About Development Support Agency of Gujarat (D-SAG)
First Published in India in October 2016 By
D-SAG is a Special Purpose Vehicle established by the Government of Gujarat in Tribal Development Department. It is a society registered under the Societies Registration Act, 1860 and a Trust registered under the Bombay Public Trusts Act, 1950. The Chief Secretary, Government of Gujarat is its Chairperson. The mission of D-SAG is to undertake development activities covered in the Vanbandhu Kalyan Yojana (Chief Minister's Ten Point Programme) and implement them in the state in order to upscale livelihood, economic condition, education, infrastructure, health and overall well-being of the tribal community and tribal areas of Gujarat.

In Gujarat, Schedule Tribe (ST) Population mostly live
in the area along the State's eastern border consisting
of approximately 5,884 villages amounting to 18% of
the total state area. It is one of the Schedule V states in
the country with 14.75% of the state population
(89.17 lakh as per Census 2011) being Scheduled
Tribe (ST). The tribal region consists of 48 talukas, 15
pockets and 4 clusters covered under the 14
Integrated Tribal Development Projects (ITDP). There
are 26 major tribes in the State. The major tribal
communities include (1) Bhils, Bhil, Garasia and Dholi
Bhils, (2) Talavia, Halpati, (3) Dhodia (4) Rathwa, (5)
Naikada, Nayaka, (6) Gamit, Gamata etc. Tribal
communities of Kathodi, Padhar, Siddi, Kolgha and
Kotwalia belong to the Particularly Vulnerable Tribe
Groups (PVTG).
The Tribal Development Department (TDD) of Gujarat
is entrusted with the planning, budgetary provisions
and implementation of Tribal Area Sub Plan (TASP)
funds. Considerable attention has been given to the
development of tribal areas in Gujarat. The
Government of Gujarat made conscious effort to
ensure that around 15% of the budgetary provision is
spent on ST population as a part of the obligation to
implement the Directive Principles of State Policy
enshrined in the Constitution of India. The State
Government had initiated first TSP strategy in the year
1975-76 with the commencement of the 5th Five Year
Plan. Subsequently, the State Government declared
talukas having tribal concentration as Integrated
Tribal Development Areas (ITDA) and appointed
empowered Project Administrators to implement and
monitor development programmes in these areas.

implementation measures have uplifted
the face of tribal Gujarat. The TDD has
successful ly undertaken various
initiatives to achieve its vision of
“Unfolding the capabilities of tribal
people through strategic planning suited
to tribal culture and institutions in a
process of assimilation and integration
with the mainstream of society bringing
social justice and prosperity in Tribal
Gujarat.” The developmental activities
undertaken have significantly improved
the socio-economic condition of the ST
population of Gujarat, and have received
national recognition for the model and
strategy followed.

Under the visionary leadership of the then Chief Minister of Gujarat
and currently the Honourable Prime Minster of India Shri Narendra
Modi, Tribal development initiatives took an upper hand. Strong
focus was given to social inclusion and initiatives that would increase
tribal economy in Gujarat as well as enhance the standard of living
for the tribal communities so that they can avail equal opportunities
and facilities similar to those availed by other communities.
Series of consultations and deliberations were undertaken to
strategize the planning and the implementation of schemes for tribal
welfare. A number of agencies like Gujarat Institute of Development
Research (GIDR) conducted a widespread gap study across the tribal
belt of Gujarat. Further, the gaps identified in the reports were
discussed in greater details. The concerned departments were
consulted and all provided various inputs for formulating and
strategizing tribal development initiatives. A department wise
presentation series was undertaken chaired by Hon'ble Chief
Minister; various departments put forth their suggestive action plans
for tribal development in Gujarat.
Post various scheduled deliberation, Government of Gujarat
launched the Chief Minister's Ten Point Programme also known as
Vanbandhu Kalyan Yojana (VKY) for the development of tribal areas
in the year 2007. This programme seeks to enable the Schedule Tribe
regions to merge with mainstream development by bridging the gaps
between ITDP blocks and other parts of Gujarat. The programme
aims at ensuring creation of high quality social and civil infrastructure
and sustainable employment in areas such that the income of every
tribal family doubles. The approach is need based and outcome
oriented rather than outlay of funds. It is a significant change in the
approach of the Government of Gujarat

2.4 Focus Areas
Vanbandhu Kalyan Yojana focuses on the integrated, holistic and inclusive
development of tribal communities in core areas of livelihood, education, health,
housing, drinking water, irrigation and access to basic facilities.
The ten focus areas of VKY are as follows
1. Employment Opportunities for 5 Lakh Families
Creation of employment through productivity engagement in agriculture sector
Increase in animal husbandry and dairy based activities
Quality skill training for tribal youth
Development of modern, scientific and technical facilities and linking the tribal
youth to them for increased livelihood opportunities
Preference to women headed households
2. Quality of Education and Higher Education
Higher secondary schools for science in each taluka
Provision for enrolling 1000 students in nationally recognized residential
schools and creating a talent pool for tribals
Navodaya or Eklavya type residential school in each tribal taluka and making
them comparable with quality urban schools
Establishment of 100 additional hostels for college students
Establishment of Arts, Science and Commerce colleges to cover remote and left
out talukas
Establishment of excellent academic units including engineering and medical
colleges, polytechnics, nursing colleges and ITI colleges

3. Economic Development
Annual allocation of Rs. 1 crore per taluka for development of identified
economic activities through a cluster based approach and market linkages
Linking remote tribal areas to nearby economic centres through development
of basic infrastructure and facilities such as roads, water supply, irrigation and
continuous power supply in all tribal areas
Value addition to local natural resources for higher return to tribal families
4. Health
Benefits of Chiranjeevi Yojana to all ST families
Annual health check-up programmes for all ST families
Financial assistance to BPL families in case of heart surgery
Special drive for tackling endemic diseases such as sickle cell anaemia,
leptospirosis,etc
Removal of malnutrition in pregnant and lactating mothers as well as children
under the age of 6 through effective implementation of schemes
5. Housing
Housing for all ST families within the next five years
6. Safe Drinking Water
All ST families to get safe, assured and adequate drinking water within the next
five years
At least 25% of the ST population to get access to piped water supply
7. Irrigation
Emphasis on group irrigation schemes
Creation of water conservation structures on watershed basis
Creation of more check dams in tribal areas
Subsidy to BPL families for individual facilities such as oil engines
Financial and technical assistance for promoting drip irrigation
8. Universal Electrification
Electrification to all hitherto uncovered hamlets
Alternative arrangements through solar energy for remote and dispersed
hamlets
Free electrification to all BPL families
9. All Weather Road Connectivity
Improvement in the quality of roads in tribal areas
All hamlets with population of less than 250 to be connected by roads
Special drive for repairing existing roads in tribal areas

2.5 Fund Dissemination
TDD finalizes the sectoral outlays in consultation with the concerned
departments, and directs them to prepare schemes in priority areas under
VKY. TDD monitors the performance of all departments implementing
TSP.As a result of the VKY initiative, the financial allocation under TSP
increased from Rs.5, 640 crore under the Tenth Five Year Plan (2002-07)
to Rs.15, 000 crore in the Eleventh Plan (2007-12), the expenditure
against which was Rs.17, 247 crore. Buoyed by this, the State
Government has allotted an ambitious Rs.40, 000 crore in the Twelfth Five
Year Plan (2012-17).
Over the last three years (2012-13 to 2014-15), the total financial
provision was of Rs. 22,754.02 crore of which the amount released was
Rs. 22,242.97 crore. Expenditure of Rs. 20,451.42 crore was incurred,
which is 91.95% of the total revised allocation. Budget allocation over the

Providers at local level by hiring required accommodation or in their own
campus. Excellent lodging and boarding facility is provided to all the trainees.

with remuneration of over Rs. 4 lakhs per annum.
3.1.2 Agriculture Diversification Project
Initially introduced under Jeevika and Sunshine
projects by D-SAG, now it has been restructured as
Agriculture Diversification Project (ADP). Under
this project the farmers are provided with high
quality seeds and fertilizers along with training in
modern agricultural practices. The funding
provision is made through the Special Central
Assistance to Tribal Sub Plan (SCA to TSP) and
minimal contribution by the beneficiaries. The
project is implemented through Agriculture Service
Provider (ASP), and the administrative support and
monitoring is done by D-SAG and Project
Administrators in the field.
Crops covered under ADP include Maize, Bitter
Gourd, Bottle gourd, Okra, Tomato & Brinjal.
Under the project, kit comprising of seed &
fertilizer are provided to the participating
beneficiary farmers. Training regarding farming
practices is also provided to the beneficiaries.
More than 4 Lakh beneficiaries have benefitted
under the scheme. In 2014-15, more than 1.35
Lakh beneficiaries were provided with relevant
assistance in cultivating maize and vegetables. As
a result of these initiatives, vegetable production in
South Gujarat and maize production in Central
Gujarat has increased considerably and has found
market in Surat and Mumbai. It has significantly
improved the socio-economic condition of tribal
population of Gujarat.
3.1.3 Agriculture Mechanization Project
It is an innovative project for the benefit of
tribal farmers with the objective of improving
the agriculture produce. Under this project,
benefits of tractors and other modern
agriculture machinery is provided to tribal
farmers at subsidised rate. D-SAG in
collaboration with John Deere India Private
Limited has established 8 Agriculture
Implementation Research Centres (AIRC) on
BOOT (Build, Own, Operate, and Transfer)
basis. Prominent NGOs i.e. NM Sadguru in
Dahod, BAIF in Surat, Shroff Foundation Trust
in Vadodara and Anarde Foundation in
Valsad have been appointed to set up and
maintain the institutional framework for
AIRCs. Necessary training is also being
provided to beneficiaries through NGOs.
All these centres have been provided with 8-
10 tractors and modern implements like MB
Plough, Laser Leveller, Thresher, Cultivator
etc., which are provided on rent to farmers at
a subsidized rate. These implements provide
a wide range of farming services, from field
preparation to harvesting and threshing. The

Program
Integrated Dairy Development Project (IDDP) was
launched during the year 2007-08.The vision
behind the IDDP is to transform dairying into
dynamic income-generating enterprise for BPL
tribal household of Gujarat. The Project aims at
creating a unit of at least four animals in each
participant's house by the end of the project
period so as to make dairying into a viable full
time activity. The project is being implemented by
District Co-operative Milk Unions. Apart from the
milch cattle, complete packages of support inputs
are also provided to the participant.
With the implementation of the project, dairy has
emerged as a key medium for economic

3.1.6 Integrated Livestock Development
Program
Several complementary projects have also been
introduced and converged with IDDP to make
dairying successful which include Integrated
Livestock Development (ILD) project, Fodder
Development Project. The ILD Program addresses
shortage of good quality cattle providing efficient
breed improvement services. ILD centres are
being established across the tribal belt of Gujarat
in partnership with District Co-operative Milk
Unions, BAIF and J K Trust. Under this project
Artificial Insemination service and after care
services of new born calves is provided at the door
step of tribal dairy farmers by female Para
Veterinary Workers also known by “Mahila
Gopal”. The good quality crossbred calves born
under the ILD project has resulted in the quality
stock of milch cattle in the tribal region of Gujarat.

3.1.7 Forest Rights Act, 2006
The Act envisages registering & conferring the
traditional habitat and livelihood rights of the ST
& Other Traditional Forest Dwellers in Scheduled
as well as Non-Scheduled forest areas of the
state.
Individual Rights: More than 70,000 Individual
rights have been granted under FRA.
Community Rights: More than 4,000 Individual
rights have been granted under FRA.
Special Focus to FRA beneficiaries: The tribal
farmers cultivating forest land for decades were
hitherto considered illegal cultivators and,
therefore, ineligible for the benefit of any land-

This scheme is being implemented in
collaboration with Women and Child Department.
More than 8 lakh children have benefitted from
this scheme. As a result of implementation of this
scheme there is a considerable decrease in the
drop rate of the students and an increase in
punctuality of students together with significant
improvement in the health of children suffering
from malnutrition.

3.6 Drinking water
3.6.1 Provision of Drinking water
Providing water supply at the door step of every tribal household is
essential to improve the quality of life. Most of the tribal areas are
characterised by hilly terrain, rocky sub strata and presence of
forest on large chunks which makes the problem of supplying safe
drinking water difficult. Water Supply and Sanitation Department
through various water supply schemes viz, Individual or group
piped water supply schemes, Hand Pumps are constructed to
provide drinking water supply facility in tribal areas. Community
Managed in-village water supply schemes , Roof Rain Water
Harvesting and house hold connectivity are taken in rural areas of
tribal by Water and Sanitation Management Organization
(WASMO). More than Eight lakhs Fifty Thousand beneficiaries
have been provided tap drinking water facilities to their
household. It has significantly improved the quality of life of the
tribal people.
Major part of tribal population is living scattered and hand pump
is the only solution to provide water to tribal as per the
requirement. Mini pipe water supply schemes comprising of
installation of single phase power pump on 165 mm dia bore,
storage tank of 10,000 litres and distribution of water on stand
post are taken up.
The Water Supply Department is implementing Mini Water Supply
Scheme in tribal districts. The mini pipeline schemes are
developed habitation wise. The highest point is selected for the
storage tank and water is directly pumped into tank from the
source which is further supplied to the household through gravity.
Entire habitation is connected with household tap facility.
Mini pipe water supply schemes has already covered more than
1200 villages and more than 10,000 electric power based
connections have been made and around 440 solar power based
connections have been installed in the tribal areas.
3.6.2 Water supply scheme for Rural Areas
The objective of the scheme is to provide water supply at the door

have to bear 10% of the total cost of installing water supply in the
household. The poor tribal families residing in the interior areas
were unable to avail the benefits of this scheme because they
were unable to share 10% of the total cost. The Tribal

Department to ensure that the benefit of this scheme also reaches
to the economically poor beneficiaries unable to bear the 10%
contribution of the total cost.

livelihood, therefore, improvement in irrigation facilities act
as a special booster for them. Greater focus on group wells
and lift irrigation based check dams is needed in order to
support agriculture in tribal areas and reduce dependence
on monsoon for irrigation. Irrigation related interventions
undertaken include development of Canal, Check Dams,
Ponds, and Lift Irrigation. Improved irrigation facilities have
significantly improved the economic condition of tribal
farmers of Gujarat through improvement in the agriculture
produce.
In tribal areas lift irrigation is the most appropriate
technology due to the undulating topography of the region.
Water Resource Department is actively working for
promoting Lift Irrigation System in tribal areas At present,
the Water Resource Department has installed more than
900 Lift Irrigation covering an area of approx. 40,000 Ha. It
has significantly improved the economic condition of tribal
population of Gujarat.
3.8 All Weather road
