How to shift towards SCP?
What is SCP?
Sustainable Consumption and Production (SCP) is about “the use of services and related products,
which respond to basic needs and bring a better quality of life while minimizing the use of natural resources and toxic materials as well as the
emissions of waste and pollutants over the life cycle of the service or product so as not to
jeopardize the needs of further generations”.(Oslo symposium, 1994)
SCP is not necessarily about consuming less. It is about doing more and better with less.

SCP Mandate from Rio to Rio
It is a global framework of action to enhance international cooperation to accelerate the shift towards SCP in both
developed and developing countries.

Governments, relevant international organizations, the private sector and all major groups should
play an active role in changing unsustainable consumption and production patterns;”

What is the 10YFP?
4 Main Objectives
•
Accelerate the shift towards SCP in all countries
by supporting regional and national policies and initiatives.
•
Increase resource efficiency and decouple economic growth from environmental degradation, creating decent job and economic
opportunities,
contributing to poverty eradication and shared prosperity.
•
Support
capacity building
and facilitate access to financial and technical assistance
for developing countries, supporting the implementation of SCP
activities at the regional, sub‐regional and national levels.
•
Serve as an information and knowledge sharing platform on SCP to enable all stakeholders
to exchange policies, tools, initiatives and best
practices, enhancing cooperation

Inter-Agency Coordination Group has been established
Objectives: ensure UN cooperation in the implementation of the 10YFP, identifying synergies and joint projects, and engaging UN
agencies in relevant 10YFP activities (e.g. programmes, research, trainings, national and regional implementation).

Over 108 countries engaged
To date, over 108 countries have nominated their national focal points and alternates.
Some of them are already taking action on the following areas:
•
Support the vision, objectives and goals of the 10YFP.
•
Organizing inter‐ministerial national roundtables and dialogues to coordinate country’s participation and support to the 10YFP
•
Exchange and disseminate relevant information on SCP plans, programmes activities, events, through inter alia, the Global SCP
Clearinghouse, which will serve as the information and knowledge platform of the 10YFP.
•
Developing national SCP Strategies/programmes.

National Focal PointsCould assume the following role:
•Support the vision, objectives and goals of the 10YFP.
•Share information on the 10YFP and enhance interministerial and multistakeholder coordination.
•Be the focal point for the 10YFP Board and Secretariat.
•
Contribute to the 10YFP implementation (e.g. national rdt, projects, research, etc).
•Exchange and disseminate relevant information on SCP through inter alia, the Global SCP Clearinghouse,.
•Be the focal point to submit national proposals to the Trust Fund (only for developing countries & economies in transition)
•
Objective: SFP will provide guidance, facilitate and coordinate the
engagement
of
stakeholders/major
groups
in
the
10YFP
activities and implementation.
•

Groups Organising Partners jointly nominates, for each of the nine Major Groups :

Focal points should be nominated by 30 September.
Stakeholder focal points
Objectives:
to receive and mobilize resources in a stable, sustained and predictable manner
to develop SCP programmes
in developing countries and countries with economies in transition, as appropriate, and to promote the transparent
allocation of resources;
Be used to support the implementation of the 10YFP in developing countries, such as providing seed money for developing and implementing programme proposals;
Donors, the private sector and others will be encouraged to contribute to the trust fund, once established, providing
general support to the 10YFP, as well as support to specific programmes and initiatives
responding to the national and
regional priorities of developing countries.

Programmes at the core of the 10YFP
Programmes

capacity & knowledge “gaps”.

synergies
and
cooperation
between stakeholders,
and
allow
scaling
up
and
replication
of
policies,
voluntary
measures,
management
practices,
and
partnerships promoting
the
shift
to
SCP
patterns,
engaging
governments,
business, civil society, consumers and other major groups.
