Subject:- Revision of pension of retired faculty and other staff in CentralUniversities and colleges thereunder and Deemed to be Universities whosemaintenance expenditure is met by the University Grants Commission (UGC)-reg.
Sir,
I am directed to refer to the Government’s decision regarding provisions regulatingpension including the revision of pension of pre-2016 pensioners/ family pensioners on therecommendations of 7th Central Pay Commission issued vide Department of Pension andPensioner’s Welfare (DoP&PW) OM No.38/37l2016- P&PW(A) dated 04.08.2016,12.05.2017 and 06.07.2017.
2. The DoP&PW (as per aforesaid OMs) has provided for following manner of revisionof pension/family pension:
As per 2nd formulation (recommended by 7th CPC), vide para 4.1 of OM dated04.08.2016 as follows:
For existing pensioners, who have retired before 01.01.2016 the revised pension/family pension with effect from 01.01.2016 shall be determined by multiplying the existingpension/family pension, as had been fixed at the time of implementation of 6th CPCrecommendations, by 2.57. The amount of revised pensionffamily pension so arrived atshall be rounded off to next higher rupee.

As per 1st formulation (recommended by 7th CPC), vide para-,4.1 of OM dated12.05.2017, as follows:
The pension/family pension w.e.f. 01.01.2016 may be revised by notionally fixing thepay of pensioners in the pay matrix recommended by the 7th CPC in the level correspondingto the pay in the pay scale/pay band and grade pay at which pensioners retired/died. Thiswill be done by notional pay fixation under each intervening Pay Commission based on theformula for revision of pay. While fixing pay on notional basis, the pay fixation formulaeapproved by the Government and other relevant instructions on the subject in force at therelevant time shall be strictly followed, 50% of the notional pay as on 01 .01.2016 shall bethe revised pension and 30% of this notional pay shall be the revised family pension w.e.f.01.01.2016. ln the case of family pensioners, who were entitled to family pension at enhancedrate, the revised family pension shall be 50% of the notional pay as on 01.01.2016 andshall be payable till the period up to which family pension at enhanced rate is admissible asper rules. The amount of revised pension/family pension so arrived at shall be rounded offto next higher rupee.
3. The DoP&PW’s OM dated 12.05.2017 vide para-S, further maintains that higher ofthe two formulations i.e. the pension/family pension already revised in accordancewith the OM dated 04.08.2016 or the revised pension/family pension as worked out inaccordance with para 4 of OM dated 12.05.2017, shall be granted to pre-2016pensioners as revised pension/family pension w.e.f . 01 .01 .2016. In cases wherepensionifamily pension being paid w.e.f. 1.1.2016 in accordance with the OM dated04.08.2016 happens to be more than pension/family pension as worked out inaccordance with para 4 of OM dated 12.05.2017, the pension/family pension alreadybeing paid shall be treated as revised pension/family pension w.e.f. 1.1.2016.
4. Accordingly, the entitlement of minimum pension for faculty and other staff of CentralUniversities and colleges thereunder and Deemed to be Universities whosemaintenance expenditure is met by UGC, retired prior to 01.01.2016 i.e. pre-2016pensioners may be worked out by the individual institution, following the principles laiddown in Department of Pension and Pensioner’s Welfare OM No.38/37l2016-P&PW(A)dated 12.05.2017 and 06.07.20’17 and subsequent OM dated 18.07.2017 &13.09.2017. All institutions may, accordingly, workout pension on the lines ofconcordance tables prepared by the DoP&PW vide OM dated 06.07.2017.
5. In the case of those employees who retired/ died before 01.01.1986, the pension maybe worked out on lines with concordance tables given in Department of Pension andPensioner’s Welfare OM No.38/37l2016-P&PW(A) dated 06.07.2017 based on their

notional pay as on 01.01.1986, which was fixed in accordance with D/o P&PW’s OMNo.45/86/97-P&PW(D)(|ii) dated 1 0.02. 1 998.
6. The revision of pension and pensionary benefits such as gratuity, etc. to thosepensioners who retired on or after 01.01.2016 shall be done as per Department ofPension and Pensioner’s Welfare OM No.38/37/2016-P&PW(A)(i) dated 04.08.2016.The revision of pension and pensionary benefits such as gratuity etc. are to be madeapplicable to only those who are already covered with the schemes which are inaccordance with the similar schemes for Central Government employees.
7. This order is applicable in only those cases where such pension schemes havealready been adopted with prior approval of Government of lndia/ Ministry of HumanResource Development (MHRD).
8. If the university/ college has fixed the pension in a manner different from the aboveformulation, the same may have to be reworked by the concerned university/ collegesand necessary adjustment be made.
9. Any excess payment made on account of incorrect fixation of pension or any otherexcess payment made shall be adjusted/ recovered against the future payments dueor otherwise to the beneficiary.
10. This issues with the approval of the Competent Authority.

of both AIFUCTO and AIFRUCTO may write to Secretaries of Higher educationrequesting them to take steps to implement revision of Pension on the basis of theOrder issued by MHRD on 11th June. I have attached the model letter to you. Pleasesend your suggestions immediately to me so that I can modify and send it to EducationSecretaries.
2. Hope you might have submitted representation for implementation of new pensionorder to the Secretary and Minister for Education in your state.
3. AIFUCTO has decided to organize statewide program on 19th July at State level.Kindly get information from affiliated units of AIFUCTO in your state and take part in iton behalf of AIFRUCTO and on behalf of your local Association.
4. AIFUCTO organizes a demonstration on 3rd Aug on their issues including revision ofpension in all states and reintroduction of old Pension scheme, scrapping NPS.
5. We decided to take part in that program in good strength and to show that all of usstand together for the issues of teachers. So I request you to mobiles our retiredprofessors in good strength and participate in this demonstration.
6. It is due for us to have our National Executive Committee meeting in AUGUST, 2018.We felt that we cannot ask our retired teachers to travel twice—one for Delhi andanother for our NEC. So we planned to have our NEC simultaneously with thatDemonstration program. So we approached nearest states. The Association inUttarkhand through its President Prof. Dr. Sachan has come forward to host NECmeeting on 4th or 5th August at Haridwar, a place away from Delhi by 5hrs Journeyapproximately. So I request all the NEC members of AIFRUCTO to come to Haridwarto attend the NEC meeting after attending the program at Delhi. Also I request theleaders of all state associations to mobilize a good number of our members and takepart in the demonstration Program at Delhi. I will intimate the exact date, time andvenue of our NEC meeting by next week. The Uttarkhand Unit will arrange for onenight stay at Haridwar for NEC members. If any other help is needed they can verywell approach Prof. Dr. Sachan. Other contact details will be sent soon with Agendaand official Notice for NEC meeting. Please book your tickets to Delhi now itself. Afterhearing from me, tickets to Haridwar and for return journey can booked.
7. I had sent the communication regarding replacing UGC by another body and takingaway its financial powers, which are to be handed over to a bureaucratic mechanism.I requested to discuss at your state Association level and send your comments andsuggestions before 6th July. Hope you might have taken action in this matter. I gotinformation from Odisha, West Bengal, Haryana and Tamilnadu that they are takingsteps in this regard. I request all other states also to initiate discussion and send theiropinion to the Government of India, with a copy to me. Hope you will agree with myprinciple that “I take care of my pension since it is my right and simultaneously I mustdo my duty to make higher education serve the interests of the common mass.”
8. I express my hearty congratulations to All Odisha Retired University and CollegeTeachers’ Association for, having made the Government of Odisha agree to givearrears of pension to the teachers retired from Aided Colleges and Aided Schools alsofrom 1-1-2016. Personally I salute Prof.Gopal Nanda, our National Secretary, prof.Niranjan Padhy, our Vice-President, Prof RabiRoy, our leader in Odisha andProf.Amiya Mohanti, General Secretary of FISE, for the leadership they provided inOdisha to achieve this.We are taking steps to rectify the pension parity issue of those retired prior to 2006 ina particular scale of pay both through lobby and thru court of law. I asked each stateto send me a name of a professor (who is affected in this matter) to serve in therespective subcommittee headed by Prof.Dr.Subba Reddy. Kindly send me thatname at least before our NEC.

CHENNAI UNIT69 members attended the meeting. Dr Swaminathan presided. Si-
lence was observed for a minute for the departed soul of Kingsly
Arasakumar. The unit is thankful to Dr. Vatsala for hosting the tea for the
meeting with a donation of Rs.4500/- Prof Arjunan Rs 4000/-, Prof.
Bharathan Rs. 4000/- are thanked for their donations for hosting the tea
for July and August meetings. The September tea is jointly hosted by
Prof.SS Kumar (2000), Prof. Chellamal (500) and Prof Parimal Alagar
(500). The President in his address mentioned about the recent
Assembly elections in Karnataka. The invitation of the Governor to Shri
Y. S Yediyurappa to form the government, which lasted for only 3 days
followed by the swearing in of Shri Kumarasamy, does not augur well for
democracy, he remarked. He also mentioned about the vexatious Cauvery
issue and the Thoothukudi Sterlite Factory issue leading to the massa-
cre of 13 people.
The Secretary appealed to the members to pay the subscription and
building fund for TANRECTA. The state tanrecta was congratulated for
obtaining a rented building for tanrecta at plot No.48/8, D-block,
Nallathambi Mudali street, Triplicane, Chennai – 600 005. Members are
asked to participate in large numbers for the tanrecta annual conference
at Erode, for which the dates will be announced soon.
The Secretary informed that he central order on uniform pension for
all college and University Teachers was about to be issued, thanks to the
efforts of AIFRUCTO and our national General Secretary Dr B.
Parthasarathy in particular. The TN Government is all set to issue the
orders on Revised Pay for college and university teachers in Tamilnadu
based on the 7th pay report. TN government have issued orders on “Rec-
tification of the anomaly relating to Junior getting more pay than the Se-
nior” and for an additional increment on the date of retirement subject to
the completion of one year of service after the sanction of the previous
increment. Members are requested to send change of address/phone
number, if any to 9087725798 (Secretary) by SMS or WhatsApp for
updating the same.
There was a discussion on NEET examination with a suggestion
that the examination should be conducted by an autonomous and
independent body instead of CBSE. The plight of teachers who retired
between 01.01.1986 and 31.12.1988 was highlighted with an appeal for
quick redressal of the issue. The arbitrary way in which Income tax was
deducted at source (TDS) by SBI for the pensioners was condemned by
tanrecta. The unit suggests the inclusion of the photo of Dr. D.S. Nakara
in our monthly journal for his historic efforts in the legal battle for pension-
ers all over India. It was remarked that pensioners who received pension
through IOB under the PSBS were sanctioned Pongal gift. There was a
mention about the ID card supplied by the treasury offices to the pen-
sioners in some districts. Individual details should not be highlighted in
tanrecta journal since it may lead to similar demands from many quar-
ters resulting in proliferation of unnecessary material in the journal. Next
meeting of tanrecta will be held on 14th July at 4pm.

to celebrate his grand daughter 's Birthday who is in Australia.

College and Prof. K. Senthilnayagam, retired Librarian of A. V. C.
College joined our unit as new members.
