26 September 1866. The department functioned as a provisional
department from 1866 to 1879 during which time over 130 posts
were chartered under the direction of 9 different commanders. A
permanent organization was established in January of 1879 with
Hurlbut E. Griswold of Atlantic as commander. Iowa City post no. 3
was established during the years of the provisional state
department. The Samuel J. Kirkwood Post No. 8 of Iowa City was
established under the permanent Department of Iowa. See Post
8.
