EMISSIONS & CONSERVATION T-1 Meeting on faster transition to BSVI emission norms with Secretary, MoHI

On directions from the Principal Secretary to the Hon’ble Prime Minister of India, a meeting to discuss the roadmap for faster transition to BSVI emission norms was held 3

rd June 2015 at DHI, New Delhi

under the Chairmanship Shri R S Katoch, Secretary, Ministry of Heavy Industry & Public Enterprise. SIAM suggested a step wise approach of first moving to BS V and then to BS VI which is essential from the safety perspective of vehicles. SIAM highlighted that movement from BS IV to BS V addresses the issue of PM 2.5 in passenger cars and achieves 90% reduction in PM 2.5 and also 40% in NOx. For commercial vehicles, movement from BS III to BS IV itself gives 80% PM reduction and NOx reduction of 30%. BSIV to BSV further achieves 43% NOx reduction. Members from automobile industry and technology providers including Bosch & Delphi also iterated that direct implementation of BSVI without proper step validation of the technologies in real life Indian usage conditions could lead to various critical safety hazards including self-acceleration of vehicles, engine damage, DPF damage leading to fire hazard and more. Due to same reason nowhere in the world the industry has moved straight from BS IV to BS VI. Technology providers further informed the panel that Euro VI is still in an evolving stage in Europe. Moving from one emission stage to the next stage needs a period of 4 years, out of which at least 2 years are necessary for validation of the new technology under real life running. Testing and validation of BS VI technologies suited for Indian conditions will not be possible by the proposed 2020 timeframe. Mr R C Bhargava, Chairman, MSIL suggested that all major factors causing pollution in Delhi should be identified. Also that the vehicle has to operate as a complete system and has to comply to mandatory Safety, Emission as well as Fuel Efficiency standards, which are all closely interlinked in the vehicle system. Therefore, the industry has to look at the engineering of the entire vehicle systems and none of these systems can be looked at in isolation. Industry shared their readiness to implement BSV & BSVI one year in advance from the dates proposed in the Auto Fuel Policy, i.e. by 2019 and 2023 respectively. Secretary, DHI directed SIAM and technology providers to send their formal representations to DHI highlighting the limitations and safety concerns that may arise due to skipping of BSV. T-2 Hybrid & Electric Vehicle Rally on World Environment Day (5th June)

Under the recently announced scheme – FAME India – Department of Heavy Industry, Government of India in association with SIAM and other stakeholders organized a promotional campaign organized on the World Environment Day (5

th June 2015) at India Gate, New Delhi. The campaign included

exhibition and vehicle rally of various hybrid and electric vehicles. Companies including BMW, Mahindra Reva, Maruti Suzuki, Toyota Kirloskar participated.

Meeting of SIAM Diesel Image group

T-3 Meeting with Minister, MoRTH on Crash Regulation Timelines Minister, MoRT&H called for a meeting to discuss the SIAM submission on the timelines for crash regulations as per notification SO 1139(E) dated 28

th April, 2015 notifying the crash and pedestrian

protection related standards under CMVR. It was brought to his notice that the dates mentioned for the Lateral Impact standard (AIS-099/2008) and Pedestrian Protection Standard (AIS-100/2010) were not in line with the decisions taken in CMVR-TSC held on 5

th January, 2015 and difficult to meet the

same. The Minister conveyed that he will study the SIAM submission on implementation of crash regulation timelines as per the discussions in the 43

rd CMVR-TSC.

T-4 Meeting with JS, MoRTH on Speed Limiting Device On SIAM’s request, Joint Secretary, MoRTH called a meeting to discuss concerns arising out of implementation of GSR 290(E) dated 15

th April, 2015 on speed limiting devices. SIAM along with

T-5 SIAM Panel on AIS-017 A meeting of SIAM Panel on AIS 017 was held under Chairmanship of Mr Sumit Sharma, Maruti Suzuki India on 3

rd June, 2015 to discuss the SIAM proposal for definitions of Type, Variant and

Version. The issue of having a proposal to comply with Safety and Emission Regulations based on certain specific design parameters irrespective of the proposed definitions of Types for various categories was discussed in detail. The issue of change of Type due to change in vehicle category (e.g. from M1 to N1 or M2 to N2 or M2 to M3, etc) due to change in GVW and / or change in seating capacity was discussed. The clause and examples given in EU WVTA directive were reviewed. It was also observed that SIAM proposal for N1, N2, N3, M2, M3 categories is also more or less on same lines. T-6 Meeting of SIAM Diesel Image group Diesel Image group being Chaired by Mr Anant Talaulicar, CMD, Cummins India had its meeting on 8

th June 2015. The group discussed about the current air quality issues and role of diesel vehicles.

Leapfrogging from BS IV to BS VI and its ill effects on safety was also discussed. In view of the group is organizing the 6th Diesel Roundtable on 12

T-7 India GRPE Meeting India GRPE meeting was held at ARAI on 19

th May 2015 to finalize India views on the various agenda

items to be discussed at the 71st Session of GRPE scheduled in Geneva. The same was attended by

T-8 71st Session of GRPE 71st Session of GRPE was held from 9

th – 12

th June 2015 at Geneva. The Indian team included

representatives from ARAI, SIAM and Industry. The GRPE agenda consisted of reports from various working groups on various emission related procedure for light and heavy duty vehicles including particulate matter measurement. Environmentally and propulsion performance requirements for L category of vehicles was also discussed. The GRPE discussed the definition for vehicle propulsion system so that common definition could be used in all the regulations being formulated by the different working groups. T-9 168th OICA Technical Committee meeting 168th OICA Technical Committee meeting was held at OICA Offices on 27

th – 28

th May 2015 in Paris.

SIAM team constituted of Mr P K Banerjee, Co Chairman- Intl. Harmonization Group, Mr Deepak Sawkar – Co-Chairman – CMVR &Safety Group and Mr K K Gandhi from the Secretariat. E-1 SIAM Human Capital Group meeting – 3rd HR Conclave A meeting of Steering Group Members – on SIAM 3

rd HR Conclave was held on 16

th June 2015 at

VECV Office, Gurgaon, Delhi NCR. The Steering Group members are – Mr. Amanpreet Singh Bhatia, VECV, Mr. Prince Augustin – Mahindra & Mahindra, Mr. Raman Kumar Sharma – Honda Cars, Mr. Gopalji Mehrotra – Ashok Leyland and Mr. Sugato Sen – SIAM and officials from ACMA & FADA. Mr. Amanpreet Singh Bhatia heads this initiative. It was decided in the meeting that the dates for the 3

rd HR Conclave will be preponed to 3

VEHICLE CLASSIFICATION, SALES REPORTING & ANALYSIS

E-2 Mixed Performance of Automobile Industry in May Production The industry produced a total 3,873,056 vehicles including passenger vehicles, commercial vehicles, three wheelers and two wheelers in April-May 2015 as against 3,852,542 in April-May 2014, registering a marginal growth of 0.53 percent over the same period last year. Domestic Sales The sales of Passenger Vehicles grew by 9.98 percent in April-May 2015 over the same period last year. Within the Passenger Vehicles, Passenger Cars, Utility Vehicles and Vans grew by 12.70 percent, 2.16 percent and 6.11 percent respectively during April-May 2015 over the same period last year. The overall Commercial Vehicles segment registered a growth of 5.16 percent in April-May 2015 as compared to same period last year. Medium & Heavy Commercial Vehicles (M&HCVs) registered a growth at 24.66 percent while Light Commercial Vehicles declined by (-) 5.59 percent during April-May 2015 over the same period last year. Three Wheelers sales declined by (-) 6.37 percent in April-May 2015 over the same period last year. Passenger Carriers and Goods Carriers declined by (-) 7.63 percent and (-) 1.22 percent respectively in April-May 2015 over April-May 2014.

Two Wheelers sales registered a de-growth of (-) 0.73 percent in April-May 2015 over April-May 2014. Within the Two Wheelers segment, Scooters, and Mopeds grew by 3.94 percent and 7.48 percent respectively while Motorcycles dropped by (-) 2.91 percent in April-May 2015 over April-May 2014. Exports In April-May 2015, overall automobile exports grew by 5.73 percent. Passenger Vehicles, Commercial Vehicles and Three Wheelers registered a growth at 13.64 percent, 26.48 percent and 51.89 percent respectively while Two Wheelers declined by (-) 3.04 percent in April-May 2015 over April-May 2014. E-3 Vahan Meeting with the Delhi Transport Commissioner SIAM along with a few member companies met the Delhi Transport Commissioner, Ms Geetanjali Gupta, on 08

th June 2015 regarding implementation of the Vahan 4.0 for registration of vehicles in

Delhi. SIAM highlighted the concerns faced by the industry in uploading Ex-Showroom prices on the Central Vahan Portal, as a result of which registration of vehicles of a few companies were stopped at the two RTOs in Delhi. The commissioner suggested SIAM in submitting a proposal on modifying the Central Vahan Portal to enable uploading of Ex-Showroom prices, so registration of vehicles could be resumed. E-4 Vahan Sub-Group Meeting A sub-group meeting to discuss the revised format for uploading Ex-Showroom prices on the Central Vahan portal was held on 09

th June 2015 at SIAM office. Technical and Commercial teams from

member companies gave their inputs to suitable modify the format. Subsequently, SIAM submitted the revised format for uploading Ex-Showroom prices and a few suggestions to the Delhi Transport Commissioner on 12

th April 2015.

E-5 Meeting of the SIAM Economic Research Group to finalize inputs for AMP 2026 An Inter-Ministerial Group (IMG) meeting was called by Ministry of Heavy Industries & Public Enterprises on June 4, 2015, in which one of the key agenda items was the presentation of draft Automotive Mission Plan 2016-26. Hence, a meeting of the SIAM Economic Research Group was organized on June 3, 2015 to finalize our recommendations for AMP 2026. Representatives from ICRA Management Consulting Services (IMaCS) had joined to present the recommendations. IMaCS team made the presentation and inputs were provided by members on various concerns in the presentation. A few key suggestions made were as below:

a. The vision statement needs to be revisited b. Members advised on language changes in various slides c. Members advised changes in a few recommendations d. It was suggested that the presentation needs to be restructured.

E-6 Inter-Ministerial Group (IMG) Meeting on Technical Policies to Look after R&D, Technology, Regulations, Testing and Homologation, Safety Standards, Emission, Fleet Modernization, ELV, Recall Policy, Policy for Scrapping, etc

An Inter-Ministerial Group (IMG) meeting was called by Ministry of Heavy Industries & Public Enterprises on June 4, 2015, under the chairmanship of Mr Ambuj Sharma, Additional Secretary, Ministry of Heavy Industries and Public Enterprises. The agenda of the meeting included the following: 1. Automotive Mission Plan 2016-26 2. End of life of vehicles – roadmap for India 3. Electronic components manufacturing in India – future roadmap and scheme 4. Scheme for conversion of (100%) manual E-rickshaw in 5 years 5. Modernization of vehicle fleet 6. Expansion of list of components/assemble of electric vehicle to cover customs duty 7. Applicability of CMVR conditions on import of combine-harvester and front end loader – request

by M/s. TAFE 8. Proposal from MSTC for end of life vehicles

SIAM was requested to make a presentation on topic #1, #2, #5 and #6. The discussion during the meeting is summarized below: 1. Automotive Mission Plan 2016-26 – SIAM had requested Mr R Raghuttama Rao, Managing

Director, ICRA Management Consulting Services (IMaCS) to make a presentation on the topic. Chairman provided his observations on the recommendations. The main recommendations were as below:

2. a. A chapter to be dedicated on the Indian Tractor and related Agri Machinery (combined

harvester) b. Focus on public transport. c. Emphasis on what is relevant for India while addressing Harmonization of vehicles; the

time gap from date of announcement to implementation should be same like in Europe or the US or Japan, as the case may be. The time should be quantified and steps should be suggested to achieve it. Notifications to be issued after a cost benefit analysis & Impact analysis.

d. I&C programme to be pursued aggressively and PPP model should be adapted so that atleast all 540 parliamentary constituencies will have atleast one I&C centre.

e. The positioning of the current AMP should also be on similar lines as earlier and as per stated Government position, which means encourage and give preferential fiscal and tax support to public transportation (all CVs), two wheelers and small cars.

f. Incentive to be given to vehicles with higher safety standards g. Emphasis on use of modern technology h. An effective vehicle scrappage policy to be recommended in the AMP. i. Targets should be stated in Rupee and not USD so that there is no anomaly on account

of currency fluctuations.

3. End of life of vehicles – roadmap for India – SIAM made a presentation on the topic. The discussion is summarized below:

a. ARAI to prepare a report within two months’ time on feasibility of inclusion of commercial vehicles in AIS 129.

b. AISC Panel to finalize the lead time on implementation of AIS 129. c. MoRTH to release the notification by March 2016 for implementation of AIS 129 with

adequate lead time to auto industry. d. MSTC assured that it would set up scientific state-of-the-art-facility provided adequate

vehicles are available for dismantling. Pre-BIS vehicles to be considered for dismantling. The process would be duly accredited by the govt.

e. MoHI, MoRTH, MSTC, SIAM may prepare a white paper for number and location of dismantling centers required in the country.

f. I&C regime shall be the criteria for deciding the ELV and not the age. g. Pre BS-I vehicles may be considered as ELVs to start with.

4. Modernization of vehicle fleet – SIAM made a presentation of the fleet modernization

programme. Chairman suggested a few changes to the proposal, which are as below:

a. Savings in import of Crude Oil. b. Additional employment generation due to setting up of Scrap yards in the country and

additional tax collected by the government from employees of the Scrap yards. c. Additional revenue collected by the government due to incremental sale of vehicles.

It was suggested that SIAM to submit the revised proposal in one weeks’ time. 5. Expansion of list of components/assemble of electric vehicle to cover customs duty - SIAM

made a presentation on the subject. The discussion is summarized below:

It was highlighted in the presentation that the recommendations covered in the detailed document of the FAME Scheme on components and assembly for hybrid and electric vehicles should be implemented on priority to promote domestic manufacturing.

The three major recommendations which were suggested are: o Import duty on critical components for xEVs to be fully exempted. The list of

components along with HS Code is included in the above presentation from SIAM. o Import of above critical components for after sales should also be fully exempted o Import duty of SKD and CKD to be reduced.

It was agreed the same IMG may expeditiously recommend these inputs to the concerned Ministries including Ministry of Finance for its implementation.

International Relations

E-7 SIAM Delegation to Algeria: 25-26 May 2015 SIAM delegation visited Algeria at the time of visit of India’s Commerce Minister for signing of India-Algeria Joint Commission Report. SIAM participated in the Joint commission meeting and raised the issue of Non-Tariff measures introduced by the Algerian government with respect to automobiles. Indian government officials also raised the issue with their counterparts in Algeria and Ms Nirmala Sitharaman, Hon’ble Commerce Minister even raised the issue with Prime Minister of Algeria.

P-1 Road Safety Summer Camps for Students at New Delhi

SIAM assisted Delhi Traffic Police in organizing Road Safety Summer Camps at 5 Traffic Training Parks at New Delhi. Along with SIAM, Hero MotoCorp, Honda Motorcycle & Scooter and Maruti Suzuki also provided their support in implementing Road Safety Summer Camp activities.

P-2 Celebration of World Environment Day on 5th June 2015 Society of Indian Automobile Manufacturer (SIAM) and Society for Automotive Fitness & Environment (SAFE), an initiative by SIAM celebrated the World Environment Day today across 4750 dealers across the nation. On the occasion, SIAM-SAFE organized various activities related to environment safety and conservation with a pledge to spread awareness around environment protection, sustenance and eco-conscious growth.

On the occasion, SIAM –SAFE with the support from member’s dealer network organized several mass awareness campaigns with specific focus on Safety, Environment and Technology to promote safety and environment protection. The specific activities including free day-long PUC check-ups and issuing of free PUC certificates was organized on 5th June at various dealers across India to serve the purpose of protecting our environment by maintaining our vehicles and minimizing pollution. There were also other unique initiatives like sapling distribution, tree plantations, green processions, awareness rallies, etc. which were conducted at the dealership outlets. For effective organization of the camp, all dealers displayed material at individual workshop and were covered under a common environment day banner designed by SIAM.
