GovernmentEMPLOYEES ARRESTED>> Locals feel long arm of the law after allegedly accepting R2 million in kickbacks

TWO senior government officialshave been arrested for allegedly re-ceivingmore than R2million in kick-backs from road repair contractors.
The arrests are the result of an18-month investigation by the Kwa-Zulu-Natal police anti-corruptiontask team comprising the Hawks,Special Investigations Unit and As-sets Forfeiture Unit.
Sukla Pooran Maharaj, based atthe provincial transport departmentoffices in KwaDukuza, is alleged tobe part of the racket.
He was arrested while holidayingat the Wild Coast and appeared atthe KwaDukuza Magistrate’s Courton19December.He wasgranted bailof R10 000 before the matter wasadjourned to a later date.
Maharaj is alleged to have re-ceived more thanR300000 inbribesfrom the company owners, a Durbancouple, for ensuring they receivedthe bulk of the contracts.
A second senior employee,Simphiwe Majola,aregional manag-
er in the KZN Department of Trans-port, appeared in the Durban Com-mercial Crime Court on Wednesday.
He has indicated to the court thathe intends pleadingnot guilty tomul-tiple counts of corruption, fraud andmoney laundering.
Thetwocases -andthoseofothersthat will be opened when “manymore”arrests follow-areexpected tobe joined for trial next year.
Majola - who was in charge ofawardingshort-termroadrepairandmaintenance contracts to variouscompanies on the provincial data-base - is alleged to have bypassed in-ternal procurement procedure con-trols that are meant to spread thecontracts to various small contrac-tors, and awarded the bulk of thework to the company owned by theDurban couple.
Thecouple,whoarebelieved tobein Johannesburg, have apparentlyarranged to hand themselves to po-lice.
Contractors had won tenders ofmore than R300 million. The con-tracts awarded were for the hire of
plantequipmentusedtorepairroads.They were also part of provincial
government’s plan to empoweremerging civil contractors.
Police are also probing R200 mil-lion worth of contracts awarded totwo other companies linked to thebusinessman.
The investigation, led by CaptainFana Khawula, uncovered that be-tween 2007 and last year the busi-nessman allegedly:
* Bought Majola a top-of-the-range Mercedes-Benz C280 worthmore than R430 000.
* Installed a pool at his Ashburtonhome in Pietermaritzburg forR83 072.
* Paid a R1.5 million deposit forMajola to buy a dairy farm in PortShepstone, and
* Paid R146 308 in architect’s feesfor renovations to his home.
The renovations to the home didnot goaheadbecauseMajola’sneigh-bours’ objected.
Duringhisbailapplication,MajolasaidhehadbeenemployedbytheDe-partment of Transport since 1994
and earned a salary of R47 000 amonth.Hesaidhewasnotaflightrisk.Hesaidhewasawareoftheinvestiga-tion since last year. The court accept-edMajola’s petition and granted himbail of R50 000. The case was ad-journed to March 18.
According to sources, the investi-gation began after a department em-ployee grew suspicious of how Ma-jola could afford his expensive car.
The employee did further checkson the vehicle and discovered it wasregistered in the name of a Durbanbusinessman who provided servicesto the department. According to a fo-rensic report commissioned by theDepartment of Treasury, the employ-ee reported the matter to the SpecialInvestigationsUnit. Police allege thatin2007,acompanyownedbythecou-ple had purchased the Mercedes-Benz from a dealership in uMhlangaand had given it to Majola in 2008.
Thevehiclewaspaidoffinthreein-stalments – R5 000, R300 000 andR125 650 – between August and De-cember 2007.
According to the State’s charge
sheethandedto thecourt,Majolaandthe businessman went to greatlengths to conceal how the vehiclewaspurchased,butnotbeforethecol-league had investigated.
The vehicle was transferred intothenameof aGauteng cardealershipowned by a Mr Padaychee who is analleged associate of the business-man, in July 2008. The followingmonth the vehicle was transferredfromtheGautengdealership toMajo-la.
The forensic report alleges thatMajolawentagainstdepartmentpro-tocol by approving the hire of theplantequipment for thebusinessmanbeyond the minimum 60 days.
In several incidents, a highlyplaced source said, the businessmancharged the department for use of anearth-moving machine in Port Shep-stone and Stanger for the same day,which resulted in payments exceed-ing R1.7m. “This is just the tip of theiceberg,” a police source said.
“We plan to arrest many morepeople for this. We expect at least 20arrests.”
AWARD-winning singer Donald Moatshe was arrestedafter he was caught speeding on the N2 in Ballito onSunday, 28 December.
“He was driving a silver Audi Q3 and was caughtdriving at 182km in a 120 km zone,” said road trafficinspectorate spokesperson Zinhle Mngomezulu.
She said Moatshe was with a few friends from Swa-ziland at the time. The musician was granted a R2 500bail at the Umhlali Magistrate's Court.

N-FORCESecurity officers arrested awantedcatburglaronFriday,Decem-ber27,accusedof stealing thousandsof randsworthofvaluable items from
residents in the Townview area.Formonths, jewellery,cellphones,
cash and other expensive items havedisappeared from homes.
According to N-Force director Ni-tesh Arjun in nearly every instancetherewere virtually no clues, and thesuspect, Gideon Masinga, would of-ten cover his tracks.
“The burglar was adept at sneak-ing past sleeping dogs and disablingalarm systems,” said Arjun.
“Wehavebeen tracing the suspectfor a while after several complains.The suspect is a master thief, he isknown to break into houses withouttripping alarms or waking guarddogs,” said Arjun.
HeaddedthesuspectwasarrestedafterThenusBotha,whosehousewasbrokenintoaweekbefore,noticedthesuspect fleeinghisneighbour'shousewith a bag full of items.
“My officers and I got to the sceneandsearched thearea.We foundhimhidingneartheStangerHighSchool.”. “Whenhenoticedourpatrolvehicle,
he abandoned the bag and fled intothe nearby bushes.
“However,webrought inoursniff-er dog, a German Shepard. It did nottake to long, before the suspect wasarrested and handed over to theKwaDukuza SAPS.”
Masinga was charged for house-breaking.

Daniel,whowould have celebratedhis birthday on 11 January, was bornin 1961toMrandMrsKodamalaDan-iel in the North Coast.
HegrewupinLot14 inKwaDukuzaon the Bethel Farm and schooled atStanger Primary, Empangeni Primaryand Clare Estate Secondary Schools.
He was a keen athlete and soccerplayer,earninghisNatalcoloursinthe1980s.
He laterworked at Umfolozi Sugarin Mtubatuba, FNB in Hluhluwe andFNB KwaDukuza.
He later acknowledged Gods call tofulltimeserviceandstudiedattheCapeTown Baptist Theological College.
Daniel graduated with distinctionsin theology andwas chosen student ofthe year.
He pastored the Jehovah ShalomBaptist Church and later initiated theBethel Community Church on 1 Sep-
tember 2000 on the Bethel Farm. Hetravelled on missions to India, Mauri-tius, Singapore and Australia.
Daniel was instrumental in estab-lishing the current Stanger Ministers’Forum, where he served as chairmanand secretary.
At the timeofhisdeath,pastorDan-iel was the secretary of the forum.
Hehadapassionforchurchunity inKwaDukuza and was instrumental in
establishing the Global Day of Prayerweek programme and the March forJesus.
He also played a key role in the an-nual switch on of the Christmas lightsin Stanger Manor.
He leavesbehind,hiswifeChampa,sonsMark andOliver and only daugh-ter Mischa, mum Karana, brothers,Peter and Paul and sister Ruth.

Hundreds of drunkdrivers arrests>> Authorities say putting lives at risk by driving under the influenced should not go unpunished
ATOTALof260drivers - includ-ing a police constable whoseblood alcohol level was nearly
double the legal limit - were arrestedby the KwaDukuza SAPS, traffic de-partment and crime prevention unitsincemid-November2013-all linkedto drinking and driving.
Ina seriesof roadblocksandoper-ations at Zinkwazi, KwaDukuza andBallito, they arrested 196 offendersand issued several fines.
At a roadblock on New Year’s Evenear theBlythedaleBeach flyover, of-ficersarrested16suspectsfordrivingunder the influence of alcohol and is-sued 29 fines for other offences.
At thesameroadblock,officersar-rested a police constable who had abreathalyser readingof 0.54mgof al-cohol per 1000ml of blood.
Thepolicemanalsohadhisservicepistol and 16 rounds of ammunitionon him at the time of his arrest.
Traffic officers arrested another12 people for driving under the influ-enceofalcoholataroadblock inBalli-to where 36 fines for other offenceswere also issued.
On New Year’s Day, another eightwere arrested for driving under theinfluence of alcohol in the Zinkwaziarea.
KwaDukuza municipal assistantdirector Johnny Moodley said fivedrivers were arrested at a roadblocknear the Stanger Hospital and 11more during patrols in the CBD inKwaDukuza and Ballito areas onThursday.
“Our festive season plan has beenactivated from 1 December and wewere ready for the influx of visitors toour wonderful town. I would like toappeal to motorists to be patient andtolerant on the road.
“Our officers will continue to ad-
opted a zero tolerance approach todrunk drivers,” said Moodley.
KwaDukuza mayor RicardoMthembu welcomes these arrests.
Mthembu notes these statisticswith concern, saying such figuresarea damning indication and show ele-ments of irresponsibility on govern-ment roads.
He said: “Instability and losses ofinnocent lives as a result of drunken
driving couldhave started the year ina sombre note if the arrests were notmade”.
Another alarming report was ta-bledlastweek, indicatingthenumberof fines issued to defective vehiclesandmovingviolations.Atotalof1450violations were recorded in Decem-ber 2013 and January 2014.
Mthembu commended the com-munity safetyunit andapplauded the
joint operations of various law en-forcementunitssayingthat thefutureof road offenders is void.
“With the additions in our arsenalofmeasures, these arrests are highlycommendable and we salute the gal-lant effortsmadeby lawenforcementagencies who worked to the nigh toensure that there ispeaceandstabili-ty in our communities.
“ Our municipality has always es-
pousedthenotionofsafety foralldur-ing and beyond the festive season",Mthembu said.
"The death of one person in ourroadsisonetoomany, itcannotbetol-erated therefore;wecannot rest untilwe shake-off the fateful habit exer-cised by irresponsible people".
Mthembu still maintains that thebattleagainstcrimeandroadcarnag-es should be everybody's concern.

THE downside to the festive season isthe shortage of blood stocks currentlybeing experienced by the South Afri-can National Blood Service (SANBS).
“Our blood stocks are extremelylow, in particular Group O blood, theuniversalbloodgroupthatcanbegiventoanyoneinanemergency,”saysSifisoKhoza, spokesman for the east coastregion of SANBS.
“The national stock level is only on2.0 days but (more alarmingly) KZN ison0.7days.Weneed fivedays cover tobe in a healthy situation.
“This means that you could be at arisk of losing a loved one who mightneed a lifesaving blood transfusion oryoumayyourselfneedabloodtransfu-sion should there not be adequatebloodavailable,”Khozasaid. “Withoutyourdonatedblood,manypatientsare
in danger of losing their lives.”Collections in the country continue
to drop drastically during the festiveseason, resulting in a daily average ofabout 2.0 day’s blood being available.This is far less than the five-day stockrequired to be collected by the SANBStoensurethatthecountry’sdemandforsafe and adequate blood is met.
SANBS needs to collect 3 000 unitsofbloodaday tomeet thecountry’sde-mand.
This is a plea to all South Africanswhomeet theminimumrequirementstocommittodonatingblood,especiallyat this very difficult period. This act ofkindness can save up to three lives.

WHY does KwaDukuza Munici-pality squander the tons ofwaste paper that could be col-lected in the area each week?
This is a valuable resource interms of generating revenuefrom recycling, the value ofwhich could be used to help withthe costs of all the necessary re-medial work in the Greater Balli-to area.
Things that could be donewith this revenue include pot-
hole repairs, trimming the mu-nicipal verge trees, keeping thepublic toilets in pristine condi-tion, maintenance to the BoardWalk and the final demolition ofthe remains of the old Dolphincoast Mall.
There are many other munic-ipal matters for which ratepay-ers already pay, but for whichthey are constantly ignored bythe municipal officials, who ap-pear to be used to living in dirty,
poorly maintained conditions.Are they trying to reduce the
greater Ballito area into a slumarea?
Every Tuesday, we have do-mestic refuse and garden refusecollected.
On a Friday we have domes-tic refuse collected only.
Now, if Dolphin Coast Wasteor the municipality were to sup-ply say orange bags of a similarstrength to the garden refuse
bags, the waste paper could becollected on a Friday in additionto the domestic refuse.
Other neighbouring munici-palities do this so why does itappear to be impossible forKwaDukuza municipal authorityto collect the huge quantity ofwaste paper for recycling?

FOR many South Africans, the festive seasonstarted on a sad note following the death ofNelson Mandela.

They were comingfrom one of the talkshows that are so pop-ular on television thesedays.
I almost switchedchannels, but thewords I had heardmade me stop for an in-stant.
I looked at thespeaker of these words.He couldn't have beenmore than 18-years-old, but already he waswriting off his life as auseless waste becauseof the way the worldand his life was turningout. I wanted to yell athim: "You're not deadyet!"
It is so sad that somany people cannotmovebeyondthenega-tivity that surroundsthem and their past.
People need tolearn to live in the pres-ent.

NEW Year’s eve has always been a time for look-ing back at the year that was, and more impor-tantly, forward to the coming year.
It’s a time to reflect on the changes and resolveto follow through on those changes. Some of the mostcommon new year resolutions include spending moretime with the family, regular exercise and keeping fit,taming the bulge, quit smoking or drinking, gettingout of debt and helping others.
The Weekly spoke to some leading sports adminis-trators in the Ilembe District and asked them for theirsporting resolutions of 2014:
Nkosinathi Mhlongo (president of SAFA KwaDu-kuza Local Football Association) said: “I resolved tofoster a close working relationship with all clubs affili-
ated to us and encourage each senior team to havea feeder side in the junior ranks thus ensuring constanttalent identification and an ongoing developmentprogramme”.
Desigan Pillay (chairman of Ilembe PrimarySchools cricket) said: “My resolution is to have moreschools involved in cricket and to take the game ofcricket especially to the disadvantaged schools. Iwant to focus on restructuring mini cricket in the Ilem-be district.”
Magnum Mngadi (president of Ndwedwe LocalFootball Association) said: “I made a wish-list of fivepriorities for new year. Firstly, my aim is to developmore coaches in Ndwedwe who would successfullycomplete an introductory coaching course. Secondly,I want to focus on the development on referees whowill be able to officiate at domestic level and at re-gional games.
“Thirdly,wewanttofocusoninitiatinganunder-13and under-15 league in the new year. The need for anadministration workshop for all our clubs and em-powering members about the constitution is high onmy wish-list. A slam dunk for Sanele>> Mthiyane elected Basketball South Africa vice-president

WELLknownsports adminis-trator SaneleMthiyanewasover the moon after being
elected vice-president of BasketballSouth Africa (BSA) at its annual gen-eral meeting.
Mthiyane started playing basket-ball in Shakaville with a team calledRim Shakers in 1994. The playersmoved on to different schools inKwaDukuza and at that time basket-ball was the fastest growing sport inthe country. Mthiyane received hisfirst goldmedal in 1997 after leadingMLSultan Secondary School to victo-ry against Tshelenkosi in the finals ofthe Lower Tugela Tonver Games.
After completing secondaryschool hegot involved in thedevelop-ment of basketball. He coached theSouth African under-19 squad in theZonal VI Games in 2011. He workedfor the Durban High School Basket-ball Academy before becoming a FI-BA Zonal referee. In 2008 he waselected as chairpersonof theKwaZu-lu-Natal Basketball Association.
Mthiyanesaid:“OurresponsibilityatBasketballSouthAfricais toensurethedevelopmentofbasketball isdonethroughout the country through pro-vincial associations and our associ-atesmembers.Weareresponsiblefor
the creation of policies that includetalent identification, high perfor-mance and clear academy systems.
“BSA is responsible for imple-mentation of programmes that in-clude the South African CoachingFramework. We organise nationalchampionships , select and preparenationalteamstoparticipateininter-national competitions”.
Explaining the vision of BSA,Mthiyane said: “We need to restorethe hype and participation that waswitnessed in the90’sandensure thatbasketball becomes one of the bestcodes in the country that is able tocompete globally.
“We are currently putting togeth-er a strategy plan that will ensuremass participation that will in turnalignitselftothecurrentprogrammesdone by our stakeholders”.
BSA intends focusing on the prov-incesas theyare the foundationofde-velopment.
TheBasketballNational League, aprofessional league has beenlaunched and finished its season atthe end of last year.
The leaguewill serveasacontinu-ous eliteprogrammethatwillnotonlyallowincreasedparticipationbut fur-ther create commercial relationshipand investment and also help in thecreation of job opportunities.
When questioned about the stateofthegameatschools,Mthiyanesaid:“The status of development of schoolsport is the responsibility of the gov-ernment and minister Fikile Mbalu-la’s department has done its best toensurethegoaltohavealllearnersac-cessing sport as a right is achieved.
“Working with the Department ofSportandRecreationandtheDepart-ment of Education will speed up ourplans of developing basketball be-
cause of the maximum number ofschools thatwill participate.Thiswillfurther assist us in reaching out tomorepreviouslydisadvantagedcom-munities”.
HesaidBSAisworkingondevelop-ing a clear club system frameworkthat will ensure that when childrenfinish school they will be able to finda club in their community thatwill beplaying in the local or district league.
“The second national top schools
championship was recently held inBloemfontein and basketball wasamong thepriority codes thatpartici-pated.”
Adding tohisexperience, last yearMthiyane went to Germany on asporting assignment. The pro-grammewaspartofanagreementbe-tween the German governmental or-ganisation Deutsche Gesellschaft furInternationale Zusammenarbeit(GIZ) and the Department of Sportand Recreation, whereby a group ofyoung people and managers visitedGermany to learn about how sport isorganised and practiced there.
Mthiyanealsoservesas thegener-al secretary of the KwaZulu-NatalSports Confederation.
His message to the youth: “Youngpeople are the nuclei of the future ofthis country, the engine of all sectorsofoursociety,andarethepillarsofoureconomic transformation.
“Young people are important indriving the progressive program-mess of transforming, growing anddeveloping this country. We shallcontinueusingsport to fight social illssuch as drug abuse which is a chal-lenge faced by young people.”
“I therefore urge all the youthpar-ticularly the Mandela Generation togo out in their numbers to register asa voter on 8 and 9 February.”
