The Secwapemctsin Saga

The viability of the Splatsin language is concerning. I notice some

articles used out there are grossly misspelled, that has forced me to

be an advocate for Secwapemctsin. Secwapemctsin is unique and

difficult in itself. Writing or speaking in the language is

complicated. One will spell the word as they hear it thus changing

the sound and meaning of the word. Cindy Williams work teaches

one on the correct usage, meaning, conjunctions, hearing the

correct tense, prefixes, suffixes, word combinations, verb tenses

and spelling of words. We must do our best to keep the language

dialect in its original state. An example of often misspelled words

are Kya7a and kykya7a. Hearing the words fluently in the

language is an asset in working with the language.

Cindy Williams has written several resource books which include

the primer, the word list, and curriculum work books. She was a

creditable member of the SCES that have done a tremendous

amount of work on the language. She has several resource

materials at the archives in the Kamloops museum. There are

several copies that are stored at one of her sons. As she was a very

fluent speaker, I tried several times to get her on the honorary

doctorate list because of the professional work she had done in the

Splatsin language. She seriously needs to be memorialized for her

work. So far, I have gotten no results. I noticed other certificates in

her office, she was one smart lady too bad her knowledge went

with her. Another lady who took her expertise with her was

If one wants to learn how to spell the Splatsin dialect correctly I

suggest that one gets Cindy’s books or copies of early work done

by elders from the North, Western, Eastern, and Splatsin elders.

Language resource material is available at the Kamloops Band

Museum. I cannot thank Cindy enough for reawakening

Secwapemctsin in me. I miss the times that Cindy and I chatted in

her office at the Timber Creek Hall. My strong opinion is we need

no further work to improve on Cindy’s work.

When I write I use all of Cindy’s Secwapemctsin spellings and all

three versions of word lists to ensure confirmation and adapt them

to the Splatsin version. I want to keep its originality because it’s

important to me. I don’t believe in altering word forms. Even when

I coin words for conventional terms I stick to our words as close as

possible, such as when I translated one of the purposed election

codes.

When one prays in the language one feels a higher connection to

the Creator. Language it feels like a special connection to the spirit

of the soul. The longer one sinks into the language the better one

gets.

It is good to be back living and working in and

I was recently hired as Splatsin’s Lands and Resources Manager on

February 13th, 2018.

Splatsin is seeking to hire a part-time Accountant to assist the Director of Finance in budgeting,

accounting and financial activities.

Specific duties include:

• Reconcile accounts, prepare financial statements, budgets and provide analysis when required

• Prepare invoices.

• Assist with implementation of financial policies.

• Enter, store and update receivables data ensuring receivables are correctly coded.

• Monitor accounts receivable and follow up on overdue accounts.

• Perform general clerical duties as required including faxing, mailing and filing

• Provide back up support for Accounts Payable and Payroll.

To be considered for this position, you must have a diploma in Accounting, along with 5 years’

experience. You will have strong organizational skills, combined with the ability to prioritize and

multi task.

This position is right for you if you are positive, energetic, have a high level of accuracy

combined with attention to detail as well as effective oral and written communication skills. You

must be a proficient user of accounting software, with strong data entry and keyboarding skills.

You will need to have discretion and respect for confidentiality.

Experience working with First Nations people will be considered an asset and knowledge of the

Splatsin community is valued.

Community Care Boxes 2018

A maximum of 50 Community Care Boxes are distributed to

community members who need food security. The boxes

contain household items, perishable and non-perishable goods.

Priority for boxes are Splatsin families living on reserve, with

children under 18 years old and/or chronic illness/dietary

restrictions.

The next box will be distributed on March 13.

SPLATSIN DEVELOPMENT CORPORATION

“Splatsin is partners in the Revelstoke Caribou Rearing in the Wild (RCRW)

maternal caribou penning project, and is about to begin it’s 5th season of a 5 –

year pilot, ending March 2019. Maternal penning involves placing pregnant

caribou in a 9.3 hectare predator-proof pen, from late March until mid-July

allowing newborn calves to gain strength and agility before being released back

into the wild. During this time, both adult and calf mountain caribou are at higher

risk of predation outside the pen. The goal of this project is to double calf survival

over that of wild-born calves and in support of other caribou recovery actions

such as habitat restoration and protection. After the past 3 years of penning ,

annual calf survival to 10 months old is double the survival rate of calves born in

the wild. Splatsin continues to work with caribou recovery project partners

towards recovering mountain caribou populations in the Revelstoke area for the

As of December 16, 2013 – First Nation Law-Making Mechanism Came into Force

The first part of the Act - the First Nation law-making mechanism - came into force on

December 16, 2013. Under sections 7-11 of the Act, First Nation communities can choose to

enact their own matrimonial real property laws.

First Nation communities choosing to create their own matrimonial real property laws under the

Act must take the steps to ratify their own laws. The provisional federal rules will not apply to a

First Nation community that brings into effect their own laws under the Act before the

provisional federal rules came into force.

Provisional Federal Rules

The protections and rights provided by the provisional federal rules set out in sections 12 to 52 of

the Act, are in force on December 16, 2014, after the transition period.

The 12-month transition period was added to the Act to provide time for First Nations to enact

their own laws before the federal provisional rules take effect. However, First Nations are not

limited to the 12-month transition period and may enact their community-specific laws at any

time now that the Act is in force. After the transition period, as soon as a First Nation enacts its

matrimonial real property law under the legislation the provisional federal rules in the Act will

no longer apply to that community.

Resources

To assist First Nation communities, a Centre of Excellence for Matrimonial Real Property,

operating at arm's length from the Government of Canada, is in place. Hosted by the National

Aboriginal Lands Managers Association (NALMA), this resource centre assists First Nations

with the understanding and application of the new Act, by helping to guide First Nations who are

opting to develop their own matrimonial real property laws. The Centre provides information on

the protections and rights available to individuals and families living on reserves, research on

alternative dispute resolution mechanisms, as well as the provisional federal rules.

Splatsin has contracted Robyn Grebliunas to do communications

analysis and planning in 2018.

Robyn’s entrepreneurial spark has been igniting since 2003 and

became fully lit when she launched R Brand Productions, as a full-

time consulting business, in 2006.

Robyn brings with her extensive experience working in

communications, marketing and post secondary instruction. She

has been teaching in Aboriginal education, for Nicola Valley Institute of Technology, all over BC,

since she was 22.

Always determined to improve professional communications for her students and clients,

Robyn pursued a master’s degree in Professional Communications at RRU to add to her

educational foundation of a degree in English literature, diploma in creative writing and

certificates in management, administration and leadership. Her grad research is focused on

humanizing digital communication in professional communications and will be published, upon

graduation, in June 2018.
