NEIGHBORHOOD PLAN ADOPTION BY THE CITY OF ST. LOUIS
FOR THE SKINKER DeBALIVIERE COMMUNITYURBAN DESIGN & DEVELOPMENT PLAN
Why is a Neighborhood Plan Important?
• If adopted by the Planning Commission, it becomes an official amendment to the City of St. Louis Strategic Land Use Plan (the City’s Comprehensive Plan).
• It will be referenced by the Planning Commission, Planning and Urban Design Agency, and Zoning Section in future planning and zoning review. This provides an enhanced layer of protection and oversight for the neighborhood.
• It is a means of both incentivizing future development and protecting existing neighborhood resources.
FOR THE SKINKER DeBALIVIERE COMMUNITYURBAN DESIGN & DEVELOPMENT PLAN
NEIGHBORHOOD PLAN REQUIREMENTS
• Clear boundaries/geographic areas, i.e. blocks, acres, neighborhood(s)• History of neighborhood• Documentation of the planning process that was followed• Substantial/broad public participation (documentation of residents and other stakeholders)
• Establishment/Existence of steering committee• Evidence of planning staff participation in planning process• Public meetings
• Brief summary of previous planning efforts• Existing conditions• Neighborhood vision
A description of the desired future of the neighborhood.• Goals and objectives

amounts)
FOR THE SKINKER DeBALIVIERE COMMUNITYURBAN DESIGN & DEVELOPMENT PLAN

• When it is determined that the Neighborhood Plan fulfills all of the City requirements, the Plan is submitted to the Planning Commission for review with a recommendation for adoption.
• The Planning Commission conducts a public hearing on the Neighborhood Plan at records public comments.
• The Planning Commission votes whether or not to adopt the Plan.

HISTORIC DISTRICTS• The Planning Area contains two (2)
Certified Local Historic Districts The Skinker DeBaliviere – Catlin
Tract – Parkview Certified Local Historic District
The Central West End Certified Local Historic District
• Local Districts have Historic Standardsfor rehabilitation and new construction.
• Local Districts require construction permits and review by the Cultural Resources Office (CRO) for all construction activities altering the exterior appearance of a building, including those which do not normally require permits (i.e. window replacement).
• Local Districts are the most strict regulatory controls in the City of St. Louis.

RECOMMENDATIONS• Along Delmar Boulevard and DeBaliviere
Avenue, the proposed form-based district overlaps the existing Local Historic Districts (map)
Where the Local Historic Districts and form-based district overlap:• The Local Historic Standards should be
revised to give preference to the height and massing requirements of the FBD.
• The Architectural and Design Standards of the Local Historic Standards should take precedence over the FBD.

EXISTING & PROPOSED ENTITIES -SUMMARY• There are a number of existing entities
with overlapping boundaries and different authorities
• There is no distinction between commercial development entities and neighborhood development entities.
• There is no neighborhood development entity for Skinker DeBaliviere with the authority to raise revenue.
• The Delmar commercial corridor is treated differently than the DeBaliviere commercial corridor.
• Due to changing City policies, it is possible that the SDCC may not be eligible for CDBG funds in the future (~1/3 of annual budget).
IMPLEMENTATION FUNDING
FOR THE SKINKER DeBALIVIERE COMMUNITYURBAN DESIGN & DEVELOPMENT PLAN
IMPLEMENTATION FUNDINGWhy is this important?
1. The projects, improvements, and programming in the SkinkerDeBaliviere plan have associated public and private costs.
2. Skinker DeBaliviere Community Council may lose some or all of it’s CDBG funding in the future, reducing funds for existing programs.
FOR THE SKINKER DeBALIVIERE COMMUNITYURBAN DESIGN & DEVELOPMENT PLAN
IMPLEMENTATION FUNDINGWhy is this important?
1. The projects, improvements, and programming in the SkinkerDeBaliviere plan are going to cost a lot of money!
2. Skinker DeBaliviere Community Council may lose some or all of it’s CDBG funding in the future, reducing funds for existing programs.
IMPLEMENTATION FUNDING CHALLENGE:
What is the best type of redevelopment entity or mechanism to generate some matching funds or equivalent?
FOR THE SKINKER DeBALIVIERE COMMUNITYURBAN DESIGN & DEVELOPMENT PLAN
IMPLEMENTATION FUNDINGTypes of Funding Mechanisms to Consider…1. A Special Assessment District
• A Special Business District (SBD) or Community Improvement District (CID)• Has specified boundaries, authorities, and responsibilities• Constitutes an additional tax assessment (property tax)• Guarantees a consistent revenue stream for projects and programs
2. Tax Increment Financing (TIF)• Issues bonds against future incremental tax revenue• Can fund projects up to a specified dollar amount• Typically used for infrastructure improvements, public improvements, or gap financing• In this area, most commercial properties along Delmar are already part of existing TIFs
3. Grant Funding• Neighborhood entities can apply for grant funding from various sources• Grants are typically for a fixed dollar amount, allocated to a specific project or program, to be completed in a
specified timeframe• Grants do not provide ongoing streams of revenue, and grant availability can vary over time
4. Voluntary Donations• Donation or membership fee-based neighborhood association or friends’ group• Funding can used for projects and programming• Funding streams are ongoing, but can vary with membership levels
FOR THE SKINKER DeBALIVIERE COMMUNITYURBAN DESIGN & DEVELOPMENT PLAN
IMPLEMENTATION FUNDING1. Place commercial development of Delmar Boulevard and DeBaliviere Avenue under
a unified governance and funding entity (such as the proposed East Loop CID).
2. Establish a funding entity for the residential portions of the Skinker DeBaliviereneighborhood.
3. Reduce jurisdictional overlaps and establish coterminous boundaries between adjacent funding entities where possible.
4. Ensure that revenues raised by residents are spent only in the neighborhood, and revenues raised by the commercial corridor are spent only in the commercial corridor.
5. Utilize the Skinker DeBaliviere Community Council as the overall implementation management entity for the Plan.

BRANDING & NEIGHBORHOOD IDENTITYIssues that should be more strongly reflected in any marketing …
1.Accessibility to transit… Skinker DeBaliviere is the only neighborhood in the region with 3 MetroLink Stations… and a soon to be trolley?
2.Arts, culture, education and entertainment… The Delmar Loop, East Loop, The Pageant, Regional Arts Commission, Washington University in St. Louis, Schools, Forest Park, etc. are major amenities that improve livability.
3.Diversity… Skinker DeBaliviere is one of the few neighborhoods in the region that supports a diversity of household types, economic backgrounds, and ages. This includes families with school-age children, young professionals, college students, working-class families, and senior citizens.
4.A record of success… Skinker DeBaliviere weathered the storm of urban disinvestment where many others have failed, so today the neighborhood has a strong social fabric, a committed leadership and a distinctive sense of place.
