The Hobsons Bay Events and Festivals Plan 2016-2021 has three key goals: Goal One – To strengthen and support events that enhance our community Key aims of Goal One are to help build the capacity of local event organisers to deliver successful and sustainable events; provide opportunities for cultural celebration and expression; to acknowledge the diversity, heritage and environment of the city; support the development of strong and vibrant neighbourhoods; provide free or low cost entertainment options to enable people to experience and explore the city; and recognize and commemorate occasions of significance The following actions helped to deliver Goal One:
two community workshop sessions in Events and Risk Management Planning took place, attended by 29 participants representing 21 community organisations
support through the Local Events and Festivals and Small/Short Lead funding categories to 24 events, including Melbourne Renegades Pride Harmony Day, the ATAI Bathukamma Festival, the Finnish Festival 2017, Environmental Film Festival, Newport Lakes Bush Dance, Friends of Newport Lakes Anniversary, Eid al Adha celebrations in Laverton and Williamstown and carols events in Altona, Altona Meadows, Laverton, Newport and Williamstown
co-ordinating internal and external stakeholders to support organisers of events of significance – ANZAC and Remembrance Commemoration Services in Altona, Newport and Williamstown
co-ordinating the management of the baton relay routes and production of Community Celebrations in Altona and Williamstown for the 2018 Commonwealth Games Queen’s Baton Relay
20 events were produced during the period, Movies by the Bay (7 screenings at Altona and Williamstown), Summer Sounds (8 locations including Altona, Altona Meadows, Laverton and Williamstown), Nelson Place Presents, Block Party at Laverton and provision of support to other events that meet particular program or service needs of Council such as the Children’s Week Picnic

Goal Two – To strengthen tourism and economic outcomes Council aims to support events that have the capacity to attract significant visitation, to showcase characteristics of the city, including coastal, cultural, heritage, industry, maritime, cycling and opportunities for legacy or hallmark events that can contribute to a balanced calendar – especially outside seasonal peak periods and to maximise the use of event spaces and infrastructure. The following actions helped to deliver Goal Two:
partnerships to leverage regional and state festival events locally including Midsumma (Go West), Melbourne Food and Wine Festival (Eat Drink Westside) and a program featuring 27 separate events as part of the National Trust Heritage Festival (Heritage Hobsons Bay)
Major Events funding rounds supported 19 events. Events included the inaugural Australian Truck and Trade Show at the Altona Ballpark, Australia Day in Altona, Out on the Weekend, Jamaican Music and Food Festival, the Williamstown Literary Festival, Newport Folk Festival and the Melbourne International Jazz Festival at the Substation
postcode tracking from events with ticketed sales indicate a high percentage of visitors from outside of the west, especially the northern and eastern suburbs with great utilisation of water access to the city as part of the Out on the Weekend event
support to several sporting events with extended visitation including the Mitchelton Bay Series Cycling, which saw more than 400 participants including from New Zealand, UK, Japan and media that included scheduled coverage of Nelson Place and the waterfront; the 2017 WOW Challenge and Victorian Open Water Swimming Championships, which attracted over 1000 participants from throughout Australia and overseas, and included swimmers with a national and international profile

Goal Three – To effectively manage event impacts Council has a lead role in managing the community impacts of events and festivals and works to provide efficient and consistent processes to events assessments, permissions, requirements and notifications. The following actions helped to deliver Goal Three:
existing event planning guides on event and risk management planning reviewed and updated to reflect legislative and procedural changes
Council’s Events Unit established as the central point of contact for events applications, assessment and advice, assessing 80 applications through the Events Approval Team process
an ongoing process of inspections, attendance and debriefs for Level 2 and 3 events in line with best practice and resulting in continuous improvements in event safety and operations
co-ordination of all stakeholders and services in response to the New Year’s Eve mass gathering at The Strand, Williamstown
