Mr. Howard Akagi of Water Resources International stopped by to inquire about provisions for an Emergency pump replacement on the Big Isle C.C. well no. 1 (4950-01). The deep submersible pump in well no. 1 had burned out. Section 4.lb (Emergencies) of the Hawaii Well Construction and Pump Installation Standards states that a well owner may proceed to effect the emergency work without a permit. however work shall not increase existing pump capacity. The present capacity is 700 gpm. I provided Mr. Akagi with some Well Completion Report Forms and advised him to tum in form along with an As-Built sectional drawing of the pump section.

Enclosed are results of an 8-day pump test of Well No. 4950-01 at the Big Island Country Club (BICC) in North Kona, Hawaii. The test was run continuously for approximately 8 days and 8 hours at an average of 646 GPM. Chloride levels were steady at 65 to 67 MG/L throughout the test. Water temperature at the start and end of the test was 70.50 F.
Water level response in the pumped well was monitored with an airline hooked to a chart recorder. As the enclosed copy of the chart indicates, this record is relatively poor: the recor.der failed to delineate the drawdown at start-up and it stopped before the end of the test. However, over the period that the recorder functioned, drawdown in the well was stable. Neal Iverson of BICC has indicated that the well's drawdown has always been stable when the pump is in use.
Well 4950-02, which is 1745 feet at the east of Well 4950-01, was used for observation during the 8-day pump test. A graph of its recorded water level is enclosed with this letter. Other than the semi-diurnal highs and lows due to barometric changes through each day, a drawdown due to the pumping of Well 4950-01 is not discernable, an expectable result for the distance between the wells. In retrospect, however, longer-term water level recording before and following the pump test would have been desirable since the level in the basal lens does appear to rise and fall on the order of 0.2 feet over periods of several days. We will do this when the pump is installed in Well 4950-02 and its pump test is conducted.

We have no objections to the findings of the report and are satisfied with the understanding that the long-term aquifer pump test, which is required by your permits, will be performed once the permanent pump for 4950-01 is installed. Since the opportunity presents itself, we ask that well 4950-02 be used as an observation well during the longterm test for 4950-01. Likewise, we ask that the situation be reversed, once a permanent pump is approved by the Commission and installed for 4950-02.

As you may be aware, Ordinance No. 94-78, which rezoned the subject properties into the A-1a district, was enacted on July 13, 1994. The effective date, however, was subject to compliance with a water condition (Condition B). A copy of pertinent sections of this ordinance is attached for your easy reference.
Specifically, said condition required the applicant to provide the Planning and Water Departments with sufficient assurances that a water source of sufficient quality and quantity is available to service the project within two years from the enactment of the ordinance (July 13, 1994). "

that regard, potable water demand is projected to be .210 MGD. This would require well pumping capacity of 150 GPM with 100% standby capacity in a second well. (See page 1 of report).
Well No. 1 is projected to provide a minimum of 700 GPM. (See page 10 of report). This should be more than adequate to accommodate both potable and irrigation water needs.
4. OUALITY: As noted on pages 8-9 of the report, the water meets the "organic and inorganic constituents" tests established by the Federal EPA and the State Department of Health.
5. In the preparation of this report, the consulting engineer consulted both with the State Departments of Health and Land and Natural Resources.
6. Once this report is accepted in compliance with Condition Bel), the applicant is aware that the wells must be completed (either through a bond or actual construction) within a year or definitely before final subdivision approval is granted.

o • Introduction
The Big Island Country Club (BICC) is in the process of developing a water system which will
supply 106 of its own residential lots, 15 otfsita houseiots, and a 27-hole golf course. During the
proiect's initial phase, 18 goif holes are being constructed. No date has been set to add the third :line
holes of golf. The water system wi!! be privately owned and operated. Cartification of the system by
the Public Utilities Commission is also being pursued.
Development of the water system began with 81ee Weil No. 1 (State No. 4950-01) Which was
completed in July 1992. This weil "vas outfitted and put into sarvice in June 1995. slec Weil No. 2
(State No. 4950-02) was completed in February 1995. Its outfitting should be completed in early to
mid-199S. The· depth to water in both wells is greater than 2000 feet Since the cost of a pump test
performed by the drilling contraotor would have been prohibitively expensive, pump testing and
complete water quality testing for each well was deferred until the permanent pump was installed and
could be used for this purpose. This report presents and interprets the data for suoh testing of Well No./rr- ~vt-1. After the permanent pump has been installed in Well No. 2 sometime in 1995, similar testing will be ~. ~a:: undertaken. At that time, results from both wells will be submitted to the Department of Health to ~ tp,I, certify the wells as new sources of drinking water supply. . Jr\ Projected Supply Requirements
Table 1 is a summary of projected maximum daily supply requirements for potable use and golf
course irrigation. Tallies are given for the initial 18 holes and the ultimate 27-hcle built-out of the
proiect In both cases, maximum daily potable usa is projected, to be 0.210 MGO. ihis would require a
well pumping capacity 01 approximately 150 GPM witlt 100% standby capacity in a second wen.
Maximum golf course and common area landscape irrigation is projected to be 1.0S MGO for the
initial 1 a-hole development. When the 27 holes are ultimately completed,that requirement would be
increased to 1.55 MGO. Together with the potable supply requirement, a total well pumping capacity of
approximately 880 GPM would be necessary Initially and it would increase to 1220 GPM at full build
out. However, priority areas ot irrigation- the golf course's greens, tees, and fairway landing areas·
-- is only about one-third of the golf course's total irrigation requirement. Irrigation of the balance of
the. fairways and roughs would be discretionary.

Figure 1 is a schematic depiction of the alcc watar system which il!ustratas how the potable
and irrigation system components will function together. The irrigation system calls for water via a
level control switch at the 18th hole lake. A pressure transmitter ;n the 0.3 MG tank across
,Vlamalahoa Highway in Puulani Ranch ~states can make a similar call for watar lor the potabla system.
In ~ither case, the lead well pump respcnds 'oy deiivering water to an onsite 0.05 MG head ~ank. if the
cail is for irrigation supply, water overilows this nead tank into the project's entry water featura and
lrom there to a series of golf course irrigation lakas. If :he call is for potable water, booster pumps
draw water irom the head tank and deliver it to the 0.3 MG otfsite tan k.
30th weil pumps will be identical 700 GPM, 600 horsepower Byron Jackson submersible
turbinas 'Nith variable frequer.cy drives by Centrilift. As presently configured, the variable frequer.cy
drives are amployed for "soft" starts and stops of the well pumps. Once in cperation. the pumps will
generally produce a constant rata of 700 GPM.

Figures 2 and 3 present the as-built dimensions for the weil construction and pump installation
of Well No. 1. The well features 16-inch (10) casing. The soUd casing is 31S-inch waH and the shutter
screen is 5/16-inch wall thickness. Water Resources International was contracted tor the weH's
construction and the pump installation. Roscoe Moss Company was tha subcontractor for the pump
installation. An airline water level recording system has been installed and there is also a 1·'1/4-inoh
Schedule 80 PVC sounding tube to make manual water level measurements. _:Af.Itic water level
stands about 1,0 feet above sea level and the pump intake is set 45 feet into water. The static lift from
groundwater level to the head tank's overflow is 2176 feet.
The log of formations encountered during drilling by Water Resources International is
(eproduced as Table 2. Circulation was lost at about 200 feet and never returned ior the full 2181-
foot depth of the borehole. Because of this, tha driller's characteriza,tion 01 the formations
encountered are based exclusively on varying rates of penetration.

Figure 4 presents the results of a step-drawd~wn test conducted en June 26, 1995. Different
ratesot pumping between 260 and 717 GPM were achieved by varying the drive frequency. Drawdown·
was measured by airline using an accurate test gage provided by TNWRE. The regression equation
fitted to the data points shown on Figure 4 has a correlation coetficient (r.2)~t 0.99. The test data

The weU's hydraulic performance is obviously excellent. The step test was run as soon as the
pump was operational. meaning that little development of the well had taken place. Nevertheless, its
drawdown ·at 700 GPM, the intended pumping rate, was less than 2.7 feel This can be expected to
improve, at least to some extent, as the well continues to be used. ~ a Iz;;:::" ~ .,¢;

Watar Q~aUty Testing
On July 20, 1993, samples were obtained from Well No. 1 for complete testing of the organic
and inorganic constituents necassary to certify the well as a source ot drinking water. At that time,
the well had been operatad almost constantly sines its initial start-up on June 26th. The report of
these· test results from AECOS laboratory can be· found in the Appendix. Concentrations of aU organic
and inorganic constituents are below the allowable levels established by the Federal ERA and the State
Department of Health.
Since the well has been putinto production, chloride concentration has been tested twice. The . -
result for a July 20th sample; about a mOl}th after -start-up •• · was 54 MGlL. A recent -October 5th
sample was 6:3 MGlL.. Grab samples taken while tbe well was being constructed in mid-1.992 all tested . .

o between 43 and 50 MG/L. These results show that there has been a rise in chlorides as the basal lens
adjusts to the new pumping stress. A moderate rise in chlorides through the initial period of use is
typical of basal wells- along the West Hawaii coastline, including potable quality walls located
considerable distance inland.
Sustainable Production by the Well.
Well No. 1 taps into a relativelY robust basal lens. With its lQ.foot head. the implied lens
thickness is on the order of 400 feet. The well penetrates the upper 90 feet. equivalent to less than
one-quarter of the lens' thickness. The well's hydraulics ara excellent. At 700 GPM. total drawdown
is lass than 2.7 feet. The linear component of that drawdown. which is the porticn of the drawdown
which affects the aquifer itself. is only 0.84 feet (refer to the linear component of aquation en Figure
4). Because at this, substantial salinity increase due to an 'iJpconing" effect of excessive drawdown
is not expected.
Based on the initial results, it is concluded that Wen No. 1 can produce 700 GPM on a continuous
basis. The operating experience of potable quality, basal wells in Lalamilo, Waikoloa, and Kohala Ranch
strongly supports this conclusion. All of these other wells are outfitted with equal or higher capacity
pumps and all tap into lenses with lower (6- to 8-foot) heads. All have shown an initial rise in chloride
level as the lens adjusted to the new pumping stress and then achieved a stable chloride level
thereafter. It would be appropriate. however. to continue to monitor chlorides in WeI! NO.1· on a
monthly basis to confirm the conclusion offered here.

TO: Big Island Country Club Estates P.O. Box 1690 Kailua-Kona, HI 96745
In accordance with the Department of Land and Natural Resources Administrative Rules, Section 13-168, entitled "Water Use, Wells, and Stream Diversion Works", your application to install a pump in Big Island Country Club Well (Well No. 4950-01), for golf course irrigation and private/municipal use, is approved subject to the following conditions:
1. The Commission on Water Resource Management (Commission), P.O. Box 621, Honolulu, HI 96809, shall be notified, in writing, before any work covered by this permit commences.
2. The permit shall be for installation of a 700 gpm capacity pump in the well. The applicant shall coordinate with the Commission and conduct a pumping test, in accordance with the protocol established by the Commission.
3. The proposed use shall not adversely affect existing or future legal uses of water in the area, including any surface water or established instream flow standards. This permit or the authorization to pump water from the well shall not constitute a determination of correlative water rights. The permittee is notified and by this provision understands that the quantity of water taken from the well could be reduced by the Commission in the future. This permit is not a commitment that the pump capacity permitted here or even some lesser amount is guaranteed in the future.
4. The applicant shall provide and maintain an approved meter or other appropriate device or means for measuring and reporting total water usage. Water usage shall be measured on a monthly basis and reported to the Commission.
5. The following shall be submitted to the Commission staff within 30 days after completion of the work:
a. Well Completion Report.
b. As-built sectional drawing of the installed pump.

6. The applicant shall comply with all applicable laws, rules, and ordinances.
7. The permit application and staff submittal approved by the Commission at its meeting on October 13, 1993 shall be incorporated herein by reference. ------
8. This permit may be revoked if work is not started within six months of the date of issuance or if work is suspended or abandoned for six months. The work proposed in the permit application shall be completed within two years from the date of permit issuance.

An archaeological inventory survey was conducted by the Consulting Archaeologist firm of Paul H. Rosendahl, Inc., (Walker, Kalima, and Rosendahl 1990: ''Archaeological Inventory Survey, Royal Vistas Estates Development, Land of Puuanahulu, North Kona District, Island of Hawaii 1MK: 3-7-1-05: 26-34, 39-41'1 which included the subject property. No archaeological site was located within this parcel. Hence, this action will have "no effect" on historic sites.

Work on the well was supposed to begin within six months of the date of issuance of the permit, or by February 8, 1991. By a letter dated Apri119, 1991, we extended your start date an additional six months to August 8, 1991. By this letter we are extending your start date an additional six months to February 8, 1992. Please note that the well should be completed within two years of the date of issuance, or by August 8, 1992.
Please notify the Division of Water Resource Management, in writing, before any work covered by the permit begins, or if work cannot begin by February 8, 1991.

In accordance with the Department of Land and Natural Resources Administrative Rules, Section 13-168, entitled 'Water Use, WeDs, and Stream Diversion Worksif'; your application to construct and test Puu Anahulu Well (Well No. 4950-01) within Tax Map Key: 7-1-05:19, for golf course irrigation use, is approved subject to the following conditions:
1. The Division of Water Resource Management (DWRM), Geology-Hydrology Section, shall be notified at 548-7543, before any work covered by this permit commences.
2. The permit shall be for construction and testing only. No pennanent pump may be installed and no water used from the well without the necessary pump installation permit from the Commission.
3. The proposed use shall not adversely affect existing legal uses in the area.
4. The following shall be submitted to DWRM, P.O. Box 373, Honolulu, Hawaii 96809, within 30 days after completion of the well:
a. Well Completion Report.
b. Elevation (referenced to mean sea level) smvey by a Hawaii-licensed smveyor.

Agency Review: The application has been sent to the State Departments of Health and Hawaiian Home Lands and to the Hawaii Departments of Water Supply and Public Works for review. There have been no objections to the project.
Analysis: The well is expected to develop potable water from a fresh high-level aquifer. No immediate adverse impacts are expected although there may be long-term effects depending on the amount of use in the area.
Water Availability: The well is located in the Hualalai Sector, Kiholo System of Hawaii. Sustainable yield is estimated at 18 mgd.
RECOMMENDATION:

Thank you for the opportunity to review and comment on the subject application. We have examined the application and have the following comments to offer:
1. The application indicates that the proposed well will be limited to golf course irrigation. Thus, the Department's Administrative Rules, Title 11, Chapter 20, "Potable Water Systems," will not be applicable. However, in the event that the proposed uses were to change, please inform the Safe Drinking Water Branch.

The proposed well is situated above the Underground Injection Control (UIC) line. Land areas above the UIC line are considered to contain underground sources of drinking water. Thus, it is essential that the well be designed and constructed to prevent the possibility of groundwater contamination. For example, the well should have a concrete well pad and full grouting to prevent seepage or floodwaters from migrating down the well shaft.
The operation of the proposed well should not be allowed to adversely affect the water quality of nearby drinking water wells. Our records indicate that the proposed well will be located approximately 4,500 feet from the Puu Waawaa well (State well no. 4850-01) .
The Department's UIC maps indicate that well no. 4850-01 is a drinking water well. However, the Department of Land and Natural

Resources' Ground Water Index and Summary notes this to be an irrigation well. We request that you check the validity of this information.

We note that the proposed well at Wahikuli is intended to serve the proposed HFDC affordable residential development adj a'cent to Lahaina. Hawaiian Home Lands are not affected by this well development.
'-......., The proposed Puu Anahulu well would withdraw 1.2 Million gallons per day for a golf course. Notwithstanding the value of this golf course to economic activities, we question the wisdom of devoting valuable potable groundwater for golf course use. We support a policy favoring secondary (recycled) supplies for golf course irrigation and to connect potable supplies for domestic use.
Hawaiian Home lands at Kawaihae are not directly affected by this proposal.
