PERSONAL ASSISTANT TO CHAIRPERSON (NGEC 4)
GROSS SALARY SCALE: ENTRY Kshs. 230,000.00 p.m

The Personal Assistant to the Chairperson of the Commission is responsible to provide
technical and administrative assistance and support to the office of the Chairperson.
Requirements for the Appointment
For appointment to this grade, an applicant must have:-
i. A Bachelor of law degree from a recognized institution
ii. A master’s degree in Law or any other relevant and equivalent qualification from
a recognized institution
iii. Be an advocate of the High court of Kenya with a current practicing certificate
iv. Relevant experience in areas of human rights with focus on economic, social and
cultural rights and international reporting, gender and working with marginalized
groups, women, persons with disabilities and children;
v. Very good research, writing, communication and presentation skills;
vi. Excellent computer skills;
vii. Good interpersonal and people management skills;
viii. Good organizational and analytical skills;
ix. Has at least 5 years’ relevant experience
x. Honest, transparent and demonstrate high level of integrity;
xi. Ability to work under pressure to meet deadlines.
Duties and Responsibilities include:-
i) To provide support to the office of the Chairperson both programmatically and
administratively;
ii) To manage the Chairperson’s diary;
iii) To coordinate, facilitate and attend meetings assigned by the Chairperson;

iv) To assist in organizing Commission’s statutory meetings and any other meetings as
required;
v) To undertake research on issues related to the mandate of the Commission for the
Chairperson;
vi) To draft opinions and advice the Chairperson on topical issues as they arise relating to
Commission’s mandate;
vii) To prepare briefs and presentations for the Chairperson;
viii) To represent the Chairperson in meetings as may be required and /or assigned; and
ix) To undertake any other duties that may be assigned by the Chairperson, from time to
time.
PRINCIPAL PROGRAMME OFFICER (NGEC 5)
GROSS SALARY SCALE: ENTRY Kshs. 180,000 p.m

Requirements for the Appointment
For appointment to this grade, an applicant must have:-
i) A Bachelor’s Degree in Law, Gender studies, Sociology, Business/Public
Administration or any other relevant and equivalent qualification from a
recognized institution
ii) A Masters degree in a relevant field will be an added advantage
iii) A minimum of 5 years work experience on programs related to any one of the
following fields: Gender, human rights, public education, social research
and development
iv) A demostrable understanding of equality and inclusion issues for special
interest groups as defined in the Constitution of Kenya
v) Must have knowledge in use of computer applications
vi) Must have a thorough understanding of National goals, policies and
development objectives as in Kenya Vision 2030.

Duties and Responsibilities include:
The Officer will be responsible to a Programme Manager. Duties and responsibilities to this
post include:
i) Developing, implementation and evaluations of strategies and interventions
promoting equality and inclusion for special interest groups .
ii) Developing program thematic strategies in line with the overall NGEC strategic plan
and programming guidelines
iii) Preparing and implementing departmental workplans and budgets
iv) Designing and supporting cross-cutting operational research, advocacy work and
public education in the commission’s programmes
v) Enforcing the implementation of the rights-based approaches and the social inclusion
analysis in programming work
vi) Coordinating capacity building initiatives fro program officers and assistants, public
and private sector for the purpose of promoting gender equality and freedomm
from discrimation
vii) Developing and maintaining sustained partnership, strategic linkages and alliances
with all the stakeholders identified by the commission
viii) Developing and implementing public and private monitoring and audit strategy and
plans for various thematic groups
ix) Identifying new funding sources and generating concept ontes and proposals in line
with thematic strategies
x) Preparing monthly, quartely and annual program reports
SENIOR LEGAL OFFICER - (NGEC 5 )
GROSS SALARY SCALE: Entry Kshs. 180,000.00 p.m
TERMS OF SERVICE: 5 year contract , Renewable

For appointment to this grade, an applicant must have:-

i) Served in the grade of Legal Officer I or in a relevant and comparable position for
a minimum period of five years doing with focus on human rights, inclusion and
litigation especially public interest .
ii) Bachelor of Laws (LLB) from a recognized institution
iii) Post graudate diploma from Kenya school of Law
iv) Be an advocate of High Court of Kenya with a current practing certificate
v) Have a sound understanding of the Constitution of Kenya 2010
vi) Certificate in computer applications from recognized institution; and
vii) Shown merit and ability as reflected in work performance and results.
Duties and responsibilities
The Officer will be responsible to the Principal Legal Officer.
Duties and responsibilities at this level will entail:-
i) Representing the Commission in court of law
ii) Drafting legal pleadings especially in public interest litigation
iii) Advising the Commission on legal matters
iv) Liaising with external lawyers and commissions stakeholders
v) Ensuring compliance with all legal requirements by the Commission;
vi) Formulating, reviewing and follow-up of Commissions’ legal policies, contracts,
Memorandum of Understanding (MOUs) and all other legal documents;
vii) Receiving and processing complaints and carrying out investigations
viii) Maintaining complaints and investigations files, records, and data bases;
ix) Conducting research in legal issues falling within the Commission’s mandate;
x) Facilitating mechanisms for formal hearings and inquiries by the Commission;
xi) Preparing investigations, rapid response, research and inquiry reports;
xii) Attending court on behalf of the Commission.

LEGAL OFFICER II- (NGEC 6)

Requirements for the Appointment
For appointment to this grade, an applicant must have:
i) A Bachelor’s Degree in Law from a recognized institution
ii) Post Graduate Diploma in Law from the Kenya School of Law
iii) Be an advocate of the High Court of Kenya with a current praticing certificate
iv) A minimum of 3 years post admission experience in legal practice
v) Possess a Certificate in computer applications from a recognized institution

The Officer will be responsible to the Senior Legal Officer
Duties and responsibilities at this level will entail:-
i) Assisting in legal advisories on legal issues arising within the Commission’s
mandate;
ii) Representing the Commission in legal matters
iii) Assisting in formulating, reviewing and follow-up of Commission’s legal policies,
contracts, Memorandum of understanding (MOUs) and any other legal
documents;
iv) Receiving and processing of day-to-day complaints
v) Archiving data on legal issues
vi) Conducting field visits and investigation missions;
vii) Undertaking research in line with the Commission’s mandate;
viii) Assisting in facilitation of formal hearing and inquiries by the Commission
ix) Attending court on behalf of the Commission.

Requirements for Appointment
For appointment to this grade, an applicant must have:-
i) A higher diploma/diploma in any of the following disciplines:- social sciences,
business/ public administration or any other comparable qualifications from a
recognized institution;
ii) Diploma/certificate in Facility or Fleet Management is an added advantage
iii) At least three years’ experience in office administration
iv) Certificate in computer applications from a recognized institution;
v) Shown merit and ability as reflected in work performance and results
Duties and Responsibilities
i) Ensuring quality and good state of commission facilities including repairs and
maintenance for their full time availability and functionality.
ii) Ensuring facilities and office spaces are clean at all times and are well organized
iii) Operating office equipment and machines
iv) Applying and obtaining permits and ensuring all compliances with relevant authorities.
v) Timely generation, and processing of payments of all utilities and keeping clear
records of the same.
vi) Ensuring the commission fleet is in good condition and repairs are timely done
vii) Supervise and direct commission drivers, office assistants, and receptionists
viii) Deal with outgoing mails to ensure timely delivery
ix) Prepare and submit monthly facility and fleet reports

PUBLIC COMMUNICATIONS OFFICER III - (NGEC 8)

For appointment to this grade, a candidate must:
i) A Diploma in any of the following disciplines – Mass/Communication Studies, Public
Relations, Journalism or any relevant and equivalent qualifications from a

iii) Certificate in computer applications from a recognized institution

Duties and Responsibilities include:-
i) Assisting in preparation of appropriate print, promotional materials, television and
radio programs to disseminate information on activities of the Commission;
ii) Assist in documenting the Commission’s events through video, photography and press
cuttings;
iii) Assist with preparing and placement of radio and TV infomercials;
iv) Collection of materials for Commission’s newsletters, resource center, and for
placement in shared drives
v) Assisting in generating information for the Commission’s website, and preparation of
exhibitions and trade fairs.

i) Diploma in any of the following disciplines;- Computer Science, Information,
Communication Technology or in any other relevant and equivalent qualifications

Duties and Responsibilities include:-
i) Assisting with analysis, designing, coding, testing, implementing computer programs;
ii) Assist with provision of user support systems and training of users;
iii) Provide support in repairing and maintaining of information communication
technology and associated peripherals;

v) Assist with routine backing up of Commission’s data and files in designated drives;
