Mission
Provide leadership in the management of risks to which the Government is exposed to minimise the resulting financial impact on agencies.

Objectives Ensure adequate financial provision is made for the
cost of risk; Manage the overall cost of risk to government agencies
and the State; and Promote and assist in the development of resources for
the effective identification, quantification and treatment of risk within agencies.

Management of Volunteers
Personal accident - cover
No-fault personal injury cover for people who are not covered by workers’ compensation (ie who are not employees of an agency) if they:
• suffer or aggravate an injury which arises out of, and in the course of, their assistance to the government; or
• contract a disease for which their assistance to the government was the major contributor.
Includes authorised agency volunteers under an agency’s control.
Personal accident – cover (cont.)
Does not apply to volunteers:• deemed to be workers under the Workers
Rehabilitation and Compensation Act 1988 (WRCA); or• entitled to benefits in accordance with the WRCA
under certain legislation: • section 71 Nature Conservation Act 2002 • section 86 National Parks and Reserves Management Act 2002
Full WRCA benefits apply to these volunteers.
Personal accident – benefits
Calculated in accordance with the Workers Rehabilitation and Compensation Act 1988, including:• lump sum benefits (for death and permanent incapacity);• weekly benefits (replacing loss of wage or salary);• other reasonable costs and expenses (including rehabilitation)
2 year limit on benefits
Liability and Property - cover
Liability– Civil Liability Act 2002 – individual volunteers, acting in good
faith, exempted from liability arising from his/her negligence
– Agency directing volunteer incurs liability
Property– Cover for loss of, or damage to property owned by an agency
(excluding normal wear and tear)
TRMF does not cover:• personal property; or• private vehicles and vessels
