STM frame§ Europe has inherited through history a very complex
Control/Command landscape
§ Although ERTMS is rising as the main standard, most major railway countries will want to have some backwards compatibility with the legacy Control/Command systems
§ The long term perspective per country is necessary as legacy ATP systems will be in use for a long time, particularly if ERTMS will not be implemented in a fast way. This long term analysis shows that STM:s should be developed for legacy wayside equipment for most countries

STM - Specific Transmission Module
§ A number of different non-interoperable ATP systems are in use - individual to each country.
§ Legacy signalling systems cannot be replaced in short time.
§ Not economically viable to install two or more parallel systems with safety interfaces across the whole network.
§ To minimise the number of interfaces into the main train controls and to avoid multiple installations of onboard equipment, modules – a single interface is defined – FFFIS STM.

§ An STM is the interface module that adapts existing or legacy specific trackside transmission system and ETCS onboard.
§ One STM built according to specifications with PROFIBUS is easy to integrate with ETCS onboard from any supplier.
§ Conversely, an ETCS onboard can integrate with several STMs, achieving modular cross-border capabilities.

§ STM provides capability to operate existing national system.
§ STM is cost-effective as it re-uses ETCS installed resources such as: – Odometer– DMI including Train Data entry– Train Interface– Brake Interface– Juridical Recorder
§ Same screen used by all ATP systems => well integrated driver’s desk.

STM – A POSSIBLE MIGRATION STRATEGY
1. Onboard: Replace existing legacy system with ERTMS + STM on all vehicles to operate a specific line
2. Infrastructure: Upgrade trackside on this particular line to ETCS
3. Onboard: When all lines operated by a specific train have been upgraded, then the STM on this train can be removed
4. Onboard: When all lines have been upgraded, then STM can be de-commissioned altogether

STM TYPES
As defined in the TSI§ Rolling Stocks may be equipped with both Class A and
Class B systems to enable operations on several lines. The Class B systems may be implemented:– Using an STM that may be plugged into the Class A
Assembly (“external STM”) or– Built into the Class A Assembly (“internal STM”)

STM Availability Rules§ The member states are responsible to ensure that
STMs are available on fair and equal terms for all parties who need an STM (Operators and/or train manufacturers)
§ The contract should stipulate the price for the related STM valid for all orders placed by whoever needs it
§ The Commission have now started a survey of the status of STM development

Conclusion
§ An interim solution must be achieved in order to be able technically and viably to migrate the networks and vehicles as funding and national improvement plans allow.
§ With STMs the onboard fitment becomes modular and flexible.– Changing needs to access infrastructures can be fulfilled.
§ STM strategy protects investments in the legacy wayside system and makes use of ERTMS.
§ This also enables migration of trackside to ETCS. – Trackside free to upgrade to ETCS when trains have
ETCS+STM.
