TERMS of REFERENCE

The Central European Initiative (CEI) is an intergovernmental forum, composed of 18 Member States (10 EU countries and 8 non-EU countries) with a population of over 250 million: Albania, Austria, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Hungary, Italy, Macedonia, Moldova, Montenegro, Poland, Romania, Slovakia, Slovenia, Serbia and Ukraine. The CEI was established in Budapest on 11 November 1989 as the first forum promoting regional cooperation among the countries of Central, Eastern and South-Eastern Europe. Since its establishment, the CEI activities have focused on fostering political and socio-economic development in the region, with the aim of avoiding new dividing lines in Europe, while contributing to the European integration process. The incumbent will join the team of the Unit for EU Projects within the Executive Secretariat of the Central European Initiative (CEI-ES). He/she will be responsible for assisting CEI-ES senior staff/Project Managers in the implementation of the following EU-funded projects:

- ADRIPASS, Integrating multimodal connections in the Adriatic-Ionian region, co-financed by Interreg ADRION (CEI-ES acting as Lead Partner);

- CONNECT2CE, Improved rail connections and smart mobility in Central Europe, co-financed by Interreg CENTRAL EUROPE (CEI-ES acting as Lead Partner);

- COME-IN!, Cooperating for Open access to Museums – towards a widEr INclusion, co-financed by Interreg CENTRAL EUROPE Programme (CEI-ES acting as Lead Partner);

- NAMIRG, North Adriatic MIRG Maritime Incident Response Group, co-financed by DG ECHO of the European Commission (CEI-ES acting as Lead Partner).

MAIN TASKS: I. Project Management Under the supervision of the Project Manager, the incumbent will:

a) Contribute to the elaboration of project deliverables under the responsibility of the CEI; b) Contribute to monitoring activities, outputs and deliverables of project partners; c) Organise meetings and events, including preparation and distribution of documents,

correspondence with participants, registration of participants, minute-taking, etc.; d) Prepare background material pertaining to meetings when needed; e) Liaise with suppliers for catering and other services; f) Draft, edit and translate of papers, presentations, reports and official communications; g) Assist in the management of contacts; h) Participate in project meetings and other meetings and conferences.

II. Financial Management Under the supervision of the Project Manager, the incumbent will:

a) Monitor the project budget; b) Elaborate financial and narrative reporting according to the relevant programme rules (partner

reports and joint progress reports);

c) Prepare documents to be submitted to the First Level Controllers (FLCs) and liaise with FLCs; d) Assist the project team on payments; e) Assist in designing public procurement calls; f) Maintain digital and physical financial/accounting records and documents per each project; g) Participate in national and transnational seminars as required.

REQUIREMENTS:

a. Excellent knowledge of English and Italian; b. University degree (preferably in political science, economics, foreign languages/interpretation or

any other field of the social sciences); c. At least 3 years of certified professional experience consistent with the above-mentioned tasks,

related to EU project management and implementation (preferably within Interreg Programmes); d. Proficiency in using Microsoft Office applications, including Excel, Word and PowerPoint; e. High organisational skills.

TYPE OF CONTRACT AND TERMS OF EMPLOYMENT 2.987,27 EUR gross per month, Fixed-term Contract (Contratto a tempo determinato under the Italian Law). The incumbent shall be personally responsible for the payment of taxes, charges or other levies, if any, of the Italian or other State or subdivision thereof with respect to compensation or other payments received from the CEI-ES. It is understood that the Headquarters Agreement between the CEI and the Republic of Italy does not exempt Italian nationals or permanent residents from their fiscal responsibilities to the Italian State.
