Xiaoguan area has very beautiful street view
and surroundings. In its central area, it is a greenbelt of almost 10,000m

iver that runs through the whole park. This area has a dense population and convenient transportation, w

ithin the jurisdiction, there are 2028 social units of various
types including 275 municipal units, 30 regional units, 2 press units, 9 university &

Based on the principles of total involvem
ent and social cooperation, Xiaoguan Subdistrict w
ill be built into a safe
comm
unity by improving safety facilities, strengthening safety m
anagement and accident prevention, increasing the level of
injury prevention and reducing accidents and injuries. It will try to provide a safe and liveable environm
ent as well as safety
knowledge to all the residents to change their unsafe life style, reduce injuries and enhance the security of com
munities.
Three targets of safe comm
unity construction are:
1. Popularize the idea of safe comm
unity, form the atm
osphere of injury prevention concerned by the whole society and
develop the joint working m
echanism.
2. Reduce the injury rate to enhance residents’
satisfaction and sense of security.

he injury risk-panorama in the com
munity.
It is a residential living area built in eighties and nineties so that it has more old com
munities, higher density of

population, less modern com
munities, m
ore old people and outdated infrastructures. Based on risk identification and analysis
of injury data provided by specialized department, investigation w
as made to this com
munity in 2008 in the m
anner of
questionnaire and forum of specialty, and the m
ain risks were as follow
s:
1. There are more than 1400 production and business units in this area covering architectural decoration, scientific
research service, wholesale and retail, m
anufacture, entertainment, m
edical treatment and public health as w
ell as
accomm
odations and catering. Main risks existing in w
orking place are the comm
on problems of city such as fire hazard and
hidden danger of electricity utilization.
2. Roads of this area are all built in earlier era so that they are unable to keep w
ith increasing vehicles because of
narrowness, w
hich has a big impact on travelling of residents around. Fire fighting equipm
ent are always m
issed in the
outdated comm
unities; meanw
hile, the problems such as fire fighting access is blocked, corridor is occupied by stockpiling,
and emergency exit is occupied by som
e business units will delay em
ergency rescue.
3. Because of the outdated com
munity, backw
ard infrastructure and lack of safety knowledge in electricity and gas
utilization, there were approxim
ate 2000 direct-emission w
ater heaters used in 2009, and some resident still used coal heating

with the hidden danger of carbon m
onoxide poisoning. There were m
ore than 15,000 old people (above 60) in 2009,
including more than 4,000 em
pty-nest elderly who have injury risk and various security needs and about 800 disabled
persons that reflects the inadequate rehabilitation service.
4. Public security: preventable cases happen occasionally for lack of security & protection and technical prevention. The
statistical analysis of preventable cases in Xiaoguan area show
that there were m
ore than 70 preventable cases in 2009 and
most w
ere stealing and house breaking (97%).
5. There are 2 middle schools, 2 prim
ary schools and 3 kindergartens in this area with total students of m
ore than 5,000,
for which the hidden dangers are injuries from
falling, crushing and spraining caused by lack of safety knowledge and
incomplete safety facilities. B

unity construction, optimizing the organizational system
and extending its coverage. The construction
work is brought into social adm
inistration for overall planning and promoted as livelihood program
and people-centred
program.
During continuous im
provement, full coverage of fire fighting, production safety and public security grid is realized in
this area. The construction of voluntary fire brigade and voluntary firemen is strengthened and the w

routine safety is developed. A three-level security supervision and inspection system

Based on identification of risk source and findings of questionnaire survey in residents, the control objective and plan of
accident and injury prevention since 2009 is made in com

security, traffic, fire fighting, emergency m
anagement of public place, w
orking place, the elderly, home, children, the
disabled and floating populations; meanw
hile, it pays special attentions to safety of the elderly, fire safety, traffic safety in
the comm
unity and children safety.
D.1 Public security
(I) Background
The project team m
ade a statistical analysis on preventable cases of Xiaoguan area in 2009. Such cases are m
ainly

stealing and house braking (97%), in w
hich most stealing happens around H
uatang supermarket in N
orth Forth Ring and
most house breaking happens in the outdated com
munities w
ithout property managem
ent. Since 2009, there are 71
preventable cases recorded that is 18.3% higher than that in the sam
e period last year (60 cases), in which there are 41 house
breaking cases that is 13.8% higher than that in the sam
e period last year (36 cases), 16 car theft cases that is 23.1% higher
than that in the same period last year (13 cases) and 14 household robbery cases that is 27.2%
higher than that in the same
period last year (11 cases). Because there are m
ore outdated comm
unities in this area so that it is impossible to carry out
closed-off managem
ent; meanw
hile, property managem
ent is not in place, the resident are many and m
ixed, there is a higher
breakage rate of entrance guard and lack of monitor and the resident has very w
eak self- defensive consciousness, so there is
a relatively high incidence of public security cases in these comm
unities.
(II) Target and plan
Police office and integrated enforcement team
are set up to enhance the police affairs, give full play to the role of mass
prevention and mass treatm
ent and to develop a grid prevention and control system for social aspect. M
eanwhile, it can
improve the level of resource and technical prevention, reduce the incidence of preventable cases w
ithin this area and
enhance residents’ sense of security and satisfaction by m
eans of increasing access control system, upgrading and
rebuilding the video monitoring system
and founding the safe demonstration com
munities.
(III) Promoting m
easures

anagement: this area is divided into 5 public security m
aintaining grids of social aspects to form a four-level
network platform
constructed by Subdistrict Office, com
munity residents com
mittee, w
orking team of residents (large social
units), flat managers and volunteers; there are 345 public security volunteers registered w
ith real name. Since 2009, the
agency has invested more than R

1 million yuan to set up 19 police office in the key areas such as m
ain intersections and

transportation junctions, campus and m
ass market; policem
en, security officer and guard mem
bers will be on duty for 24
hours. 2. Since the building talk-back and access control systems w
ere widely installed in 2008, the com
munity has invested

B 150-200 thousand yuan annually and signed m
aintenance contract with specialized technology com
pany to provide
maintenance for 920 access control system
s in this area. In addition, Subdistrict Office has invested 600 thousand in year
2012 and 2013 to entrust specialized technology to replace 113 unusable access control systems and to guarantee a
serviceability rate of 95% for the access control system
.

Because the roads are constructed in earlier era, they are dam
aged seriously and have great impact on residents’
travelling. From 2008 to 2009, there w
ere 18 vehicle scratches and 26 cases of pedestrian and bicycle injury caused by traffic

With the increase of vehicle num
ber in city, blocking of fire fighting access are increasing; in the sites of business
operation, most fire fighting accesses and em
ergency paths are occupied in order to increase sales; each floor in residential
area is occupied by stockpiling and hidden danger of fire safety begins to show up. The buildings w
ithin the jurisdiction are
constructed in earlier era, so there is not any property managem
ent and various fire fighting facilities are lost and out of
work. The residents are lack of fire fighting know
ledge, awareness and self-rescue ability so that they cannot respond to
unexpected fire effectively.

Clear up fire fighting access to low
er the extent of fire hazard; organize Traffic Control and Fire D

the analysis on accident injury in all regions in 2009 that, the traffic accident,
production accident, fire or fire alarm w
as mainly because the liability subject got out of line and carried out operation against
rules, and the public security was caused because the force of m
aterial prevention, technical prevention and civil air defense
was w
eak. Therefore, the security control and safety inspection of key roads, key industry (public place, gas station and gas
station) and key sites (catering enterprise, school and comm
unity living place) shall be enhanced, the force of material
prevention, technical prevention and civil air defense shall be improved, and the potential safety hazard and occurrence rate
of case shall be reduced practically. It can be known through the inform
ation analysis on treatment groups in 2009 that, the
injuries of traffic safety, fire safety, home safety, w
orking place safety, public security safety and campus safety shall be
mainly intervened.
Injury record
The medical injury m
onitoring and injury monitoring of functional departm
ent shall adopt the uniform injury record
format, including the age, career, gender, educational level and household registration of the injured; tim
e, place, cause and
description of process for injuries; nature, part, degree and handling method of injuries and etc. The m
onitoring is divided
into daily monitoring and special survey. For the daily m
onitoring, generally, the full-time doctor assigned by the Third
Hospital of TC
M and health service center shall be responsible for collecting the outpatient inform
ation of relevant hospital.
For the special survey, the questionnaire shall be designed upon the survey objective. All records w
