understandingtheequipmentandhowtosharetheload.Thispotentiallyhazardousworktakesplaceoverroughterrainandinpoorweather.
ThisIndustryTrainingStandardisaguidelineforthirdpartytraining
organizationsandpipelinecompaniesthatprovidein‐housetraining.TheguidelineprovidesindustrywithEntryLevelSideboomOperatorTrainingadvice.Itaimstocreateacceptable,industry‐widetraining
standardsforentry‐levelsideboomoperators.Italsoestablishesacceptable,minimumcompetenciesfortheseoperators.

1. PURPOSEThisstandardprovidestherequirementsfordevelopinganddeliveringa
basicsideboomoperatortrainingprogram.
Itdescribestheminimumlengthandnecessarycontent—thesubjectareasyourtrainingprogrammustcover.Yourtrainingprogramcanoffermuchmorebutcannotleaveoutthesebasics.
Thetrainingwillprovidecoreentry‐levelknowledgeandskills.
Specializedcrewswillrequireadditionaltraining.
2. GENERALTRAININGREQUIREMENTS
2.1. TRAININGISCOMPETENCYBASEDOperatorswhohavecompletedtrainingwillbeabletodemonstratethattheycan:

Theywillhavetofollowcompanyrules,wearproperprotectiveclothingandreportincidentsandunsafeconditions.
2.6. TRAININGMUSTINVOLVETRAINEESINACTIVELEARNINGANDSKILLS
ACQUISITIONTheremustbeopportunitiesfortraineestopractiseandforexpertsand
traineestodemonstratekeysideboomoperatorskills.Ideally,yourprogramwillengagebothnewandexperiencedoperators.
2.7. TRAININGMUSTINCLUDECLASSROOMINSTRUCTIONANDPRACTICAL
TRAININGThetrainingprogrammustofferatleast:
• 8hoursoftheory,whichintroducesboththeregulationsandthe
equipment.
• 32hoursofpractical,hands‐ontraininginandaroundfunctioningsideboomequipment.Thattrainingcanincludebothmechanicalandhydraulicsidebooms.
2.8. TRAININGMATERIALSThetrainingprogramwillprovideuserguidesandworkbooks,whichparticipantscankeep.
Allprogrammaterialsmustexpressweightandmeasuresinboth
imperialandmetricunits.

2.9. CLASSSIZEANDPROGRAMLENGTHThemaximumclasssizeissixTraineesforeachinstructor.Thisensures
allTraineeshavetheopportunityforone‐on‐onecoaching.
2.10. TRAININGMUSTTAKEPLACEONSAFEEQUIPMENTThepracticaltrainingmusttakeplaceonasafe,functionalsideboom.
Theremustbeatleastonepieceofequipmentforeverytwotrainees.
2.11. TYPEOFSIDEBOOMTraineesmustbecompetentonthetypeofsideboomtheywill
operate—hydraulicormechanical‐‐andthetrainingrecordsmustidentifythetypeofequipmentthetraineeistrainedtooperate.
Asinglesessionmayincludetrainingonmechanicalandhydraulicsidebooms.However,anoperatortrainedsolelyonhydraulicisnot
qualifiedtooperatemechanicalandwillneedadditionaltrainingbeforeoperatingamechanicalsideboom.
2.12. TRAININGMUSTINCLUDEPRE‐ASSESSMENTEmployersmustdeterminetherequiredprerequisitesandmustbeabletodemonstratetheyhaveasystemtocollectandverifyparticipantshavetheseprerequisites.
Traineeswillhavebasicmathandcommunicationskillsandbeableto
speak,readandwriteEnglish,Frenchorotherrelevantlanguage.
MEDICALCLEARANCE
AlltraineesmustpassamedicalthatmeetsAmericanSocietyfor
MechanicalEngineers(ASME)30.14.14‐3.1.2standard.
FITFORDUTYWithheavypipelineequipment,thereiszerotolerancefordrugsandalcohol,whichcanaffecteye‐handco‐ordinationandtheabilitytooperateequipment.Fatigueadverselyaffectsoperatorperformance,andthereforeworkersmustbewellrested.

BASICMECHANICALAPTITUDE
Asideboomoperatormustbeabletooperateequipmentandrecognize
unusualmachinemovementsandsounds.
ALERTANDAWARE
Sideboomoperatorsmustbeabletoworkcloselywiththeswampers,
whoguidetheworkontheground.Theymustunderstandtheirrelationshipwiththeirswamper,knowthehandsignalsandbeableto
reactquicklytonon‐verbalcommunication.
ASAFEATTITUDE
Asideboomoperatormustalwaysoperatetheequipmentinasafe
manner,focusingonthejobandtakingallnecessarysafetysteps.
UNDERSTANDINGTHEHAZARDS
Asideboomoperatormustbeabletorecognizeexistingandpotential
hazardsandknowhowto:
• conductafieldlevelpre‐jobhazardanalysis• checkthemachineforhazards• assessanytaskbeforestarting
APOSITIVEATTITUDE
Operatingasideboomrequiresteamwork.Eventually,thetraineemayworkwithaseriesofsideboomsthatmovesandlayslonglengthsof
pipe.Ifoneoperatorreleasesaloadtoofastortoosoon,itcancreatehazardsdownthepipeline.Operatorsneedtostayintunewitheachotherandwiththecrewontheground.Asafe,professionalsideboom
operatorisanexcellentteamplayerwhoworkswellwithothersandknowseveryactionaffectsotherpeople.
2.13. INSTRUCTORSMUSTBECOMPETENTTheinstructorprovidingthetrainingmustbeexperiencedasasideboomoperatorandfullyfamiliarwiththeequipment.

Theinstructormustensurethetrainingequipmenthasbeeninspectedandmaintained.
Theinstructormustbeknowledgeableinoccupationalhealthandsafety
andbeabletoprepareanddeliverasafetybriefing,describinganddiscussing:

Alltraineesmustpassasupervisedwrittenexamanddemonstratetheycansafelyoperateasideboom.
2.15. THEWRITTENTESTTopassthewrittenexam,traineesmustreceiveaminimumgradeof80percent.Thewrittentestmustmeasureknowledgeof:

3.2. OPERATINGMANUALSTraineesmustlearnhowtocomplywiththeoperator’smanualandmanufacturerspecifications.
ContentmustincludeinformationonOriginalEquipmentManufacturing(OEM)manuals.Somemanufacturerscombinetheoperator‐relatedoperationandmaintenanceinformationintoonemanualcalledtheOMM,shortforOperator’s(orOperation)Manual.Forthepurposeofthisstandard,OEMmanualsforsideboomsincludeboththeOMMandthemaintenancemanual.
3.3. EQUIPMENTCONFIGURATIONTraineesmustidentify:
• thetypeofsideboom• machine‐specificcontrols,suchasfinger‐tipsteering,steering
clutches,differentialsteering• attachments,suchasthestringingstick,jibandwinch
Theymustlearnhowtointerpretcapacitychart(s)andidentifythe
riggingrequired.
Thetraineemustbeabletodescribethepurposeandfunctionofeachcomponent,includingalloperatinglevers,brakes,additionsand
modifications.
Traineesmustalsounderstandthecapacityofeachcomponentandtherelationshipsbetweenthelengthoftheboom,lengthofcable,cablesizeandloadlimits.

3.4. PRE‐USEINSPECTIONTraineesmustbeabletoconductpre‐operationinspections,followingtheOriginalEquipmentManufacturing(OEM)manual,aswellasthestandards,regulationsandcodes.
Traineesmustbeabletoidentifycriticaldeficienciesandknowwhento
tagoutortietolockout.
Traineesmustknowhowtodocumenttheinspectionandcompletethenecessarydocumentation.
3.5. SIDEBOOMTESTINGThecoursecontentmustexplaintherequirementtotesttheoperationofallcomponents.
3.6. TRAININGMUSTINCLUDEINSTRUCTIONONMANEUVERINGTHESIDEBOOMTraineesmustknowhowweatherandoperatingconditionsmayaffect
thesideboom.Theymustknowhowgrade,slopeandothergroundconditionscanaffecttherigginganditsstability.Asideboomoperatorwilllaypipeupslopesandaroundbendsandshouldunderstandhow
differentconditionsaffecttheequipmentandtheload.
3.7. TRAININGMUSTINCLUDEINSTRUCTIONONOPERATIONALHAZARDSTraineesmustbeawareofburiedandundergroundutilitiesandtheir
markings,aswellas:
