State of Design Documents Underground design is approximately
50% complete for terminal. Remaining design is roughly 30%
complete. Goal of the Design-Assist contractor is to help Manhattan
and the design team finalize the design through workshops, value
management, and budget control.

Proposal Evaluation Volume I will be scored by the Manhattan
estimating team independent from Volume II for the purposes of
determining interviewees. Volume II will be scored by members of
the project team including Manhattan operations, United Airlines,
Faithful+Gould (program manager) & Design Team members after
interviews have occurred. Once scoring is complete, Manhattan will
make a recommendation to United Airlines for the successful
Design-Assist Subcontractor.

Post Award Subcontractor will immediately engage in Design
meetings. Refer to Bid Package section 11 for expectations. Shortly
following award, Subcontractors will be asked to establish GMP
budgets for their scopes of work with input from Manhattan, Design
Team, and United Airlines. Subcontractor will execute a GMP style
subcontract based on this GMP budget including proposed fee and
general conditions. Manhattan may convert this GMP subcontract to
lump sum at a time when United Airlines has been satisfied that
Subcontractor has competitively purchased its scope of work.

Prequalification & Bonding Manhattan intends to enroll all
Subcontractors into Manhattans Subguard Program in lieu of
traditional Payment & Performance Bonds. Subcontractors must
pre-qualify through Manhattans risk management department for
enrollment. Prequalification forms and instructions are located in
the Other Documents section of iSqFt.

Insurance Manhattan anticipates utilizing a
Contractor-Controlled Insurance Program (CCIP) for this project.
For the purposes of this bid package, assume CCIP program with no
on-site insurance costs included in base budget proposal. The CCIP
will include the following coverages for on-site work: Workers
Compensation General Liability Manhattan will also be providing:
Pollution and Umbrella Liability (outside of the CCIP) in lieu of
Subcontractors requirements Excess Auto Liability - $10M coverage
for Subcontractor vehicles operating in air-side operations.
Builders Risk Policy (may be provided by Owner)

Insurance Subcontractors who are providing engineering design
services must include Professional Liability insurance per the
terms in Exhibit C. Provide additive alternate pricing for
traditional insurance by the bidders. Reference Exhibit C of the
Sample Contract Exhibits for required coverages. Subcontractors are
to carry their own off-site general liability, workers
compensation, auto liability for all work not completed on
site.

Site Logistics Due to project site constraints there will be
minimal laydown areas and parking on site. Additional parking is
currently being secured nearby. Bussing of employees to the site
from this parking area is currently being secured. All
subcontractor employees must park at the remote site as well.

of Houston Retainage will be 5% Standard Contract Exhibits
