PRESIDENT’S MESSAGE
Welcome to the Washington Association of Sheriffs and Police Chiefs 2019 Spring Exposition and Training Conference at the Spokane Convention Center. As I wrap up my year as President, it is my hope that you will find the conference to be an enriching professional experience and a tool to make valuable personal connections with fellow law enforcement executives. I urge you to continue your commitment to community safety by getting,
or remaining, involved in a WASPC committee. Additionally, I challenge you to use WASPC as a means in which to mentor and develop your command staff by encouraging their participation as associate members. WASPC committees are the workforce of the Association and represent a wealth of combined knowledge from Chiefs, Sheriffs, Corrections Managers and other law enforcement professionals. Many WASPC committees meet here at the conference. If you have spent time on committees and wish to get further involved, then please consider serving on the Executive Board. There are several Executive Board positions open for election during this conference including Vice President (Sheriff), a Chief at-large, and a Sheriff at-large. If you are interested in running for any of these positions or would like to nominate someone, please contact Chief Chuck Spoor, Chair of the Membership Committee at [email protected]. Agenda highlights for the 2019 Spring Exposition and Training Conference .include: a packed
committee meeting schedule and a sold-out vendor exposition demonstrating state of the art
products and services available to law enforcement. There will be sessions this year on officer
involved shootings and cameras, human trafficking investigations and Net Nanny (child
exploitation), a panel on I-1639 and the changes coming for law enforcement effective July 1,
2019, a Critical Legal Issues Update for 2019 discussing trends, training and trials featuring
nationally recognized speaker and attorney Missy O’Linn, and a panel session discussing Using
Social Media for Community Engagement and Crisis Management. We have an interesting and
varied program and hope you’ll join us!

WASPC AWARDS The Gene Cotton Award is the Washington Association of Sheriffs and Police Chiefs’ highest
honor. The award is exclusively reserved for public officials whose public service careers have

The Shanahan-Deveny President’s Award of Excellence is given to law enforcement
administrators who exemplify the highest traditions of excellence within the law enforcement
profession. Award recipients possess an in-depth knowledge and skill which allow for success to
be achieved in regard to a complex issue facing WASPC; understand that partnerships must be
developed to allow for collaborative relationships which generate constructive input; and possess
strong effective leadership allowing for the group dynamic to provide the solutions for the initial
complex issue which expands the parameter of the WASPC organization, changes lives, therefore
individuals, the profession and the public we serve.

Donald G. Pierce Award of Innovation and Distinction was established by the Washington

How to avoid getting sued? – Andrew Cooley Andy Cooley is a director in the Seattle law firm of Keating, Bucklin & McCormack. He was previously an Assistant Attorney General in the Tort Claims Division. He is past-President of the Washington Defense Trial Lawyers and has lectured extensively in Washington and throughout the country. His practice focuses on trial work, emphasizing Federal Civil Rights cases, highway design litigation, and employment cases. He has tried more than 50 cases to jury verdict in state and federal court. He has handled jail litigation for jails and prisons thorough out Washington, including jail suicide cases, jail premises liability cases, conditions of confinement cases, medical and class action cases.
