such as PETRONAS, UTP, personal contribution as well as external institutions and organizations. Various type of materials are included ranging from books, speeches, news clippings, periodicals, photos and videos. The collection will be valuable treasure for the younger generation as reference and research sources.
4.10E-Resources
E-resources are online databases subscribed by IRC which can be accessed by library users. The contents may vary from e-journals, e-books, technical papers, theses and dissertations or index and abstract of journal articles. All online databases are accessible by direct login requiring no authentication or password. There are about 33 online databases ready to be accessed within UTP campus network. The online resources provide a wide variety of disciplines for users in order to fulfill their information needs.
5.0 FACILITIES
5.1 Discussion Room
IRC has 6 Discussion Rooms. Every usage of Discussion Room MUST be registered at the Information Counter.
5.2 Audio Visual Room
2 units of AV Viewing Rooms located at Level 3 with 15 seating capacity. Each room is equipped with DVD, video and cassette player. For usage, reservation should be made a week earlier at Auditorium and Multimedia Office, Level 3.
5.3Auditorium
Equipped with 99 seating capacity, white board, AV facilities and LCD projector is often use for training and group briefing. For usage, reservation should be made a week earlier at Auditorium and Multimedia Office Level 3.
5.4Carrels
IRC provides 54 carrels located at Level 1, 2 & 3. At Level 2 & 3 carrels are available with locker facilities for postgraduate students.
5.5 AV Carrels
10 units of AV Carrels located at Level 3. Equipped with DVD, video and cassette player with the ability to view and listen to various AV and media resources individually. User need to register at Auditorium and Multimedia Office, Level 3 before usage.
5.6Lockers
396 lockable lockers are provided on daily or per semester basis. The charges are RM0.20 per locker per day. On the other hand, IRC also provide 56 units pigeon holes on FREE basis.
5.7 E-Resources
Three standing terminals located next to shelves bridges at all level (except Level G) is available for quick Internet browsing and fast e-mailing.
5.8 On-line Public Access Catalogue (OPAC)
IRC provide 22 terminals for OPAC. 14 terminals are located at Level G. Another 3 standing terminals are available next to the shelf bridges on each Level 1, 2 and 3. The Web-based search engine also provides access to all PETRONAS Group-wide Resource Centres. On the other hand, OPAC is also available via Internet and Mobile access.
5.9 INTERNET & WiFi
IRC has 255 ports for Internet facility. The ports are located at Level G, IT Zone Level 1 and Level 2. Users may log-in using the UTP LAN ID and Password given by IT & Media Services Department. Moreover, WiFi facilities are also available at all levels for individual notebook or laptops, etc. Users may log-in using ID provided or purchased from TM Streamyx Hotspot.
5.10 IT Training Zone
Located at Level 3, the area is equipped with 12 PCs, display screen and electronic white board for training purposes. For usage, reservation should be made a week earlier at Automation and Multimedia Office, Level 3.
5.11 Photocopy
Self-operated photocopy machine is available using a prepaid card system. The prepaid cards are sold at Circulation Counter for RM20.00 per piece (150 copies plus RM5.00 deposit). Each card can be topped up for RM15.00 after it is fully utilized.
5.12 Printing
Users may print articles from Microsoft Office applications, Internet & E- resources. All printed documents made at UTP IRC printer will be charged RM0.10 per piece. The service is based on self-service concept
5.13 Self Check Machine
2 units of Self Check Machine are located at Level G. This machine could perform checking-out of item using User ID Card.
5.14E-Resources PCs
9 PCs are specially assigned for e-resources information searching. The PCs are located at Level G (6 units) and one PC at each Level 1, 2 & 3.
5.15 News Paper Reading Area
Located at Level G, the area is furnished with settee for newspaper and leisure reading. Newspapers subscribed are Utusan Malaysia, Berita Harian, New Straits Time, The STAR, Nan Yang Siang Pau and Sin Chew Daily. For archive, user may view NSTP On-line and visit User Advisory Counter for full text article.

RULES & REGULATIONS
1. All library users, students, faculty members and staff are required to abide by the Rules & Regulations of the Library.
2. The student card must be worn at all times within the premises of the IRC.
3. Conduct prejudicial to the proper use of the IRC is forbidden. Silence must be observed at all times in the premises of the IRC.
4. Users are advised to change their mobile phone to ‘vibrate’ or ‘silent’ mode before entering the IRC.
5. No bags (including lap top bags) may be brought into the IRC. Bags are to be placed at the locker area.
6. Eating, drinking & smoking are not permitted in the IRC.
7. Sleeping is strictly prohibited in the IRC.
8. Users should be properly attired. Sandals, slippers, shorts, singlet and tight-fitting garments are strictly not allowed in the IRC. IRC staff has the right to demand any user who is considered improperly attired to leave the premise.
9. Umbrellas, helmets or pets are not allowed in the IRC.
10. IRC does not supply telephone services for users and does not accept any incoming calls on their behalf.
11. Reservation of seats is not permitted. IRC staff may remove books, articles or other personal belongings left for any length of time on chairs and tables.
12. Users should use IRC facilities & equipment with care. Removing of IRC facilities and equipment is strictly prohibited unless it has been properly issued by the IRC staff.
13. Cleanliness must be maintained at all times within the premises of the IRC.
14. All books & personal belongings must be shown to the staff or security personnel at the Circulation Counter whenever required to do so.
15. Users must adhere to all rules & regulations governing photocopying and shall be fully responsible for any infringes.
16. All IRC books & materials must be returned to IRC before the due date. Similar regulations apply to academic and non-academic staff on sabbatical or long annual leave. Fines will be imposed for any late due.
17. Users are responsible for damaged, lost and replacement of library facilities and services.
18. IRC will not be responsible for any loss, damages or misplacement of users’ belongings.
19. Loss of IRC membership card must be reported immediately to avoid irresponsible/illegal usage of borrowing privilege. Students/staff are to bear all costs incurred if this is abused. IRC will not entertain any complaint as users are fully responsible for the safety of their membership cards.
20. IRC staff has the right to ask user who is considered causing disturbance to leave IRC.
21. IRC has the right to suspend or terminate users’ membership or borrowing privileges for any infringement of IRC rules and regulations.
22. Any revisions, amendments or additions to the rules & regulations will be announced on IRC notice boards.

INTERNET & ON-LINE SERVICES
RULES & REGULATIONS

2. Users should use IRC facilities & equipment with care. All furniture must be returned to the proper place after usage. No IRC materials may be removed to or from the IRC unless they have been properly authorized by the IRC staff.
3. Any revision, amendments or additions to the rules & regulations will be announced on the IRC notice boards.

RULES & REGULATION FOR DISCUSSION ROOM USAGE
1. Each usage of Discussion Room MUST be registered at the Information Counter
2. Permission for using Discussion Room will only be granted if the group comprises of at least 3 persons and not more than 10 persons. Each registration must include at least 3 names in the booking form.
3. A leader MUST be selected from each group to be responsible for the room usage. Users MUST surrender at least three (3) UTP ID cards (belong to users whose name is registered in the booking form) upon receiving room key.
4. Each session are LIMITED for two (2) hours only. Users may extend the usage of Discussion Room for one extra session only (2 hours extension), provided there is no reservation made by other users. If users exceed the allocated time, IRC staff have the right to ask users to leave the Discussion Room immediately.
5. Users should use IRC facilities & equipment with care. No facilities or equipment are to be removed from or into the Discussion Room.
6. Users are subjected to IRC Rules & Regulations.
7. Users must make sure the rooms are clean and not to leave any rubbish in the Discussion Room.
8. Advance booking is allowed during IRC daily operation hours ONLY prior to the usage of the Discussion Room.
9. Replacement for lost or damage of Discussion Room key is RM200.00.

CIRCULATION POLICY
1.0 Loans
· General books for normal loan can be borrowed out at the Self-Check Machine and Circulation Counter.
· The Circulation Counter is opened from 8.30am (Monday- Friday) & 9.30 am (Saturday – Sunday) until half an hour (1/2) before closing time.
· Loans can only be proceed with the present of the owner membership card (not transferable).
Borrowing privileges for the various categories of users are as follows:-
1. 1Books
· Undergraduate students are allowed to borrow maximum of 12 books for 1 month.
· Post-Graduate students, Academic Staff/Tutor/ Executive / Student Representative Council are allowed to borrow maximum of 20 books for 2 months.
· Support staff, technician and temporary staff are allowed to borrow maximum of 6 books for 1 month.
1.2Journals/Magazine/Reference Materials
· Current and unbound issues of journals are to be used in IRC ONLY for undergraduate students, support staff, technician and temporary staff.
· Academic staff, Executive and Post-Graduate students may borrow current and unbound issues of journals for 2 days and bound issues for 2 weeks.
· Popular magazine are to be used in IRC only. Users may borrow up to a maximum of two (2) titles of popular magazine at any one time. Users must surrender UTP ID card at circulation counter.
1.3 Red-spot Collection
· Users are allowed to borrow one (1) book at a time for 3 hours.
· Only 1 book is allowed to be borrowed for overnight loan.
· Item can only be borrowed after 5 p.m. and to be return before 11.00 am the next working day. After 11.00 am, fine of RM1.00 per day will be charged.
1.4 Audio-visual Materials
· Only selected AV material can be borrowed. Microfilm, microfiche, maps and kit are to be used in IRC ONLY. CD-ROMs, DVD, diskettes and cassettes can be borrowed by all categories of users. Loan privilege is 2 weeks.
· Videotapes can be borrowed by academic staff and executive only. Loan privilege is 2 weeks.
· Requests to use audio-visual materials and facilities should be directed to the Multimedia and Automation Section personnel.
1.5Theses/Project Reports
· Theses/FYP reports are to be used in the library ONLY and can be retrieved upon request. Each user can request maximum of two (2) titles at any one time.
· User has to fill up the “FYP/Thesis Request Form” and material will be retrieved by IRC staff within 24 hours (working day) after submitting the request form. User must surrender UTP ID card at the Circulation Counter when collecting the material.
· Copying of theses and FYP reports by photographic, electronic or other means is strictly prohibited. It can only be made upon written permission by the author or appropriate authorities.
1.6 Other Information Resource Center Materials
For the borrowing of other IRC materials, users are to consult the respective personnel at the service point.
2.0Renewals
2.1 IRC materials that are borrowed may be renewed one (1) time if another user has not reserved them.
2.2 Item cannot be renewed if it is already overdue. User has to settle the overdue fine before any renewal can be done.
3.0 Reservations
3.1 Users can place reservations for items that are only on DUE using the OPAC Request Module. Reservations for AVAILABLE items are not allowed.
3.3 All reserved materials must be collected personally.
4.0 Return - Borrowed materials must be returned on or before the due date.
- All books must be returned at the Circulation Counter.
- Courtesy Reminder will be sent 7 days before due date.
Fine Notice will be e-mailed when fine exceeds RM10.00.
Overdue Notice will be e-mailed after the due date.
1st: 1 day after due date
2nd: 7 days after the 1st Overdue Notice
3rd: 7 days after the 2nd Overdue Notice
5.0 Damaged Of Resources
5.1 Library users are responsible for damaged and lost of library items while on loan to the users.
5.2 The users shall bear all cost of repairing the damaged items plus additional RM25.00 processing fee.
6.0 Lost and Replacement of Resources
6.1 Library users are responsible for the loss and replacement of library items while on loan to the users.
6.2 Users must report lost items immediately if it is lost while on loan. A maximum time of 30 days are given to replace the book. Upon reporting, patrons’ borrowing rights will be suspended until the lost item is replaced or paid.
6.3 Students who FAIL to settle their payment or replacement within the stipulated time will be BARRED from sitting for the final examinations or their results will be blocked by the Examination Unit.
6.4 Settlement for lost & replacement items will have several procedures depending on the type of items and its condition.
7.0New Regulations
What students should do before seating for examination or before leaving UTP for semester holiday?
· MUST return all IRC borrowed item(s)/book(s) - before due /overdue date
· PAY overdue fines (if any)
· PAY of REPLACE for IRC lost item(s)/book(s)
Failed to do any of the above,
· Examination slip will not be released
· Examination result will be blocked by the Examination Unit
