"No video-graphy wasdone during scrutiny thusmaking mockery of law.On the scrutiny day, onSeptember 26, 2018 wasnot allowed to screen therejectable forms fromWard Nos 10, 4 and 3 atCentral Basic School,Purani Mandi, Jammu bythe Returning Officer and

other staff posted there.The Returning Officersare not fully trained forthe job,” he alleged.

"I openly challenge allElection Officers andstaff to come and debatewith me and I will provethat they have not fol-lowed the procedure law-fully,” he said andappealed to the ChiefElection Officer J&K torectify the error and tillthen elections should bedeffered.

STATE TIMES NEWSJAMMU: 7th Annual General Meeting ofChenab Valley Power Projects [P] Ltd washeld here on Saturday under theChairmanship of K.B Agarwal, FinancialCommissioner, Housing & UrbanDepartment.

The annual account for the year 2017-18was adopted in the AGM and authorised

share capital of the company was alsoincreased from Rs 2,500 to 3,500 crore.

The AGM was also attended by HirdeshKumar, Commissioner/ Secretary JKPDD,M.K Mittal Director Finance NHPC, M.SBabu Managing Director CVPPPL besidesrepresentatives of NHPC, JKSPDC andPTC Ltd. CVPPPL is entrusted with theimplementation of four hydroelectric proj-ects i.e Pakal Dul (1000 MW), Kiru (624MW), Kwar (540 MW) and Dulhasti Stage-II (550 MW) HE Projects in Chenab basinand is a joint venture company amongNHPC (49 per cent), JKSPDC (49 percent) and PTC Ltd (2 per cent).

Construction of 1000 MW Pakal Dul HEProject is already started and PrimeMinister of India has laid the Foundationstone of the project on 19th May' 2018. BothKiru (624 MW) and Kwar (540 MW) HEProjects have got all the required clear-ances/appraisal from GOJK and GOI.Tendering process in respect of Kiru HEProject is completed and contracts for con-struction of the project can be awardedimmediately after investment approval fromGOI.

STATE TIMES NEWSJAMMU: As perSuperintending EngineerElect. Maintt. & R.E. Circle-III, Batote, to complete thework of branch cutting / pre-ventive maintenance of 33KV line, the shutdown of 33KV lines is being observed.

During the shutdown, thepower supply to Darmari,Mahore, Arnas, Pouni,Ransoo, Panthal, Sudrani,Serli, Tikri and BattalBalianshall remain affected onOctober 1 from 9:00 AM to3:00 PM.

Similarly, the power supplyto Pouni, Ransoo andRailway Station Katra shallremain affected on October 3from 9:00 AM to 3:00 PM.

Likewise, the power supplyto Reasi, Bhaga, BFDDA,SMVDU, Sarbagga, G/Garnshall remain affected onOctober 6 from 9:00 AM to3:00 PM.

Meanwhile, to carry out dif-ferent development works,the shutdown of 11 KV feed-ers is being observed.

During the shutdown, thepower supply to GandhiNagar and its adjoiningareas shall remain affectedon October 1 and 3 from7:00 to 11:00 AM.

Similarly, the power supplyto Sainik Colony and its

adjoining shall remainaffected on October 03, 04and 05 from 7:00 to 11:00AM.

Likewise, the power supplyto Channi Himmat and itsadjoining shall remainaffected on October 01 and04 from 7:00 to 11:00 AM.

Similarly, the power supplyto Trikuta Nagar and itsadjoining areas shall remainaffected on October 01 and03 from 7:00 to 11:00 AM.

However, carrying out workof BranchCutting/Tightening of LooseConductor, the shutdown ofG-1 feeders is beingobserved.

During the shutdown, thepower supply to Gangyal andits adjoining areas shallremain affected onSeptember 30 from 10:00AM to 12:00 Noon.

Similarly, for carrying outwork of Re-Conductoring ofRSP-IV feeder, the shutdownof 11KV RSP-IV feeder isalso being observed.

During the shutdown, thepower supply to ChawalaRoad/ Morh, GurdeepViharGigian, Reddy, JattSabha, Bakshi Colony andG.M. School and its adjoin-ing areas will remain affectedon October 01 and 02 from8:00 AM to 12:00 Noon.

STATE TIMES NEWSJAMMU: Chamber ofCommerce and Industryurged upon the Governor totake action against the circu-lar issued by the ChiefEngineer PDD which hasshaken the bonding of trustbetween the Chamber andthe government.

In this regard, a meetingwas convened at ChamberHouse here on Saturday todiscuss the circular issued bythe Chief Engineer EM&REWing Jammu.

The meeting was attendedby Chairman Federation ofIndustries Jammu, LalitMahajan and GeneralSecretary Bari BrahmanaIndustries Association AjayLanger, Senior VicePresident Bansi Lal Guptaand General SecretaryPardeep Vaid, Association ofIndustries Gangyal.

After discussions, a com-munication was sent toGovernor for his kind inter-vention challenging the sanc-tity of Budgetary commit-ment.

Rakesh Gupta, PresidentCCI said in the 2018-19budget the governmentannounced Amnesty Scheme

for industrialists, hoteliers,tourist resort owners, smallscale industries and sickindustries-waiving off inter-est, penalty and surcharge onpower dues.

It also announced treatingHotel & Resorts at par withindustries so far as paymentof power tariff is concerned,he added.

"This Budget announce-ment was also endorsed bythe Finance Department. Atthe first place the FinanceDepartment endorsed thesame on May 30 and June 5,2018. Thereafter the SOPwas to be formulated by thePower DevelopmentDepartment to implementthe same and as per theterms of the AmnestyScheme few installments hadto be deposited by September30, 2018," he said.

"The circular in questionissued by the PowerDevelopment Departmentwas neither desirable nor isacceptable and the samespeaks volumes and appearsto be like the AdministrativeDepartment of PDD J&K isa sort of government withinthe government," he added.

"This order has created

confusion among the stake-holders and many industrial-ists are in a state of panicabout depositing the moneybefore September 30 as perthe terms of amnesty schemebecause the credentials andthe authority of the StateGovernment and also theLegislature seem to havebeen challenged by theAdministrative Departmentof the PDD," he asserted.

Gupta appealed to theGovernor to pass necessaryinstructions and the afore-said circular should immedi-ately be withdrawn by thePDD Chief Engineer,EM&RE Wing, Jammu.

He further said that thedead line of September 30,2018 to fulfill the conditionsto avail amnesty scheme beextended for further threemonths as no SOP was for-mulated for PowerDevelopment Departmentleaving the stakeholders in astate of utter confusion.

"Both the schemes ofamnesty on power dues andtreating Hotel & Resorts atpar with industry for the pay-ment of power tariff shouldbe implemented with immedi-ate effect," Gupta added.

STATE TIMES NEWSJAMMU: Commenting on theemerging trends in the ongoinglocal body election process inJammu & Kashmir, UnionMinister Dr Jitendra Singhsaid that BJP candidates arewinning unopposed withoutintimidating their opponents.This, he hoped, will introduce anew political culture in a Statewhich has, over the decades,got used to the practice ofCongress and its allies, includ-ing National Conference,intimidating their opponents towithdraw their nominationpapers on the day of scrutiny,in order to ensure unopposedelectoral victory for themselves.

Talking to media personssoon after his arrival from thenational capital today, DrJitendra Singh recalled thatever since the first election held

in the State in early 1950s, itwas the then ruling partywhich would issue instructionsto Electoral officers andDeputy Commissioners tosummarily reject the papers ofthe non-ruling Party candi-dates, so as to ensure that theruling Party had won themajority even before the count-ing of the votes took place. Asthe years went by, he said, thethen ruling Parties furthersharpened their intimidatoryskills, that eventually led to bla-tantly rigged elections, the ugli-est and the most damagingfall-out of which was witnessedin the 1987 Assembly Electionand the consequences of thatelectoral high-headedness isbeing borne even till this day.

In the current scenario, how-ever, Dr Jitendra Singh said,instead of intimidating the

opponents, the BJP partyleadership has been time andagain appealing to the opposi-tion parties to join the electoralprocess and contest, but wher-ever the opponents shied awayfrom contesting, the peoplehave decided to throw theirmight behind BJP candidates.This is a distinctly democraticphenomenon , in contrast towhat was being practiced byCongress, NC and others, headded.

Later, Dr Jitendra Singh vis-ited Hiranagar and held anextended meeting with theBJP candidates contestingelection for 13 Wards falling inthe Hiranagar MunicipalCommittee.

During nearly two-and-a-half-hour interaction, DrJitendra Singh engaged in one-to-one discussion with each ofthe candidates and listed downthe various local factors affect-ing the election in each Ward.

KATHUA: To promote sports cultureamong the youth, Nehru Yuva Kendra(NYK) Kathua organised Block LevelSports Tournament at Playground ofGovernment High School Janglote,concluded on Saturday.

The event in the disciplines of volley-ball, kabaddi, long jump, 100 meters,200 meters race was held on theme 'NoDrugs-No Rash Driving'. A total of 16teams took part in the tournament.

In volleyball competition, SportsStadium Team lifted the trophy bydefeating GDC Kathua in under-19category while in under-17 categoryPatyari Club defeated Govindsar.

In kabaddi, Patyari team defeatedHatli Morh team in under-17 categorywhile under-19 titles was lifted bySports Stadium team, which defeatedGDC.

In long jump under-19 categoryMunnar was emerged winner followedby Liaquat Ali and Sdadam Hussain,who stood second and third and inunder-14, Mubarak Ali grabbed thefiest place while Jasin Hussain got sec-ond and Anil Kumar bagged thirdplace. In girls section, Parveen Bibistood first while Kanchan got second

STATE TIMES NEWSJAMMU: To check attemptsof toll evasions on cementimport as per the directions ofTalat Parvez Rohella, ExciseCommissioner, the sleuths ofExcise Department, foiledthree such attempts in theintervening night ofSeptember 26, 27 and 29,2018 at Excise Minor TollPosts, Kote Punnu andBasohli.

A Mahindra Bolero bearingregistration No PB06M-2830was intercepted by Shadi Lal,Excise Inspector and BalbirSingh, Excise Guard at KotePunnu on September 26,2018 and was found loadedwith 2,500 Kg cement with-out valid toll receipt. Thevehicle was immediatelyseized and fine of Rs 32,650was realised for attempting oftoll evasion.

In another incident, a Truck(tipper) bearing registrationNo JK08A-8860 was inter-cepted at a surprise Naka laidon September 27, 2018 byBilal Kripak, ExciseInspector and Manzoor Lone,Excise Guard at Basohli wasfound carrying 3,600 Kgcement. The vehicle wasseized and fined of Rs 39,600realised on spot for resortingto toll evasion.

In a third related incident, aMahindra Bolero bearingRegistration No. JK08-F-0187 was chased and caughtat Kote Punnu on September29, 2018 by Excise team com-prising Narendra Gupta,Excise Inspector, SheikhTouseef and Rajesh SinghExcise Sub-Inspectors alongwith Balbir Singh and NoorHussain Excise Guards. Thevehicle was found carrying

2,500 Kg cement and a finedof Rs 32,560 was realised asper provision of Toll Act, forattempting to Toll evasion.

The whole operation weresupervised by Deputy ExciseCommissioner, Ashish KumarGupta and carried out byAbhishake Abrol, SandeepGupta, Varinder Gupta andAamir Rather Excise andTaxation Officers; GurpreetSingh, Khalid Manhas andSaleem Excise Inspectors,Manvinder Pal Singh ExciseSub-Inspector, RakeshKumar Excise Guard andTilak Singh Head Guard.

Excise Commissioner, whileappreciating the teams of TollPost Lakhanpur for its sus-tained efforts to tackle tollevaders, has enjoined them tocarry on such drives to thwarttheir nefarious design infuture also.
