Governor’s Success InitiativeUtah Correctional Industries is a self funded division of the Utah Department of Corrections (UCI). Like all state agencies, UCI was tasked by Governwor Gary Herbert to increase efficiencies by 25% by 2016.

UCI was approached by the Governor’s Office of Management and Budget about utilizing the Theory of Constraints (TOC) to increase efficiencies and meet UCI’s goal of reducing recidivism. UCI was introduced to Bahadir Inozu, Ph.D., Principal and Co-Founder of NOVACES, LLC

Baha and his team worked with UCI and implemented the following TOC tools; Value Stream Analysis, Capacity Planning in the UCI Furniture Shop, Simplified Drum Buffer Rope in the UCI Print Shop, and Critical Chain Project Management for the UCI Construction group.

The results have been astounding since implementation of these TOC tools. These are a few of the results.

Furniture Shop:Created a stabilized flow that resulted in:•

Gained the ability to track the production status of each piece of furniture.−Reliable completion dates are now available for the customer.−Furniture production − capacity has doubled.Revenue increased by 19% over the previous year.−A production baseline has been established that can be continuously improved .−

And most importantly, the increased capacity has allowed the hiring of almost 40% more inmates; more skilled inmates with •proper training = less recidivism which equals meeting the Governor’s Success Initiative.

Print Shop:Print shop is able to track job in real-time, and forecast the capacity and the load accurately. •There has been a 32% increase in jobs handled, 30% increase in sales revenue, and lead times have been shortened by 12%. •Revenue increased by $323,633 in FY15 as a result.•

Construction:On the first major project using CCPM UCI was able to overcame all obstacles including weather delays and completed an •

“impossible” schedule on time.Staff and inmate workers are • excited about the prospects.“We can now guarantee on time completion.” •

In addition to the TOC tools UCI has been working over the past three years to achieve ISO 9001 certification. We are pleased to report that several of UCI’s cost centers have received ISO 9001 certification! This is a monumental achievement that has been accomplished under the direction of UCI Deputy Director Bryan Morris, along with countless hours of work by staff and offend-ers alike.

TOC and ISO 9001 have done wonders for the efficiency and productivity of UCI, and truly enhanced the ability to provide quality work opportunities for offenders.

WARRANTYOur commitment to your satisfaction does not end with your purchase of UCI products. Utah Correctional Industries warrants seating purchased from UCI to be free from defect in workmanship, when given normal care and use. UCI warrants, for the original purchaser, the products be free of defects in materials and workmanship for 15 years.

UCI’s customer service department will repair or replace, at UCI’s option, items covered under this UCI warranty, providing they are within the terms set in this warranty.

This UCI warranty is valid only if products are given normal and proper use, and comply with UCI installation and maintenance instructions. UCI assumes no responsibility for repairs toproductssustainingdamagesresultingfromusermodifications,attachmentstoaproduct,misuse, abuse, alteration, or negligent use of the product.

This warranty does not cover the following: damage caused by carrier other than UCI, any materialspecifiedbythecustomerthatisnotastandardUCIproductoffering,damagecausedbyand/orresultingfromusermodificationornegligentuseoftheUCIproduct.

There are no other warranties except as expressly set forth herein, either expressed or implied. We exclude and will not pay consequential or incidental damages under this warranty.

The State Use Law63-56-423 Purchase of prison industry goods.

All public procurement units shall purchase goods and services produced by the Utah Correctional Industries (1) Division as provided by this section, which is an exemption from this chapter. All political subdivisions of the state may purchase these goods and services and are encouraged to do so when feasible.By July 1 of each year, the director of the Utah Correctional Industries shall publish and distribute to all state (2) agencies and interested political subdivisions a catalog of goods and services provided by the Correctional Industries Division. The catalog shall include a description and price of each item offered for sale. The catalog shall be updated and revised during the year as the director deems necessary.State departments, agencies, and institutions may not purchase any goods or services provided by the (3) Correctional Industries Division from any other source unless it has been determined in writing by the director of Correctional Industries and the state procurement officer or in the case of institutions of higher education, the institutional procurement officer, that purchase from the Correctional Industries Division is not feasible due to one of the following circumstances:

the good or service offered by the division does not meet the reasonable requirements of the purchasing (a) agency;the good or service can not be supplied within a reasonable time by the division; or(b) the cost of the good or service, including basic price, transportation costs, and other expense of acquisition, (c) is not competitive with the cost of procuring the item from another source. In case of disagreement, the decision may be appealed to a board consisting of the director of the Department of Corrections, the director of Administrative Services, and a neutral third party agreed upon by the other two members or, in case of institutions of higher education, the president of the involved institution shall make the final decision.
