January 5, 2010
NL Divisional Council met at the Centre for
Marine Simulation, Marine Institute. All six
councillors were present. Divisional
financial situation, AGM, cadet membership
and 2010 programme were discussed. Also it
was decided to send the National a cheque
for 80% of the registration of 2009 Maritime
Human Resource Solutions seminar.
January 21, 2010
The Company of Master Mariners of Canada
National Teleconference was held at 2000
hours NL time. Capt. J. Parsons, one of the
Division’s National Councillors represented
the Division.
January 26, 2010
The Division’s Annual General Meeting was
held at the Crow’s Nest Officers’ Club at

February 23, 2010
Monthly meeting of the Division was held at
the Crow’s Nest Officers’ Club at 1900 hrs.
In addition to the members there were six
guests, four professors from the Dalian
Maritime University of China, one from
Canadian Coast Guard and one from Informa
United Kingdom. The guest speaker was Mr.
David Griffiths who is the Chief Rescue
Specialist with the Canadian Coast Guard,
Newfoundland and Labrador. He gave a very
interesting and a valuable presentation.

A Divisional Council meeting was held at
the Centre for Marine Simulation. The
purpose of the meeting was to discuss the
budget for the upcoming 2 day seminar at the
end of September 2010.
March 19, 2010
The Military Museum Building Committee
was formed in June of 2009. The CMMC NL
Division was invited to be a member of this
committee. Capt. Patterson, the Div. Master
is the permanent representative. March 19th
meeting Capt. Zaki represented Captain
Patterson.
This Committee is working towards getting a
Military Museum on the Island of NL. All
the Canadian Provinces have a Military
Museum. Labrador has a small museum.

Monthly meeting of the Division was held at
the Crow’s Nest Officers’ Club at 1900 hrs.
The main item on the agenda was some
presentations by visiting Chinese Professors
to the Marine Institute. The topics were:
1- Dalian and Dalian Maritime
University (History of University)
2- The Training Ship “YUKUN” and
student affairs (including videos)
3- Research on Key Technologies of
Full Mission Navigation Simulation
System (videos included)
Dr. Tong Liu, Dr. Hong Guang Lu and Dr.
Yong Yin gave the presentations. Capt.
Patterson thanked them and presented each
with a NL book “Tolerable Good
Anchorage” by Ms Joan Rusted.

The CMMC National Council
Teleconference took place in the evening.
Capt. Chris Hearn, Deputy Div. Master and
Capt. Andrew McNeill, the Div. Treasurer
represented our Division.
April 27, 2010
Regular monthly meeting took place at the
Crow’s Nest. The guest speaker was Mr.
Derek Scott of Provincial Aerospace. The
topic was Maritime Surveillance. Provincial
Aerospace is a worldwide provider of
maritime surveillance aircraft and services.
Maritime surveillance is a critical tool used
by government to manage their coastal
waters and EEZ. He gave a very interesting
and an informative presentation.

NL Divisional Council meeting took place
at noon at CMS, the Marine Institute.
This was a special meeting before the regular
monthly meeting. September 29th

Regular monthly meeting took place at the
Crow’s Nest Officers’ Club. The speaker of
the evening was Capt. Matthew Wheaton of
CCGS Terry Fox. He gave a very interesting
account of the Arctic Operations. Also Ms
Laura Critch, a MUN Research student gave
a presentation in the hope of obtaining
contributions from Marine Officers for her
study. Her study topic is “To use human
factors approach to understand the factors
contributing to work related fatigue in

officers working in the Atlantic Canada
Shipping Industry”.

At the meeting Capt. Sid Hynes was
presented with his Membership Certificate
and his 25 year Lapel Pin. Capt. Hynes is
one of the very first to join the Division after
it was formed in June 1977. At this meeting
he was congratulated for being selected as
one of 500 most successful Atlantic
Canada’s CEOs of the year 2010.

Capt. Parsons, Capt. Krishnan and Capt.
Patterson
The Divisional Master Capt. Patterson
entertained Capt. Gopala Krishnan of
Singapore at the Crow’s Nest from 1730 to
1830 hrs. Capt. Krishnan is the Senior
Manager of the Maritime Simulation and
Innovation Division of the Singapore
Maritime Academy. He is the past President
of the Nautical Institute of Singapore. He is a
recipient of Singapore President’s Medal for
public service.

The last meeting before the summer break
was a Dinner Meeting at The Keg Restaurant
on Harbour Drive. It was a very good
meeting and the attendance was very good.

July 14, 2010
Divisional Council met to discuss the
upcoming September Conference. The
meeting took place at Virtual Marine
Technology board room. Five out of six
councillors were in attendance. Capt. Hearn
was unable to attend this meeting. The
meeting lasted for about an hour and all
aspects of the conference were covered.
Capt. Parsons feel pretty confident that this
will be a successful conference.

The CMMC NL Division participated in the
Memorial Service for Canadian Merchant
Navy Veterans conducted by the
Association. Capt. Chris Hearn the Deputy
Divisional Master laid the wreath on behalf
of the Division. It was a miserable day
however all went very well. Some pictures:

The CMMC NL Division held the annual
mentoring programme get together with the
Nautical Science students. This took place at
1800 hrs in the Centre for Marine Simulation
at the Marine Institute. Pizzas and assorted
soft drinks were served.
Present were nine Divisional members and
eleven students. The Members introduced
themselves and the students did likewise.
The students were grouped for the technical
papers. They discussed their topics with the
members. Members of the Division will be
asked to come forward to assist the students
in any way they can.

Division’s Annual Conference on
Maritime Human Resource Solutions.
The CMMC NL Division held a reception at
the Crow’s Nest Officers’ Club on the 28th
prior to the conference. The two day
conference was a success. The Key Note
Speaker was Captain Hartmut Hesse of IMO.
Captain Hesse studied chemistry at Bonn
University from 1969 to 1971. He joined the
German Merchant Navy in 1971. In 1975 he
obtained his Master's Certificate and stayed
at sea until 1977.
On coming ashore he worked for the same
shipping company he sailed with, in its
Dangerous Goods Department until 1985.

He then moved to London as a Container
Ship Operator and representative of that
company in a multinational consortium until
1990, when he was called back to
Headquarters in Hamburg to help set up a
new operation.
In 1991 he joined the IMO Secretariat as a
Senior Technical Officer in the Cargoes and
Facilitation Section of the Maritime Safety
Division and was appointed as Head of that
section in 1995.
In August 1999 Captain Hesse was
appointed as Head of the Navigation Section
in the same Division and following the
incorporation of the Maritime Security
responsibilities in the IMO Secretariat
duties, he has been appointed to head the
relevant new Section as Deputy Director.
With the restructuring of the Maritime Safety
Division in 2004, Capt. Hesse was appointed
Senior Deputy Director and heads now the
Sub-Division for Operational Safety and
Human Element.

Captain Andrew McNeill, Commander of
CCGS Louis S. St-Laurent, was selected to
participate as a lecturer at the 19th
“Antarctic Waters Operations” course at
the Maritime Training Center (CIMAR) in
Valparaiso, Chile.
This is the third consecutive year that the
Chilean Navy have invited the Canadian
Coast Guard to provide a guest lecturer. The
course was presented to 19 Senior Officers
and Captains from 10 different countries
from Oct 18 to 28th, 2010.
In addition to presenting lectures on ship
handling in ice, Captain McNeill assisted with the observation and critique of ice

navigation simulation exercises with
CIMAR’s full mission bridge simulator and
Antarctic passage plan presentations from all
of the course participants.

1900 hrs. Capt. Chris Hearn, the Deputy Div.
Master was in the Chair as Capt. Patterson,
the Divisional Master was out of the country.

Memorial Day Celebrations at Marine
Institute. The Division took part in the
Celebrations as usual. Capt. Chris Hearn, the
Deputy Divisional Master laid the wreath on

The last general meeting for the year took
place at the Crow’s Nest with a large number
of members in attendance. In addition to
several agenda items, there was one very
important presentation. The guest speaker
was Mr. Dwight House, the Head of The
School of Ocean Technology at The Marine
Institute. Mr. House from his years of
experience of running competitions (ROV –
remotely operated vehicles) enlightened the
members as to what to expect and what may
be required to do to conduct the Nautical
Competition successfully. He shared his

historical experience of running regional and
international competitions that may be of
great help to the Division in running the
Nautical Competition.
