• PR strategy conceptualised as (Mintzberg, 1987):▫ Deliberate – pattern of decision to use communication as a
strategic opportunity to achieve organisational goals▫ Emergent – pattern of important decisions to use
communication to solve organisational problems in unstructured situations or capitalise on opportunities
