• A temporary partition at the 17th parallel would divide Vietnam into a North and South.
• France had 10 months to withdraw to south of the division. The supporters of Vietnamese independence would withdraw to the north.
• No military alliances could be made with outside powers and no foreign military bases could be built on Vietnamese soil.
• Elections were to be held within two years to determine the leader of a re-unified Vietnam
