and the industrial pumping station, a factory-built unit equipped with
three (3) 4450 USgpm pumps, together with diesel generator sets and
forcemains, including all related appurtenances all in accordance with
the plans and specifications prepared by Nisbet, Letham Limited, Con-
suIting Engineers, at a total estimated cost, including engineering and
contingencies, of TWO MILLION FIVE HUNDRED THOUSAND DOLLARS ($2,500,000)
Now therefore this is to certify that after due enquiry the said proposed works have been approved under Section 42 of The Ontario Water Resources Act.

In 1989, a review of the appropriateness of existing Official Plan policies and land use designations as they relate to residential, commercial and industrial lands was undertaken. The background study indicated that, as a result of decreasing household size and the high demand for single-family housing on larger lots, an additional 565 acres of residential land needed to be designated in the Official Plan to meet demand to the year 2011. Several
altemative sites were investigated and analyzed to determine development potential and constraints. The review also involved
an engineering analysis of servicing capabilities.
Where areas designated Urban Residential are to be developed in accordance with Secondary Plans, secondary uses may include, in
addition to those set out in Subsection 2.2.2.3, general commercial, highway commerCial, service commercial, existing light industrial, open space, and institutional type uses.
In approving new residential development, the Town shall take into consideration an appropriate mixture of housing types for low income, medium income and upper tier income households according to substantiated need and demand for the Town as a whole.
In existing residential areas, an increase in residential density may be considered where the scale and character of new or renovated residential dwelling units are compatible with the surrounding area and physical and community services are adequate.
Regard shall be had to the Provincial Policy Statement, Land Use Planning for Housing, at such. time as entering into subdivision and development agreements.

2.3.2.1.9 (54) The Town shaJl attempt to maintain a three-year supply of a combination of draft approved and/or registered lots and blocks on
plans of subdivision by endeavouring to ensure the appropriate
approvals are given as expeditiously as possible.
2.3.2.1.10 (55) The Town shaJl encourage innovative housing designs, particularly
those which offer improved efficiency or alternative forms of
heating, reduced municipal expenditures or lower costs to
purchasers.
2.3.2.2.4 Secondary Plans, as defined and described in Subsection 2.4.2, will be
required within the following areas as shown on Schedule "A ":
(i) lands bounded by Highway Number 402 to the south, Modeland
Road to the east, Blackwell Road to the north and the former
Canadian National Railway right-of-way to the west;
(ii) lands bounded by Confederation Road to the south, BlackweJl
Sideroad to the east, the existing "General Commercial"
designation from Blackwell Sideroad to Perch Creek, then south
along Perch Creek to the existing "Light Industrial" designation,
then westerly to Modeland Road aJl generally to the north, and
Modeland Road to the west;
(iii) lands bounded by Confederation Road to the north, Blackwell
Sideroad to the east, the Canadian National Railway line to the
south and Highway 40A to the west.
2.3.5.2.4 (p66) Development in an area shall not be approved until the Town is
satisfied that sufficient capacity for municipal services (i.e. storm
sewers, sanitary sewers, water supply) is available for each such
development area. Where capacity constraints have been
identified, Secondary Plans shall incorporate appropriate design criteria and restrictive policies to recognize such constraints.
Where capacity constraints have been identified, the Town may, in
addition to other means, require that development proceed .on a phased basis and may require the approval of each phase to be conditional upon a detailed engineering review of the then available
capacity.
2.3.5.5.6 (p68) In order to provide for the development of the newly deSignated
urban residential areas described in Amendment Number 7 to the
Official Plan, the Town may provide for the installation of a storm
water pump station· and forcemain from the lands west of Modeland
Road (between Highway Number 402 and Blackwell Road) to the

Perch . Creek and a detention pond at the outlet of the said forcemain, and· the installation of a detention pond on the Perch

Proposed major improvements to the Town Road system are indicated on

Secondary Plans are land use, transportation and servicing policy plans for sub-areas in the Town of Clearwater that provide greater detail than the Official Plan on how the goals, policies and land use designations of the Official Plan are to be implemented in a particular area.
Secondary Plans and amendments to Secondary Plans are to be part of the Official Plan and will be subject to the same administrative and public participation procedures as an Official Plan or an Official Plan Amendment. Secondary Plans will contain
separate Schedules.
Secondary Plans will conform to and be designed to implement the goals, policies and land use designations of the Official Plan.
Secondary Plans will indicate policies and implementation methods
for staging of development and servicing.
Secondary Plans will establish a technique to ensure equitable
arrangements among property owners for the provision of community facilities such as parkland or schools.

(ii) the overall mix of housing and the type and density of residential dwellings contained by land block;
(iii) the location, size, type and area of lands for community service facilities based on an adequate assessment of community service
needs;
(iv) the need for and the location and area of open space, parkland, recreation facilities, school sites and conservation lands; and if appropriate, establish a detailed road and pedestrian walkway system and indicate how the proposed circulation systems integrate with the existing pattern of roads and land uses;
(v) the location and area of commercial, institutional and industrial land

(vi) the alignment and right-of-way of arterial and collector roads;

Secondary plans may provide for a variety of housing types and densities.
Notwithstanding existing development within the area known as
Corporation Park, in Secondary Plan Areas, as described in Subsection 2.3.2.2.4, additional land may be set aside for
complementary uses necessary to serve residential areas and may include commercial, recreational and institutional uses.
The whole of each area described in Subsection 2.3.2.2.4 will be incorporated into a Secondary Plan or Plans prior to the approval of development applications within the respective areas.
In Secondary Plan areas, as described in Subsection 2.3.2.2.4, the overall resic;lential density shall not exceed 3.8 units per acre.
Secondary Plans shall provide for the identification of flooding constraints in the areas described in subsection 2.3.2.2.4 and
prescribe appropriate buffering measures (using floodlines or setbacks) for flooded areas and/or remedial works (channel improvements, etc.) to alleviate flooding concerns in the affected
areas.
Identification of environmentally sensitive features and prescribed methods for their protection and preservation, if appropriate.
The Zoning By-law will consider the utilization of maximum square footage reqbirements and varying lot size requirements to ensure an adequate supply of affordable housing units.
