Executive Summary

Introduction: The City of Kyle, Texas is located on Interstate 35, twelve miles south

of Austin and ten miles north of San Marcos in northeastern Hays County. At this site the Balcones Escarpment meets the blackland prairie; to the east is farming and to the west, ranching. Kyle has traditionally been a bedroom community for the City of Austin and a crossroads town linking communities to the east with the Texas Hill Country.

Trade Area: The Village at Kyle is situated in Hays County almost at the halfway

point between South Austin and San Marcos. This trade area has been growing an average of 125% annually. Kyle is currently the 5th fastest growing city in Texas, and the fastest growing city between Austin and San Antonio. Strong in-migration, a growing base of employees, and significant additions to the infrastructure and housing supply have all contributed to Hays Country establishing itself as a premier destination for business and families. The rapid growth is expected to continue, as the Texas State Data Center predicts that Hays County’s population base will rise from 124,432 residents in 2005 to almost 345,000 by 2025 – an annual growth rate of approximately 5.2 percent. In fact, the county’s growth is projected to double the Austin MSA’s overall pace during this same period.

Project Description: The Village at Kyle is a 215 acre mixed use development. Seton

Hospital, the largest health care provider in Central Texas and a part of Ascension Health Care, will develop 75 acres of the project for a full service hospital facility. SCC Development Company will develop a 900,000 sf shopping center in two phases that will be located in front of the hospital. FM1626, the major east west thoroughfare through the region will be extended from IH-35 to Dacy Lane. Phase I of the project will be on the north side of FM 1626 and will open in the spring of 2009. Phase II will encompass the south side of FM 1626 and will open in spring 2010. Seton Hospital is scheduled to open in November of 2009.

The scope of the development is as follows:

• Seton Hospital – 300,000 sf hospital facility with 141 beds in Phase I. The hospital is expandable to 210 beds. The hospital will employ approximately 2,200 people and Seton plans to open the hospital in November of 2009.

• Medical Office Building – The first phase of the hospital complex will have a 100,000 sf office building for doctors and outpatient care. Seton has plans for an additional 80,000 sf medical office building that can be incorporated into Phase I if needed.

• Shopping Center – Phase I of the shopping center will be on the north side of FM1626 at IH-35 and will contain approximately 500,000 sf of retail. There will be a mix of big box, junior anchors, shop space and pads in this first phase. Delivery of space in Phase I will be in early spring of 2009. Phase II of the center will be on the south side of FM 1626 at IH-35 and will have almost 500,000 sf of retail space. Phase II will have more junior anchor space along with small shop space and various pad opportunities. Phase II will be delivered in spring of 2010.

Access Road Network: The Village at Kyle is easily accessible from IH-35, the State’s major

north-south interstate highway, as well as FM 1626, an important highway linking Kyle to the City of Austin. Traffic Counts on IH-35 are 90,000 v.p.d. and the projected traffic count on FM 1626 is 32,500 v.p.d.

Austin Market Overview: Austin is a leading technology center and the fastest growing market in

Texas with the local economy still growing at a robust 4.5% annually. Despite the economic downtown associated with 9/11 and the dot com bubble, local economist Dr. Ray Perryman projects almost 100,000 new jobs will be formed in Austin over the next five years. As the capital of Texas, Austin is the center of all government activities in the state and home to the state’s largest university, the University of Texas.

Kyle eager for hospital-led development $438 million project would include medical center, shopping center.

KYLE — A $438 million development could bring a hospital and shopping center to this rapidly growing Hays County city by 2010, under an agreement announced Thursday at City Hall.

In a letter of intent, Kyle council members supported the Seton Family of Hospitals' plan to build a 110-bed hospital on a 205-acre site at Interstate 35 and Bunton Creek Road that has been under contract since January. The hospital would open in 2010 and could be expanded to 210 beds by 2020.

Because the hospital and accompanying physicians' office complex would occupy only about 75 acres, Seton has joined SCC Development Co. in plans to build 900,000 square feet of space for national and local retailers. Preliminary plans would include a mix of large retailers, smaller shops and restaurants, said Kelly Shaw, a principal with SCC.

"We're very excited about the dual benefit for the City of Kyle," City Manager Tom Mattis said.

Officials said the deal would:

•increase the city's existing tax base by 40 percent, generating nearly $11 million annually in 2020.

•provide $70 million in annual tax revenue for the Hays school district over the next 20 years.

•have developers donate about 20 acres to the city for parks.

•add an estimated 4,600 jobs to the city, which bills itself as one of the fastest growing in Central Texas.

The letter of intent is not a formal agreement on plans for the development, which is contingent on Seton getting approval for the project from its parent company, Ascension Health in St. Louis, said Tom Gallagher, Seton's senior vice president of business development. Ascension Health will review the development plans in September, he said.

"We already serve a lot of you with our other hospitals, but this will be another opportunity to provide more direct service in the community," Gallagher told council members Thursday.

Under the agreement outlined in the letter of intent, Kyle and Hays County would build and improve roads and extend utilities to the undeveloped land. FM 1626, which runs west of I-35, would be extended east, and Dacy Lane would be improved.

As part of the deal, the city would would refund up to $2 of every $3 in sales tax revenue — the county would refund $1 of every $3 — generated by the development with Seton and SCC for the first few years of the project; the refunds would expire after 15 years.

It's not uncommon for hospitals to attract retail developments, said Charles Heimsath, a real estate consultant and president of Capitol Market Research. Many hospitals are close to professional office space, and stores catering to people making hospital visits, such as pharmacies and floral shops, also tend to be located nearby.

Flatrock Springs development near Marble Falls announced in May 2006 is another example of a mixed-use project that features a hospital. The Lake of the Hills Regional Medical Center is scheduled to open in early 2009 at Flatrock Springs, which also includes residential, retail and golf community.

Many Hays County residents travel to Austin or go to Central Texas Medical Center in San Marcos for health care.

Both Seton and St. David's HealthCare, which had about 50 acres under contract near I-35 and Yarrington Road, had expressed interest in opening hospitals in Hays County,which with 115,030 residents in 2005, grew 18 percent since 2000, according to census figures.

St. David's no longer has that land under contract, said Richard Hammett, vice president of strategic planning and development for St. David's.

"Our interest has not changed in Hays County, we're just trying to find another site," Hammett said.

Gary Jepson, president and chief operating officer of Central Texas Medical Center, said Hays County is growing fast enough to support two hospitals, but not three. Most of Central Texas Medical Center's patients are from the San Marcos area, but residents in Northern Hays County tend to go to Austin because it is closer, he said.

"I hope and believe at the end of the day that there is plenty of business here for everybody," Jepson said.

Hundreds of jobs may head for Hays Co. Austin Business Journal - by Kate Harrington ABJ Staff

Columbia, Md.-based U.S. Foodservice Inc. is talking with both Buda and Kyle about buying land to build a warehouse and distribution center, according to sources familiar with the company's search process. The facility could span between 250,000 square feet and 500,000 square feet, according to sources, and would initially bring about 300 employees to the area.

While U.S. Foodservice's manager of media relations, Philip Jones, declines to comment on the company's potential activity, sources say U.S. Foodservice is very close to making a deal to close on land in Kyle. Austin-based Site Solutions Inc. is acting as the broker for the company. Representatives of Site Solutions couldn't be reached for comment.

U.S. Foodservice is a food service distributor that employs about 27,000 people in 70 locations nationwide, with 250,000 U.S. clients that include restaurants, hospitals, hotels and schools.

Diana Blank, director of economic development for Kyle, says she can't comment on whether or not the city has been talking to or trying to recruit U.S. Foodservice, but says the city has been talking to a distribution company.

That company has also been having conversations with other cities, she says, and with Kyle has discussed the possibility of an incentive package. Blank says that company's decision as to where it will locate may come within a matter of weeks, but declines to say how much land the distribution company is looking for.

"It would be significant incentives, and significant employment," Blank says of the distribution company Kyle has been talking to. "They would pay high-end wages, and it would become our largest private employer."

In the past two years, Kyle city officials have approved incentive packages totaling close to $50 million in subsidies to attract approximately 4,600 jobs from the Seton Family of Hospitals, SCC Development Co. and local computer maker RSI Inc.

Warren Ketteman, president of Buda's Economic Development Corp., also declines to say if Buda has talked to U.S. Foodservice specifically, saying Buda often talks with many business prospects.

"This area will continue to see business prospects in all realms and, in particular, warehouse and distribution just because of where we're located," Ketteman says.

On Jan. 9, U.S. Foodservice announced plans to close its Mesquite plant by the end of March, eliminating 138 jobs. The company currently has one Austin location, on Springdale Road, and locations in Dallas, Houston and Lubbock listed on its Web site.
