1. Programdescriptionandalignmentwithmission

ConsistentwiththeinstitutionalpurposeasstipulatedbyStatestatute(Md.EducationCodeAnn.§13-101(2012)),themissionofUMUCisimprovingthelivesofadultlearners.UMUCwillaccomplishthisby:

(1) OperatingasMaryland’sopenuniversity,servingworkingadults,militaryservicemenandservicewomenandtheirfamilies,andveteranswhoresideinMaryland,acrosstheUnitedStates,andaroundtheworld;

(2) Providingourstudentswithaffordable,openaccesstovalued,qualityhighereducation;and

(3) Servingasarecognizedleaderincareer-relevanteducation,embracinginnovationandchangealignedwithourpurposeandsharingourperspectivesandexpertise.

ThepurposeofrestructuringthecurriculumtocreateafreestandingM.S.inAcquisitionandContractManagementisto1)strengthenthecurriculumandbetteralignitwiththeneedsofemployersviacompetency-basedteachingandlearningapproachesand2)clarifythecontentofthedegreeandsimplifythepathwaytocompletionsothatitcanbemorereadilycommunicatedtoprospectiveandcurrentstudentsandemployers.

ThecurrentstructureofhavingtheA.O.C.inAcquisitionandSupplyChainManagementnestedwithintheM.S.inManagementplacesanemphasisonthecorecourseworkingeneralmanagementratherthanonthespecificcontentoftheconcentrationinAcquisitionandSupplyChainManagement.TherevisedprogramstructurebenefitsstudentsandemployersbymoreclearlyfocusingthecontentonAcquisitionandContractManagementandofferingadegreethatmorefullyreflectsindustrystandardsandpractices.Asaresult,UMUCwillbebetterabletodifferentiatethedegreefromotherswithinitsportfolioofofferingsandensurethecurrencyandrelevancyofthecurriculumrelativetocurrentworkforceandemployerdemands.TheproposedM.S.inAcquisitionandContractManagementprogramisaimedatthosewithacademicand/orprofessionalbackgroundsinacquisitions,logistics,andcontractmanagement.Theseincludeearlyormid-careerindividualswithexperienceinthemilitary,public,orprivatesectorswhodesiretoexpandtheirknowledgeandskillsetinacquisitionsandcontractmanagementinordertoenhancetheiropportunitiesforcareergrowthanddevelopment.

TheAcquisitionandContractManagementprogramsupportstheneedfortheadvancementandevolutionofknowledgeasitaddressesmanychallengesfacedbygovernmentcontractingforspecializedacquisitions.Theseacquisitionsincludeservicecontracts,researchanddevelopmentcontractsandinformationtechnologycontracts.Becauseofthesechallenges,thereareon-goingdemandsfortheimplementationofperformance-basedcontractsandcompetitivesourcingascompetitionforresourcesgrowswithinthegovernment.Inaddition,theacquisitionandcontract-managementenvironmentischangingrapidly,andglobalacquisitionsandprocurementsarecommonplace.Studentsneedtofullyunderstandtheclient’sbusinessandcultureastheymakevitalpurchasingandprocurementdecisionsfordomesticaswellasinternationalorganizations.Thisprogramsupportsthesedemandsandorganizationalneeds.ThenewprogrambuildsontheexistingA.O.C.byrecombiningcontentoftheexistingthree-creditcoursestocreateanewseriesofsix-creditcourses,refiningandaddingcontentconsistentwithcurrentindustrypracticesandrequisiteknowledgeandskills,andincorporatingnewdeliveryandassessmentmethodsbasedontheprinciplesofproject-andcompetency-basedpedagogy.The6-credithourstructurereflectstheincreasedworkloadrequiredpercourse.Thenewseriesofsixcourseswillpresentasimplifiedpathtodegreecompletion.

2. AlignmentwithinstitutionalstrategicgoalsAsthepublicstateandnationalleaderindistanceanddistributededucation,UMUCawardsassociate’s,bachelor’s,master'sanddoctoraldegrees,aswellasundergraduateandpost-baccalaureatecertificates.Theuniversity’sacademicinventoryoffersprogramsthatarecoretoanypublicuniversity,butUMUC’smissiontotheadultstudentresultsinanemphasisonworkforcerelevantprograms.Consequently,theuniversityawardsdegreesandcertificatesintheartsandhumanities,behavioralandsocialsciences,businessandmanagement,health-relatedfields,computing,educationandtechnology,includingdegreesinfieldsfacingcriticalshortages,suchascybersecurity,informationassuranceandgraduate-levelteachertraininginSTEMareas.Aspartofitsemphasisonworkforceneeds,UMUCoffersnon-creditprofessionaldevelopmentprogramssuchasthoseinexecutiveleadershipandhostsprofessionalconferencesandmeetingsthatsupporttheeconomicandsocietalneedsoftheState.ThisproposalalignswithUMUC’smissionbyprovidingalearner-focusedprogrambasedonleading-edgeadultlearningtheoryandcurriculumdesignthataddressestheneedsofstudentsandthecommunity.TherevisedprogramisconsistentwithUMUC’scommitmenttoofferingcurrentandrelevantdegreesthatpreparestudentsfortheworkforce.Studentsaregiventimetopracticeskillsastheyprogressthroughformativeinstructionandengageinauthenticassessmentoflearning.Theprogramsupportsstudents’professionaldevelopmentwithproject-basedopportunitiestolearnfromemployersandpeers.Theprogrammodeloffersflexibilityandcontinuingeducationandsocialopportunitiestoadultsinterestedinrefreshingandreshapingtheircareeropportunities.

1. Programrequirements

Thisprogramrevisionrestructuresandenhancestheexistingcurriculumbyincorporatingteaching,learning,andassessmentstrategiesthatfocusonstudents’developmentofconcrete,job-relatedknowledgeandskills.Therevisedcurriculumisbasedonprinciplesofcompetency-andperformance-basedlearning.Therequiredcompetenciescomprisingtheprogramlearningoutcomeshavebeendevelopedandverifiedwiththehelpofacademicexpertsandemployerstocreateacurriculumanditsassessmentsrelatedtotheindustry.Theapproachislearner-focusedandauthenticassessmentsareembeddedineverystepofthelearningprocess.Throughembeddedassessments,studentsperformreal-worldauthenticproject-basedtasksthatguideandsupportthem,andthatrequirethemtodemonstratetheirknowledgeandskillsastheyworktowardmastery.Students“learnbydoing”andgraduatebetterpreparedforworkplaceopportunities.Asshownbelow,theM.S.inAcquisitionandContractManagement(ACM)requiresthecompletionofsix6-creditcoursesforatotalof36credits.Coretotherevisedprogramisa6-creditfoundationalcoursethatisrequiredforallgraduatestudentsandthatcoversessentialintra-andinterpersonalcompetenciesrequiredforsuccessfulgraduateworkandidentifiedbyemployersashighlydesirableingraduates.Thiscourseincludesthecorecompetenciesofwrittenandoralcommunications,criticalthinking,quantitativereasoningandleadership.Theremainingfive6-creditcoursesbuildonthefoundationtocompletethedegree,keepingthetotalnumberofcreditsthesameasintheoriginaloffering.ThisrevisedprogramrepresentsUMUC’scommitmenttoofferingcurrentandrelevantdegreestoitsstudents.CoursedescriptionsarepresentedintheAppendixA.RequiredCoursesfortheM.S.inAcquisitionandContractManagement:• DCL600DecisiveThinking,Communicating,andLeading(6)• ACM610FundamentalsofAcquisitionPlanningandCostsPriceAnalysis(6)• ACM620SourcingDecisionsandLegalConsiderationsinContracting(6)• ACM630StrategicSupplierRelationsinSustainableSupplyEnvironments(6)• ACM640PerformanceBasedLogisticsandAssetManagement(6)• ACM670AcquisitionContinuousImprovementandSustainmentManagement(Capstone)(6)

Manyprofessionalscurrentlyserveinavarietyofrolesinthecontractmanagementindustryandthereisanticipatedgrowthforthisfield.AsofSeptember2016,accordingtotheOfficeofPersonnelManagement’sFedScopeDatacube,contractingprofessionals,classifiedbyOPMasGS-1102contractspecialists,makeupabout37,826personsofthenearly2.1Mfederalemployees.1Also,accordingtotheBureauofLaborStatisticsforexample,positionsinlogisticsareexpectedtogrow26%(fasterthanaverage)betweentheyearsof2010and2020.2Thesedatasupporttherealitythatagenciesarefacinganissueofrecruiting,developingandmaintainingworkerstofillbothcurrentandfuturevacanciesofacquisitionpositions.Thisprogramcanassistthefederalandprivatesectorinthisarea.AGeneralServicesAdministration’s(GSA)DeputyGeneral,inawhitepapertitled“ATaleofTwoRecruits:TheNeedtoReplenishaRetiringWorkforce,”highlightedindustrytrendssurroundingtheneedtoreplenisharetiringcontractingworkforcewithskilledprofessionalsableto“hitthegroundrunning.”3Theauthornotes,“Itismoreimperativenowtoattractaworkforcethatcanrapidlyassimilate.Thisiscriticalinordertosuccessfullyfacilitateaknowledgetransferfromseasonedcontractingprofessionalspriortotheirretirements.”4Tofurthersupportthefindings,arecentreportbytheGovernmentAccountabilityOffice(GAO),titled:“FederalWorkforce,RecentTrendsinFederalCivilianEmploymentandCompensation”concludedthat“Federalagencieshavemadestridesinhiringwithanincreaseof14%since2004.Ofthattotal,94%ofhirescanbeattributedtothreeagencies:Defense(DoD),HomelandSecurity(DHS)andVeteransAdministration(VA).TheDoDindicatedthattheincreasednumberswerepartiallyattributedtoacquisitionpositions.”5TheU.S.GovernmentAccountabilityOfficegeneratedareportwhichstated“whileretirementshavereachedpre-2009recessionlevelsof3.5%in2012,theypredictthatby2017approximately31%ofthefederalworkforcewouldbeeligibletoretireandthechallengewillbewithreplacingretiringworkers,bothintermsoftrainingandhiringcosts…aswellasthelargelyunquantifiablecostsoflosingexperienced,high-levelemployees.”6Thereisahighdemandforexperiencedacquisitionprofessionalstoday,especiallyconsideringthecomplexityofvariousacquisitions,includingfederalacquisitions.A2017reportpublishedbytheMITRECorporationtitled“UnderstandingDefenseAcquisitionWorkforceChallenges”contends“…theacquisitionworkforcefacesseveralkeychallenges.First,thenumberofexperiencedacquisitionprofessionalsintheDoDisdeclining.Theyarebeingreplacedbyayounggenerationfacingalonglearningcurve.Second,theacquisitionworkforcelackstheexperience,knowledge,andtoolsnecessarytodigestandapplythewealthofinformation

relatedtoacquisition.Third,theworkforcestrugglestokeeppacewiththeincreasingcomplexityofthefederalacquisitions.”7Inaddition,areportpublishedbyProfessionalServicesCouncil(PSC)titled“FromCrisistoOpportunity”,addressesskillsgapsinthefederalacquisitionarena,forit“maintainsthatdespitetherequirementforatleast24hoursofbusinesstrainingsincetheenactmentoftheDefenseAcquisitionImprovementAct(DAWIA)andincreasedspendingontheopportunitiesfortraining,federalleaderscontinuetotestifythattheirworkforceslackskillinnegotiations,businessacumen,andunderstandingcomplexInformationTechnology(IT)acquisitions.”8Withtheseworkforcechallengesandtrendsinthefederalsector,theACMprogramisessentialtogeneratingneededprofessionalstomeetthedemandsofnotonlyreplenishingaretiringworkforcebutalsoclosingtheskillsgapsbydevelopingleaderswhocanmakestrategicprocurementandsupply-chaindecisionstomaintaincost-effectiveacquisitionsforthefederalandprivatesector.TheACMprogramalsopreparesgraduateswithskillsneededforspecializedacquisitionssuchasITproductsandservices,includingthoseusedinHealthCare,HomelandSecurityandCybersecurityindustries.

2. ConsistencywiththeMarylandStatePlanforPost-SecondaryEducation

Theprogramrevisionisdesignedtomeetpresentandfutureneedsofthestate,asidentifiedinMarylandReady:The2013-2017MarylandStatePlanforPost-SecondaryEducation(StatePlan)9,bycontinuingtoexpandandenhanceUMUC’sofferingsinSTEMdisciplines,aprominentgoalforpublicinstitutionsincludedintheStatePlan.ThisprogramsupportsmajorgoalsintheStatePlaninanumberofspecificways:• TheprogramservesGoals1and2(QualityandEffectivenessandAccess,Affordabilityand

Completion)intheStatePlaninthatitisdesignedtosupportUMUC’soverallmissiontosetaglobalstandardforexcellenceandtoberespectedasaleaderforaffordableandaccessibleadulteducationprograms.Inaddition,UMUCadministersitsprogramstomeetthegoalsoftheEffectivenessandEfficiencyInitiativeoftheUniversitySystemofMarylandBoardofRegents,byemployingdata-drivendecision-makingthatensuresthatacademicprogramsofferhighqualityeducationatanaffordablecosttobroadenaccess.

• TheprogramsupportsGoal3(Diversity)intheStatePlanbyofferingaccesstoeducationtodiversepopulationsofstudents.AsshowninTable1below,in2014-2015,thecurrentA.O.C.inAcquisitionandSupplyChainManagementawarded57%ofitsmaster’sdegreestoAfrican-Americanstudents,comparedto18%forMarylandinstitutionsasawhole.Approximately8%ofAcquisitionandSupplyChainManagementdegreeswereawardedbyUMUCtoHispanic/Latinostudentsin2014-2015,wherein,overallUMUCawarded6%ofitsmaster’sdegreestoHispanic/Latinostudents,comparedto4%forMarylandinstitutionsasa

• TheprogramservesGoal4(Innovation)intheStatePlan,asitisbasedonprinciplesof

competency-andperformance-basedlearningthatareontheforefrontofdevelopmentsinhighereducation.Competency-basedlearningisanoutcomes-basedapproachtoeducationthatemphasizeswhatstudentsshouldknowandbeabletodotobesuccessfulintheirdisciplines.Theapproachislearner-focusedandauthenticassessment(themeasurementofwhatstudentshavelearnedandthecompetenciesstudentsmaster)isembeddedineverystepofthelearningprocesstoassiststudentsinbuildingreal-worldjob-relevantcompetenciesinreal-time.Therevisedprogramemploysauthenticassessmentsthatarerelevanttotasksthatgraduateswillactuallyperformonthejob;suchprojectsserveasboththemeansofinstructionandassessmentoflearningintheprogram.Enhancedlearningresourcesandmultiplemeansforsupportingstudentsastheyprogressthroughtheirlearningexperiencesaretoimproveretentionandstudentsuccess.Themethodologyandtheon-demandnatureofthesupportareinnovativeinthefieldofhighereducationandonlinelearning,andreflectcurrentbestpracticesinadultlearning.

• TheprogramservesGoal5(EconomicGrowthandVitality)intheStatePlan,inthatitisdesignedtobetteralignthecompetenciesandskillsofgraduatestotheneedsofindustryandemployers.Indevelopingtheprogramrevisions,programadministratorsmetwithemployersandotherexpertstodeterminethecompetenciesandskillsdesiredintheworkplace.Thisworkresultedinaspecificsetofcompetenciesforthedegreeprogramuponwhichlearningoutcomesandlearningdemonstrations(authenticassessments)weredeveloped.Studentswillbeevaluatedbasedontheirmasteryofcompetenciesasdemonstratedthroughlearningdemonstrations.TheGraduateSchoolalsoconductedfocusgroupswithemployerstoidentifytheintra-andinterpersonalprofessionalskillsmostdesiredintoday’sgraduatesandincorporateddevelopmentoftheseskillsintothecurricula.Theseeffortsensurecloseralignmentofgraduateskillsanddispositions(attitudes)toemployerneedsthanunderpriorlearningmodels.

• TheprogramservesGoal6(DataUseandDistribution)intheStatePlan.Therevisionoftheprogramtowardacompetency-basedlearningmethodologyplacesmoreemphasisonthemonitoringofstudentandprogramprogressacrossskills.Studentperformancewillbemonitoredviawell-vettedcompetencyrubricscapableofreportingonareasofexcellenceandneedsforimprovement.Aggregateddatacanbeusedtoinformshort-andlong-termimprovementplansforstudents,programsandpolicies.Robustdatasystemswillofferinsightsthatmayassistinidentifyingpopulationsthatneedadditionalsupportandinclosingachievementgapsforunderrepresentedpopulations.

EvaluationandAssessmentStudentshavetheopportunitytoevaluatecoursesandfacultythroughastandardevaluationprocess.Inaddition,facultyareevaluatedbytheirsupervisorsonapre-determinedscheduleusingastandardevaluationinstrumentemployingdirectobservation.Formalevaluationofstudentlearningoccurswithincoursesandprogramsviaannualreviewofstudentperformanceinauthenticlearningdemonstrations.Learninggoalsandcompetenciesarealignedtolearningdemonstrationsthatcomprisethecurriculum.Annually,studentperformanceacrosslearningdemonstrationsisevaluatedtodeterminewhereimprovementsmayberequired.Changesaremadetocurriculumand/orstudentsupportmodels.Theprocesssupportsacontinuouscycleofimprovement.Additionalevaluationincludestrackingofstudentretention,gradedistributionsandcost-effectiveness.Regularacademicprogramreviewsconsiderallfactorsrelatedtoacademicquality,curriculumcurrencyandrelevance,studentsupportandadequacyoffacilities.

H.AdequacyofFacultyResourcesUMUC’smodelemploysfull-timefaculty(knownascollegiatefaculty)infacultyleadershiproles,suchasViceDeansandProgramChairs,whohaveresponsibilityfortheoverallintellectualcoherenceandintegrityoftheprogram.Othercollegiatefacultyteachandserveinotherrolesthatmaintainandsupporttheacademicprograms,providinginputintothedesignandcontentoftheprogramandtheircourses.Thiscoregroupofcollegiatefacultyissmall(about10percentofthetotalfaculty).InkeepingwithUMUC’semphasisonworkplacerelevance,mostteachingfacultyareprofessionalsintheirfieldwhoteachpart-timeforUMUC.Theseadjunctfacultyprovideinstructionforthegreatmajorityofcoursesatalllevelsandinallprograms.ThismodelisresponsibleforoneofUMUC’sgreateststrengths:scholar-practitionerfacultywhohavesolidacademiccredentialsbutcontinuetoworkoutsidetheuniversity,providingacontinuousinfusionofcurrentworkplaceknowledgeaswellasmaximumflexibilityforadaptingtochangingstudentdemand.Inthisway,UMUCsupportsstudentsinalearningexperiencethatispracticalandrelevanttotoday’scompetitiveandevolvingglobalmarketplace.ManyadjunctshaveconsiderableexperiencewithUMUC.Asof2015,theaveragelongevityforanadjunctfacultymemberissixyears,and17percentofcurrentadjunctfacultyhavebeenwithUMUCmorethan10years.Collegiateandadjunctfacultybothholdacademicrankandtitle,basedontheiracademicqualificationsandprofessionalexperience,includingteachingexperienceatUMUC.Since1996UMUChasheldaMHEC-approvedwaiveroftheCodeofMaryland(COMAR)requirementsfortotalcredithourstaughtbyfull-timefaculty(AppendixB).

UMUCintentionallyseekshighly-qualifiedfull-timeandadjunctfacultywhohavehands-onexperienceinthedisciplinestheyteachandwhocanleveragethatexperiencetoprovidearicherlearningexperienceforstudents.Theuniversity'smissiontoserveadultstudentsissupportedbyadjunctfacultywhoarescholar-practitionersengageddailyintheirprofession.TheabilitytoemployadjunctfacultyiscriticaltoUMUC'scapacitytoquicklydeployacademicandcontinuingeducationprogramsinresponsetoworkforce-relatedneeds.Thisentrepreneurshipandflexibilityinestablishingnewprogramsisparticularlyimportanttotheuniversity:givenitshistoryofverylimitedstatesupport,theuniversity'sfinancialmodelisbasedontuitionrevenues,andallprogramsmustbeself-supporting.14
