East Hampshire District Local Plan Part 2: Allocations - ‘Call for Sites’
Guidance Notes for completing the Potential Sites Pro Forma
East Hampshire District Council is beginning work on the next document of the new East Hampshire Local Plan, which will be Site Allocations. This document will allocate land for residential and employment development across the District that does not form part of South Downs National Park. The Council will therefore need to produce an up-to-date Strategic Housing Land Availability Assessment (SHLAA) as well as an employment equivalent to assess the availability of land across the District. These land availability documents will be used to inform options for potential allocations to be included in the Local Plan Part 2: Allocations, and ultimately as evidence in the examination of the document.
As part of the evidence gathering for the housing and employment land availability assessments, the Council is undertaking a formal ‘Call for Sites’. This will inform future work on the Local Plan Part 2: Allocations that will identify where new development will be placed. This 'Call for Sites' will update information already held in existing databases. This means we require information about all potential development sites - new and existing.
If you wish to suggest a potential site and feel that it may make a contribution to the overall housing and/or employment land supply, please use the following Pro Forma and return by: Email: Post: [email protected]
Planning Policy Team East Hampshire District Council Penns Place Petersfield Hampshire GU31 4EX
In completing your form, please: Use a separate form for each site within East Hampshire (additional forms may be downloaded
from www.easthants.gov.uk/ehdc/planningpolicy.nsf). Only information supplied on a form can be considered.
Attach a map outlining the precise boundaries of the whole site and the part which may be suitable for development (if this is less than the whole). Without this mapped information we are unable to register the site.
In regards to potential housing, include only sites with a minimum site size of 0.2 hectares or capable of accommodating at least 5 dwellings.
In regards to employment, include only sites with a minimum site size of 0.25 hectares or capable of accommodating at least 500 sqm. of floor space.
Do not submit sites that already have planning permission for the intended use, unless different proposals are identified.
Please note that all sites will be considered, however, the inclusion of a site in the Assessment does not mean that it will necessarily be allocated for development. If you are unsure about suggesting a site please contact the Planning Policy Team on 01730 234280.

Appendix D – Site Assessment Guidance Notes
Site Assessment Guidance Notes
The SHLAA is a systematic study of land in the District which is likely to be available for housing development in the period up to 2028. All sites that are submitted as part of this process need to be assessed in a systematic way, in order to find the most suitable sites with housing potential. A scoring system was not used when assessing sites as this could lead to misleading results as for example a physical constraint could make a site unviable for development but high scores in other areas may create a positive impression of a site. Although the Site Submission Form provides many of the key details, in itself it would not be sufficient to assess the site and a more pragmatic and a user friendly approach was required. The most appropriate way of doing this was to design a Site Assessment Form. Due to criticism in the past regarding inconsistencies with the appraisal of submitted sites and the need for confidence in the robustness of the SHLAA at this critical stage in relation to the forthcoming Local Plan Part 2: Allocations, the Site Assessment Form was updated in 2014 to incorporate a traffic light system, in order to make site assessment clearer. The form is split into three main stages enabling the authority to discount sites that fail to meet the most essential criteria at an early stage. This ensures time is not wasted on analysing sites in more detail that have no realistic housing potential. Stage B focuses primarily on environmental and sustainability issues with availability and deliverability considered in Stage C. Consistent with the Practice Guidance, where it is unknown when a site could be developed, and then it should be regarded as not currently available for development. This may be, for example, where one of the constraints to development is severe, and it is not known when it might be overcome.
Site Assessment Criteria The Site Assessment Form firstly collects the general site specific information related to the address, ownership details, site size, developable area, current land use, relevant planning history and the character of the surrounding area. These details allow a clear understanding to be made before the initial desk top review takes place. The remainder of the Site Assessment Form uses a traffic light system to calculate the potential suitability of a site for housing development. A green light is where there is no impact or issue; amber is where there is an impact or issue that could be mitigated or is not significant. A red light is where there is a significant issue and without further information would restrict potential housing development. Although due to the rural nature of the District, there is likely to be some sites deemed ‘red’ in relation to access to services and facilities, therefore development should not be entirely ruled out. Stage A will investigate the strategic constraints of the site, which is a filter for the minimum requirements for the site to be suitable. These constraints relate to potential flood risk, environmental designations and location factors in terms of the sites relationship with settlements. If sites are deemed a red light within Stage A, then the site will be discounted. All remaining sites will be tested against Stages B and C, which will look at other possible constraints, as well the availability and achievability of the site. Where the judgement may be considered subjective as to where it would fall within the traffic light system, a decision will be made on the best available information. Using the information submitted regarding sites, as well as GIS an initial desktop assessment is made. A further survey is then conducted on site to collect more information about the development potential of site and thoroughly investigate possible constraints.
